This letter serves as a notice of decision and is issued pursuant to TMC 18.104.170 on the following project
and permit approval.

II. DECISION
SEPA Determination: The City SEPA Responsible Official has previously determined that this application
does not require a SEPA threshold determination because it is categorically exempt.
Decision on Substantive Permit: The Community Development Director has determined that the application
for a Type 11 Wireless Communication Facility Permit does comply with applicable City and state code
requirements and has approved that application based on the findings and conclusions contained in the staff
report.

III. YOUR APPEAL RIGHTS
The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code
§ 18.104.010. Other land use applications related to this project may still be pending.
No administrative appeal of a DNS or an EIS is permitted. One administrative appeal to the Hearing
Examiner of the Decision on the Permit itself is permitted. If an MDNS was issued, any person wishing to
challenge either the conditions which were imposed by the MDNS decision or the failure of the Department
to impose additional conditions in the MDNS must raise such issues as part of the appeal to the Hearing
Examiner.
A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King
County Superior Court from the Hearing Examiner decision.
IV. PROCEDURES AND TIME FOR APPEALING
In order to appeal the Community Development Director's decision on the Permit Application, a written
notice of appeal must be filed with the Department of Community Development within 14 days of the
issuance of this Decision; that is, by May 29, 2012.
The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal materials
shall be submitted to the Department of Community Development. Appeal materials MUST include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a corporation,
association or other group, the address and phone number of a contact person authorized to receive
notices on the appealing parry's behalf.
3. A statement identifying the decision being appealed and the alleged errors in the decision, including
any specific challenge to an MDNS.
4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in
the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief
sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal.
5. Appeal fee per the current fee schedule, additional hourly charges may apply. In addition all hearing
examiner costs will be passed through to the appellant.
V. APPEAL HEARINGS PROCESS
Any administrative appeal regarding the Permit shall be conducted as an open record hearing before the
Hearing Examiner based on the testimony and documentary evidence presented at the open record
hearing. The Hearing Examiner decision on the appeal is the City's final decision.
Any party wishing to challenge the Hearing Examiner decision on this application must file an appeal
pursuant to the procedures and time limitations set forth in RCW 36.70C. An appeal challenging a DNS,
an MDNS or an EIS may be included in such an appeal. If no appeal of the Hearing Examiner decision is
properly filed in Superior Court within such time limit, the Decision on this permit will be final.

The City's decision to issue a DNS, an MDNS or an EIS is final for this permit and any other pending
permit applications for the development of the subject property.
VI. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the permits are
available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd.,
Suite 100, Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The
project planner is Jaimie Reavis, who may be contacted at 206-431-3659 for further information.
Property owners affected by this decision may request a change in valuation for their property tax purposes.
Contact the King County Assessor's Office for further information regarding property tax valuation changes.
The notice board must be removed at the expiration of the appeal period if no appeal is filed.

FINDINGS
VICINITY/SITE INFORMATION
Project Description
The applicant is requesting approval of a Type II Wireless Communication Facilities (WCF) Permit to
modify an existing wireless telecommunications facility on the rooftop of the Doubletree Hotel. Proposed
modifications include installation of three new LTE antennas, six Remote Radio Head (RRH) units, and a
"squid" surge suppression unit on an existing building -mounted monopole. The new antennas and
hardware are proposed to be painted to match the existing equipment on the rooftop, and there is no
proposed increase in height. Coaxial cables and feed lines will be concealed from view. A new "Back
Pack" equipment cabinet is proposed to be attached to the existing cabinet. The new cabinet will not
increase the footprint of the equipment closure on the rooftop, and, consistent with the existing cabinet, it
will be located behind the parapet wall and screened from view by the height of the parapet wall.
Existing Development
The site is currently developed as an eight -story hotel with a wireless telecommunications facility on the
rooftop.
Surrounding Land Uses
The property is zoned Tukwila Urban Center. Surrounding development includes restaurant, office, and
retail uses. Tukwila Pond is located adjacent to the project site's southeastern edge. Southcenter Parkway
borders the site on the west.
BACKGROUND
In 2006, the City adopted a Wireless Facilities Chapter (TMC 18.58) to the Zoning Code. The chapter
provides specific location and design requirements for the placement of WCF within the City of Tukwila.
Location Selection
Tukwila Municipal Code (TMC) section 18.58.050 A, B and C provide a hierarchy of appropriate
locations within the City. TMC section 18.58.050 A, Table A contains the different types of wireless
communications and permit required, listed in order of preference from top of the table to bottom.
Generally, co -locations and utilizing existing structures are favored over the development of new
standalone WCF within the City.
The applicant has proposed to install the new wireless communication facilities on the rooftop of a hotel
located in the TUC commercial zoning district. The new facilities will be co -located on the rooftop with
other existing wireless telecommunications facilities. The new antenna and microwave dishes will be set
back from the edge of the roof and painted to match the colors of the existing building but will still be
able to be seen and will therefore be a Type 2 non -concealed building attached facility.
Per TMC 18.58.050 B, the applicant must demonstrate that the more preferable wireless communication
facility types have been considered and provide evidence for why a less preferable WCF will need to be
installed.
Per Table A in Section 18.58.050, the following types of facilities are preferred (in order of preference):
• Transmission tower co -location
• Adding antennas to an existing tower

