DECISION SEPA Determination: The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. The existing landscaping that is proposed to be removed around the northwest comer of the building shall be replaced by similar plants. The spacing of the new shrubs shall be adequate to replicate the existing hedge. The replacement landscaping information shall be provided with the building permit submittal. III. YOUR APPEAL RIGHTS The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code § 18.104.010. One administrative appeal to the Board of Architectural Review of the Decision on the Permit itself is permitted. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Board of Architectural Review decision. IV. PROCEDURES AND TIME FOR APPEALING In order to appeal the Community Development Director's decision on the Permit Application, a written notice of appeal must be filed with the Department of Community Development within 14 days of the issuance of this Decision, that is, by November 15, 2011. The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal materials shall be submitted to the Department of Community Development. Appeal materials MUST include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an MDNS. 4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. 5. Appeal fee per the current fee schedule, additional hourly charges may apply. In addition all hearing examiner costs will be passed through to the appellant. V. APPEAL HEARINGS PROCESS Any administrative appeal regarding the Permit shall be conducted as an open record hearing before the Board of Architectural Review based on the testimony and documentary evidence presented at the open record hearing. The Board of Architectural Review decision on the appeal is the City's final decision. Any party wishing to challenge the Board of Architectural Review decision on this application must file an appeal pursuant to the procedures and time limitations set forth in RCW 36.70C. If no appeal of the Board of Architectural Review decision is properly filed in Superior Court within such time limit, the Decision on this permit will be final. Approval with conditions Stacy MacGregor, Assistant Planner Summary of Proposed Action Jim Haggerton, Mayor Jack Pace, Director The applicant is proposing to update and modernize the exterior of the building. The building consists of a warehouse and attached showroom with the upgrades occurring to the showroom facade. The facade will be updated with new paint, two new windows, awnings over the windows and entrances, and the addition of horizontal PVC deck boards used as wall cladding and as screening on the accessible ramp. Landscaping in front of two new windows will be removed and replaced. The existing wall sign and sign cabinet will be removed and replaced with a printed awning. The site is fully built -out with a 17,115 square foot warehouse with a 3,660 attached showroom and associated parking. Surrounding Land Uses: The property is zoned Tukwila Urban Center (TUC). The parcel is surrounded predominately by warehouses and bulk retail. The surrounding buildings generally appear as large, sparsely -adorned, concrete tilt -up warehouses with attached showrooms. SM H:\A Cort Furniture\DR SRdoc Page 2 of 6 11/01/2011 Environmentally Sensitive Areas: A portion of the site is within the 200' of the Green River and under shoreline jurisdiction. The activities proposed are normal maintenance or repair of existing structures and, as such, are not considered "substantial development" therefore not subject to review under the City's Shoreline Master Program. Topography: The site is essentially flat. Vegetation: The site is already landscaped. In front of the northwest corner, an existing mature boxwood hedge will be removed and replaced with new shrubbery. Public Comment The City received no comments. Design Review Criteria The project is subject to Administrative Design Review under Tukwila Municipal Code (TMC) Chapter 18.28.070. The Director evaluates the project under the criteria established in TMC 18.60.050. The design criteria explain requirements for development proposals. The Director will evaluate whether to approve, condition, or deny this project based on the decision criteria. The Design Review Criteria are shown in italics, followed by staffs comments. 1. Relationship of Structure to Site. a) The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement; b) Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; c) The height and scale of each building should be considered in relation to the site. This proposal is a cosmetic update to the existing facade. The changes proposed include new paint, two new windows, window awnings, and a wood cladding treatment to portions of the facade. The proposed changes will not alter the site plan, height or scale of the building. Therefore, this criterion is not applicable. 2. Relationship of Structure and Site to Adjoining Area. a) Harmony in texture, lines and masses is encouraged; b) Appropriate landscape transition to adjoining properties should be provided; c) Public buildings and structures should be consistent with the established neighborhood character; d) Compatibility of vehicularpedestrian circulation patterns and loading facilities in terms of safety; efficiency and convenience should be encouraged; e) Compatibility of on -site vehicular circulation with street circulation should be encouraged. The surrounding area is typically warehouses used for bulk retail such as furniture and appliance sales. This site and the surrounding buildings were built in the late 1960's. In the past few years, other buildings in the urban center have also updated their facades. The proposed update, notably, window awnings and a wood cladding with horizontal banding, will modernize the building while preserving the existing building mass and site plan. Cladding of the accessible ramp will improve the appearance without altering the functionality. 