• Utility pole co -location
• Concealed building attached
• Non -concealed building attached

The applicant provided the following information in response to TMC 18.58.050 B:
This is an existing wireless telecommunications facility; AT&T proposes to amend the facility to
keep up with the demand while continuing to offer customers in the area quality service and
access to greater and more advanced wireless services. The proposed change would add 4G
technology to the site and would expand AT&T's 4G network footprint into downtown Tukwila
and the immediate surrounding area. This proposed change would improve the on -street and in -
car availability of 4G services (voice and data support for iPhone 4G phones for example) and
would add in -building 4G services in the immediate vicinity of the site. Our current volume and
payload data on this site shows a high amount of 3G data traffic. The new 4G technology will
improve the overall internet/data experience of the customers in the area. This will mean faster
data rate and higher efficiency. No other sites in the hierarchy table would meet the coverage
area objective as indicated on the attached propagation maps (see site with red arrow at the
center of the map). By utilizing an existing facility, AT&T eliminates the need to build new
towers and structures in the area.
The proposed rooftop location of the new WCF within the TUC zoning district is in conformance with
18.58.050 C, which states that the City's preference for locating new wireless communication facilities is
to place antennas on existing structures in nonresidentially-zoned districts and nonresidential property.
DESIGN STANDARDS
The City provides specific design standards for the placement of WCF within the City of Tukwila. The
tables below indicate whether the applicant's proposal complies with the required standards.

CONCLUSIONS
1. The proposal to install three new LTE antennas, six Remote Radio Head (RRH) units, a surge
suppression unit, and a "Back Pack" cabinet on the rooftop of the Doubletree located at 16500
Southcenter Parkway will not be materially detrimental to the public welfare or injurious to
property or improvements in the vicinity.
2. As demonstrated in the tables above, the project meets all applicable development standards for a
Type II non -concealed building attached wireless cellular facility.
3. The proposed project is compatible with the surrounding land uses in terms of traffic and
pedestrian circulation, building and site design. The traffic generated from the facility will be
minimal and will not have an impact on surrounding properties.
4. There will not be any noise generated from the facilities proposed with this application.
5. The new WCF have been designed in a way to minimize visual impacts.
6. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use
Policy Plan.
RECOMMENDATION
Staff recommends approval of this Type II non -concealed building attached wireless communications
facility with no conditions.

These applications may expire if we do not receive the additional information within ninety days
of the date of this letter unless an extension is granted pursuant to Section 18.104.070(E).

INTRODUCTION
Morrison Hershfield has been retained by AT&T Wireless ("AT&T") to evaluate a proposed
AT&T Mobility telecommunications site as described below. Evaluation is for compliance
with current Federal Communications Commission (FCC) and local rules regarding public
exposure to radiofrequency (RF) electromagnetic fields (EMFs).
PROJECT
The proposed AT&T project consists of a WCF (Wireless Communications Facility) located
at 16500 Southcenter Parkway, Tukwila, WA 98188; Property parcel number
643730020. AT&T site No WA094. The planned improvements will include the addition of
antennas as described below. These antennas will be mounted to an existing
building rooftop structure at approximately 94.0' AGL to the centerline of the antennas.
All antennas face outward and point directionally away. Therefore it is unlikely that anyone
other than authorized RF workers could approach near enough to any of the transmit
antennas to cause that person's RF exposure to exceed FCC limits. It is expected that RF
exposure conditions near ground level at the site, and at all adjacent properties, due to the
contributions from all transmitting antennas will be well below the FCC public exposure
limit.

CALCULATIONS
Calculations for RF power densities near ground level are based on the "Evaluating
Compliance with FCC Guidelines for Human Exposure to Radio Frequency
Electromagnetic Fields, OET Bulletin 65" Edition 97-01, August 1997; issued by the
Federal Communications Commission Office of Engineering & Technology.
Compliance is determined by comparing RF field predictions with the general
population/uncontrolled environment (Le., "Public") Maximum Permissible Exposure limits
(MPEs) allowed by the FCC rules, as specified in CFR 47 §1.1310. The following formula
has been used to calculate the power densities at specific locations:
S=0.36xERP/R2
Where:
S = power density (mW/cm2)
ERP = power in watts
R = distance to the center of the radiation antenna (ft)
Formula is based on Equation 9 on page 21 of OET Bulletin 65. It includes the effect of
ground reflections. The Effective Radiated Power (ERP) depends on the vertical antenna
pattern.
THEORETICAL ANALYSIS
All existing and proposed transmit antennas are highly directional and project the majority
of the transmitted RF energy horizontally and well above all nearby accessible areas.
The following theoretical calculations predict the peak exposure condition for a six-foot
person standing at the nearest approach to the transmit antennas. A six-foot tall person
standing on the ground near the base of the antenna support or building would be at least
approximately 88 feet below all of the existing and proposed transmit antennas.

CONTRIBUTION OF AT&T FACILITY TO RF EXPOSURE ENVIRONMENT
Based on information provided by AT&T RF Engineers, the maximum ERP from any
sector of the proposed AT&T facility will be less than or equal to 3587 watts with all
channels activated. Thus the worst -case downward ERP is 35.87 watt (i.e., 1/100th of 100
watts) from the facility.
By use of the power density formula previously described, with input values of 35.87 watt
downwards ERP, and a distance of 88 feet, the worst -case calculated power density at
head height from the AT&T facility to a six-foot person standing at ground level is
0.001668 mW/cm2.
AT&T antennas will transmit and/or receive at different MHz frequency bands worst case
being the LTE at 700 MHz. The Public MPE limit for the LTE frequency transmitted by this
facility is 0.47 mW/cm2. The worst -case calculated exposure condition resulting from the
AT&T facility is the power density divided by the Public MPE limit = 0.35743% of the Public
MPE limit.
This worst -case calculated exposure level is well below the 100% FCC limit. The actual
exposure conditions are likely to be many times less than this worst -case value and all
ground level areas are expected to have exposure conditions less than the calculated
Public MPE due to the proposed AT&T facility.

To the best of our knowledge and information, there are no other carriers collocated on
this structure.

FCC COMPLIANCE
The general population/uncontrolled exposure near this facility, including persons at
ground level, surrounding properties, inside and on existing structures will have RF
exposure much lower than the "worst case" scenario, which is a small fraction of the MPE
limit.
Only, trained personnel will be allowed to access the AT&T antennas and equipment for
maintenance operations. It shall be the responsibility of AT&T and/or its contractors to
provide adequate occupational training making employees fully aware of the potential for
RF exposure, and to exercise control over their exposure that is within their
occupational/controlled limits.
The FCC has determined that at sites where multiple wireless facilities are co -located, the
responsibility for site -wide RF safety compliance is the shared responsibility of all
licensees whose facilities produce exposure conditions greater than 5% of the applicable
MPE exposure limit. Thus a new applicant is responsible for compliance (or submitting an
environmental assessment) at a multiple -facility site only if the proposed facility, when
considered alone, would produce exposure conditions in excess of 5% of the MPEs.
Wireless facilities that produce less than 5% of the applicable MPE exposure limit at
accessible locations are considered to be exempt from further study.
As demonstrated in this report by worst -case exposure calculations, the proposed AT&T
wireless facility will produce far less than 5% of the applicable exposure limit for public
environments. Therefore, pursuant to the Commission's rules no further calculations,
measurements or other RF studies are required, and the proposed AT&T facility is
presumed to be in compliance with the FCC's RF exposure rules.
Because the proposed AT&T wireless facility is in compliance with federal rules, it is also
in compliance with local regulations concerning RF exposure. The following is the
complete text of 47 U.S.C. § 332(c)(7)(B)(iv):
"No State or local government or instrumentality thereof may regulate the
placement, construction, or modification of personal wireless service facilities on
the basis of the environmental effects of radio frequency emissions to the extent
that such facilities comply with the Commission's regulations concerning such
emissions."

CONCLUSIONS

Based on these calculations, the proposed WCF will comply with current FCC and local
rules and guidelines regarding human exposure to radio frequency electromagnetic fields.
This conclusion is based solely on the comparison of predicted RF conditions in specific
areas with the corresponding safe exposure limits set forth in the FCC rules. The FCC
exposure limits are based on recommendations by federal and private entities with the
appropriate expertise in human safety issues.
To avoid any misunderstanding, I hereby state that, to the best of my knowledge, belief
and professional judgment, this report represents an accurate appraisal of exposure to RF
EM fields based upon careful evaluation to the extent reasonably possible.