3. Landscaping and Site Treatment. a) Where existing topographic patterns contribute to beauty and utility ofa development, they should be recognized, preserved and enhanced; b) Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; c) Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; d) In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; e) Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; 1) Screening of service yards, and other places that tend to be unsightly, should be accomplished by use of walls, fencing, planting or a combination; SM H:\A Cort Furniture\DR SRdoc Page 3 of 6 11/01/2011 g) In areas where general planting will not prosper, other materials such as fences, walls and paving of wood, brick, stone or gravel maybe used; h) Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be ofa design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. The existing landscaping will remain unchanged except for the area beneath the two new windows. Along the northwest corner of the showroom, building perimeter landscaping will be removed and replaced. The species is not called out on the plan and the type of plant will need to be identified by the contractor and replaced with the same species and spacing to replicate the existing hedge. No changes to existing exterior lighting are proposed. No other changes to the site design are proposed. Building Design. a) Architectural style is not restricted, evaluation of project should be based on quality of its design and relationship to its surroundings; b) Buildings should be to appropriate scale and in harmony with permanent neighboring developments; c) Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; d) Colors should be harmonious, with bright or brilliant colors used only for accent; e) Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view; I) Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; g) Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The existing building is a concrete tilt -up warehouse surrounded by tilt -up warehouses. The proposed changes to the exterior of the building are cosmetic improvements to modernize the facade. Two windows will be added to either side of the northwest corner to match the existing windows on the southwest corner. The northwest corner will be clad in a PVC wood composite siding with a natural wood grain appearance. The boards will be placed on edge running horizontally and will wrap twenty-one feet on each side of the corner. The same wood treatment will be used to wrap the accessible ramp on the southwest corner. The existing concrete ramp and rail accessible structure will be covered with the same PVC wood composite siding for the entire eight foot height and seventy foot length (thirty-five feet on both the south and west sides). The boards will be placed edge to edge without gaps for the bottom five and a half feet and then spaced with a two inch gap for the remainder of the eight foot tall ramp, including the railing. The double entrance doors will remain but the glass block around the door will be replaced with sidelights and a transom window. Storefront signage currently consists of channel cut letters applied to the face of a box -like architectural projection above the front entrance. This feature will be removed and a canopy with printed signage will be mounted over the front entrance. Red canvas awnings will be added above each of the windows. 5. Miscellaneous Structures and Street Furniture. a) Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. b) Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. A sign permit application did not accompany this proposal but a conceptual sign package was provided. The sign package includes awning face signs applied to the three awnings on the west frontage. The allowed area of the proposed wall signage has not been reviewed. Awning face signs consist of white graphics on the red awnings. The existing freestanding sign uses the same color combination. No change to the existing freestanding sign is proposed. The freestanding sign is non- conforming and has received approval to maintain its non -conforming status for ten years while allowing panel or copy SM H:\A Cort Furniture \DR SR.doc Page 4 of 6 11/01/2011 changes, provided the sign size, height and location remain unchanged. A sign permit application is necessary for any signs, including copy changes, prior to installation. Currently, the building uses painted graphics on the windows; these graphics are not shown as part of the sign package. Permanent window signs are subject to TMC 19.20.050F3 and require a sign permit. Temporary window signs do not require a permit but are subject to TMC 19.24.080 and are limited in size, location and length of display. 6. Comprehensive Plan Policies. a. Commercial Areas - Goal 1.7.• "Commercial districts that are visually attractive and add value to the community, are visitor and pedestrian friendly, are designed with pride and constructed with quality workmanship, are secure and safe with adequate lighting and convenient access, are uncongested with smooth -flowing traffic patterns, are well -maintained with adequate streetscape landscaping, and are wholesome and in harmony with adjacent uses". 