Dear Reviewing Parties,
AT&T is proposing to modify an existing site at the address reference above. AT&T proposes to
modify the existing personal wireless facility by adding (3) new LTE antennas antennas, adding
(6) RRHs units, and (1) "Squid" surge suppression unit mounted on existing facility on rooftop.
The proposed antennas and additional appurtenances will be painted to match the existing. No
increase in height.
The modification will not result in a change in visual impact, and is part of a technology upgrade
being performed on AT&T/New Cingular Wireless's network, in order to improve service to its
customers and strengthen reliability and capacity in its network.
Please find below AT&T's evaluation in regards to City of Tukwila's Chapter 18.58 Wireless
Communications Facilities Code:
Proposal is an existing facility attached to an existing rooftop in the TUC zone.
Proposed modifications will not increase the height of the existing structure. Proposal is for a
non -concealed building mounted antennas, therefore a Type 2 Land Use Process is required.
18.58.110 Non -concealed Building Mounted Development Requirements. 1. Height — The
proposed facility must meet the height requirements of the applicable zoning category. If
the building where the facility is located is at or above the maximum height requirements,
the antennas are permitted to extend a maximum of 3 feet above the existing roof line.
Non -concealed building mounted facilities shall not qualify as "Rooftop Appurtenances"
under TMC 18.50.080.
Answer: Currently, AT&T has a non -concealed building mounted structure (monopole top) on the
existing rooftop. AT&T is proposing to add (3) new LTE antennas to the existing structure.
Proposed antennas and hardware will be painted to match existing and no height increase is
proposed to the existing structure. Due to the size of the building and existing conditions, the
visual impact of the proposed antennas will be minimal in relation to the building. Proposed
cables on routed on the building's rooftop and will be hidden from public view. The existing
cabinet area is sunken into the parapet and partially screen from public view. The building where
the antennas are located is at least 200 feet from the Duwamish/Green River.
2. Antenna aesthetics — The first preference for any proposed facility is to utilize flush -
mounted antennas. Nonflush-mounted antennas may be used when their visual impact will
be negated by the scale of the antennas to the building. "Shrouds" are not required unless
they provide a better visual appearance than exposed antennas. Antennas shall be painted
to match the color scheme of the building(s).
Answer: Antennas and ancillary equipment hardware will be painted to match the existing color
of existing antennas and building.
3. Feed lines and coaxial cables — Feed lines and cables should be located below the
parapet of the rooftop. If the feed lines and cables must be visible, they must be painted to
match the color scheme of the building(s).
Answer: Coax lines will adhere to this section of the code
4. Cabinet equipment— If cabinet equipment cannot be located within the building where
the wireless communication facilities will be located, then it must be located on the
rooftop of the building. If the equipment can be screened by placing the equipment below
the parapet walls, no additional screening is required. If screening is required, then the
proposed screening must be consistent with the existing building in terms of color, style,
architectural style and material. If the cabinet equipment is to be located on the ground,
the equipment must be fenced with a 6-foot-tall fence and materials shall be used to
screen the equipment from view. Barbed wire may be used in the TVS, LI, HI, MIC/L, and
MIC/H zones.
Answer: Proposed "Back -Pack" cabinet will be attached to existing cabinet and will not increase
the footprint of the equipment enclosure on existing building rooftop.

not contain a residence or school, and the existing structure to which it is to be attached is
located in a commercial, industrial, manufacturing, forest or agriculture zone; or
iii) Involves constructing a personal wireless tower less than sixty feet in height that is located in
a commercial, industrial, manufacturing, forest, or agricultural zone.

requirements for allowed emissions;
14. If the facility is located within a residential zone, a report from a radio frequency engineer
explaining the need for the proposed wireless communication facility at that location.
Additionally, the applicant shall provide detailed discussion on why the wireless
communication facility cannot be located within a commercial or industrial zone.
If the application requires a Type IV review these additional items are needed:
15. A narrative responding to the criteria at TMC Section 18.58.060.
16. The radio frequency engineer report shall include a discussion of the information required
under TMC Section 18.58.070. The report shall also explain why a tower must be used instead of
any of the other location options outlined in Table A.
17. Engineering Plans for the proposed tower.
18. A vicinity map depicting the proposed extent of the service area.

19. A graphic simulation showing the appearance of the proposed tower and ancillary structures
and ancillary facilities from five points within the impacted vicinity. Such points are to be
mutually agreed upon by the Director of DCD and applicant. All plans and photo simulations
shall include the maximum build -out of the proposed facility.
20. Evidence of compliance with Federal Aviation Administration (FAA) standards for height
and lighting and certificates of compliance from all affected agencies.
21. Evidence that the tower has been designed to meet the minimum structural standards for
wireless communication facilities for a minimum of three providers of voice, video or data
transmission services, including the applicant, and including a description of the number and
types of antennas the tower can accommodate.
PUBLIC NOTICE MATERIALS:
22. Payment of a $365 notice board fee to FastSigns Tukwila or
Provide a 4' x 4' public notice board on site within 14 days of the Department determining that a
complete application has been received (see Public Notice Sign Specifications Handout).
23. Pay the fee as established by the Land Use Fee Schedule for generating mailing labels; Or provide
an excel spreadsheet of mailing labels for all property owners and tenants (residents and businesses)
within 500 feet of the subject property. Each unit in multiple family buildings e.g. apartments,