1. This significant commercial development requires design review (1.Z1). 2. This development requires sidewalks (1.7.2). 3. The development provides adequate parking and lighting (1.7.3). 4. Require fencing and landscape buffers between commercial and residential uses (1.7.4). This project is subject to Design Review. Sidewalks are preexisting and preserved along the public front. Parking and lighting are preexisting. The project is not adjacent to a residential use. CONCLUSIONS Pursuant to Tukwila Municipal Code (TMC) Section 18.108.020 (Type 2 decision process) and to meet the requirements of TMC 18.100.020 (Determination of Consistency with Adopted Plans and Regulations for Type 2 approvals ), staff hereby makes the following conclusions based on the findings of fact under the City's Design Review Criteria (18.60.050 TMC): 1. Relationship of Structure to Site. This criterion is not applicable as the remodel makes no changes to the relationship of the structure to the site. 2. Relationship of Structure and Site to Adjoining Area. The horizontal wood cladding and window awnings will add interest to the facade of the building. There are no changes to the landscaping between adjacent parcels. Site circulation is an existing condition that is preserved. 3. Landscaping and Site Treatment. The site design is dictated by preexisting conditions. The only change to the landscaping is to remove and replace the mature shrubs at the northwest corner of the building with the same. This species of plant is not identified on the plan. As a condition of approval, the future building permit should require species identification and spacing sufficient to replicate the existing hedge prior to approval. 4. Building Design. The proposed changes to the facade update the exterior of this fifty year old building. The changes maintain the existing scale and mass of the building while modernizing the facade. The two new windows to the north of the entrance mirror the two windows to the south of the entrance and, as such, are harmonious with the existing building design. Window awnings also modernize the facade and, in a red color, add an accent color which is repeated in the sign graphic. The entrance is updated with glazing replacing glass blocks. 5. Miscellaneous Structures and Street Furniture. The use of screened graphics on awning for building signage works effectively. The signs are clear and easy to read yet are incorporated into the design of the building. Sign permits shall be required for all new signs including permanent window signs. Temporary window signs shall conform to code. Final location and size of the proposed signage shall be approved as part of the sign permit review. 6. Comprehensive Plan Policies. The project meets all applicable City codes and Design Review Criteria. SM H:\A Cort Furniture\DR SRdoc Page 5 of 6 11/01/2011 RECOMMENDATIONS Staff recommends approval of the Design Review application as analyzed in the findings and conclusion and subject to the following conditions: Conditions of Approval: 1. The existing landscaping that is proposed to be removed around the northwest corner of the building shall be replaced by similar plants. The spacing of the new shrubs shall be adequate to replicate the existing hedge. The replacement landscaping information shall be provided with the building permit submittal. Informational Items 1. The installation of composite wood decking as a facade material is in accordance with IBC Section 1405.5(2). Compliance requires that the 3/4" plywood backer board be fire treated and installed with special fasteners. 2. A sign permit shall be applied for and issued for any new signs on the site including window signs. 3. This Design Review is subject to a 14 day appeal period. Commencing construction prior to exhaustion of the appeal period is at the applicant's risk. 4. Prior to calling for a final inspection of the building permit, the applicant shall have the Landscape Architect who designed the plans or the Landscape Contractor who installed the landscaping provide a "Certification of Planting" to the City of Tukwila. The Certification shall note that the planting has been completed per the approved landscape plan. The City shall not conduct any inspection until this certification has been provided. Two new windows at the northwest corner that match the existing windows at the southwest corner are being added to the facade of the building. The addition of red Sunbrella fabric awnings to all four windows provides a residential and community identity to the showroom. The sign band over the entry to the building is being removed and replaced with a similar Sunbrella fabric awning in a coordinating color to unify the signage elements on the facade and create a more welcoming feel as the customer approaches the entrance. A decorative screen wall is introduced to the existing exterior accessible ramp to modernize the appearance of the building while adding a natural -looking, warm, wood -toned element to the facade materials. The Azek composite wood decking used in the construction of the screen is stain- and scratch - resistant, and impervious to moisture and insects, to support longevity and durability in the climate in which it is being installed. The northwest corner of the facade is also clad in the same Azek composite wood decking to match the decorative screen wall. This is an architectural feature to tie the building and screen wall together and create a harmonious overall appearance.
