I. DECISION SEPA Determination: The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. Decision on Substantive Permit: The City Community Development Director has determined that the application for administrative design review does comply with applicable City and state code requirements and has approved that application, subject to the conditions outlined below: 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone 206-431-3670 • Fax: 206-431-3665 1. Revise the landscape plan: a. Add additional interior parking landscaping along the row of parking stalls created along the eastern border adjacent to the railroad tracks. This may be accomplished by converting the far north stall and the center parking stall into landscaped area. b. Add trees to the newly created landscape area at the east side of the building. c. Revise the landscape plan to include the size of the following plants as eighteen inches minimum: Dryopteris erythrosora, Helictotrichon sempervirens, Lavandula angustifolis `Munstead', and Prunus laurocerasus 'Otto Luyken'. 2. Include one way directional arrows and the entrance and exit of the newly created angle parking on the north side of the building. 3. Colored concrete used for the crosswalks shall be reviewed by DCD as part of the building permit. The color shall be a significantly different shade and hue than the adjacent paving. 4. Relocate the bicycle area to a location within fifty feet of the building entrance. 5. Provide an irrigation plan for permanent irrigation. 6. Re -orient the two parking stalls adjacent to the trash collection area so that the wheel stop is on the north side of the stalls rather than the south side. 7. The canopy flanking the front entrance shall be the red color shown on the materials board. Plans shall be revised to state this color rather than black as currently shown on the plans. 8. The glazing of the storefront system shall remain transparent over the life of the project. III. YOUR APPEAL RIGHTS The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code § 18.104.010. One administrative appeal to the Board of Architectural Review of the Decision on the Permit itself is permitted. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Board of Architectural Review decision. IV. PROCEDURES AND TIME FOR APPEALING In order to appeal the Community Development Director's decision on the Permit Application, a written notice of appeal must be filed with the Department of Community Development within 14 days of the issuance of this Decision, that is, by January 4, 2012. SM Page 2 of 3 ' 11/01/2011 H:\A KCHA\DR NOD.doc The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal materials shall be submitted to the Department of Community Development. Appeal materials MUST include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an MDNS. 4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. 5. Appeal fee per the current fee schedule, additional hourly charges may apply. In addition all hearing examiner costs will be passed through to the appellant. V. APPEAL HEARINGS PROCESS Any administrative appeal regarding the Permit shall be conducted as an open record hearing before the Board of Architectural Review based on the testimony and documentary evidence presented at the open record hearing. The Board of Architectural Review decision on the appeal is the City's final decision. Any party wishing to challenge the Board of Architectural Review decision on this application must file an appeal pursuant to the procedures and time limitations set forth in RCW 36.70C. If no appeal of the Board of Architectural Review decision is properly filed in Superior Court within such time limit, the Decision on this permit will be final. VI. INSPECTION OF INFORMATION ON THE APPLICATION Project materials including the application, any staff reports, and other studies related to the permits are available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The project planner is Stacy MacGregor, who may be contacted at 206-433-7166 for further information. Property owners affected by this decision may request a change in valuation for their property tax purposes. Contact the King County Assessor's Office for further information regarding property tax valuation changes. The Authority currently has offices at 600 Andover Park West and has purchased 700 Andover Park West. The application involves updating and remodeling the 700 building with a redesign that will replace the existing retail and warehouse space with office and limited warehouse storage. Facade changes involve creating a new entrance tower feature on the west facade and changing the storefront system and elevation from multi -tenant retail design to a single office use. Site design changes include connecting the two parcels with a drive aisle and adding landscaping and pedestrian paths to guide customers to the entrances of the two buildings. New signage for the site and 700 building are anticipated. The 2.6 acre site is fully built -out with 36,31$ square foot retail and warehouse building, built in 1978, and includes associated .arkin Surrounding Land Uses: The property is zoned Tukwila Urban Center (TUC). The parcel is predominately surrounded by office buildings and bulk retail with associated warehouse space. The surrounding buildings were built between 1976 and 1980 and consist of concrete tilt-u two sto multi -tenant office building s and sin• le sto retail and warehouse buildin• s. :'.a SM H:\A KCHA\DR SRdoc Page 2 of 9 12/20/2011 Environmentally Sensitive Areas: There are no mapped environmentally sensitive areas on the property. Topography: The site is essentially flat. Vegetation: The site is already landscaped. A fifteen foot perimeter landscape strip consists of lawn and street trees along the two public frontages. Foundation plantings line the building. Limited mature plantings are located along the property line to the north and adjacent to the railroad tracks to the east. Public Comment Public notice was not required for this Type II application. The City received no comments. Design Review Criteria The project is subject to Administrative Design Review under Tukwila Municipal Code (TMC) Chapter 18.28.070. The Director evaluates the project under the criteria established in TMC 18.60.050. The design criteria explain requirements for development proposals. The Director will evaluate whether to approve, condition, or deny this project based on the decision criteria. The Design Review Criteria are shown in italics, followed by staff's comments. 1. Relationship of Structure to Site. a) The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement; b) Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; c) The height and scale of each building should be considered in relation to the site. The structure and site design are preexisting. Changes to the site intend to improve the streetscape and enhance pedestrian movement on the site. The existing fifteen foot landscape perimeter consists of lawn and trees; however, absent shrubs, the existing landscape perimeter does not meet code. A layered, undulating shrub bed is proposed to be added beneath the existing trees. Many of the existing mature trees will remain. Sidewalks will connect all sides of the building to the parking areas and to each other. Two new crossings will be created with colored, scored concrete although the color of the concrete is not noted on the plans. One crossing will connect the public sidewalk to the front of the building. The building to the north (600 Andover Park West) is also owned by the Housing Authority; a second, raised pedestrian crossing will be created on that north parcel to provide a pedestrian connection between the two buildings. There is no change in the amount of paving on the site. Currently, the rear of the site has very little parking and is most notable for the two train tracks that cross through the lot and along the east border of the parcel. The proposed site plan adds thirty-four parking stalls to the rear of the building and creates a drive aisle between this building and the building to the north. Most of the newly created parking has a landscaped bed at the front of each stall. Parking lot landscaping is required for every ten parking stalls or adjacent to every stall. A row of parking stalls proposed along the eastern property line does not provide this required landscaping. The addition of an entrance vestibule will create a twenty-nine foot tall tower at the entrance of the existing twenty-two foot tall building. The vestibule is twenty feet wide and located on a building face that is approximately two -hundred and thirty feet long. The entrance side of the building is set back seventy-five feet from the street. 2. Relationship of Structure and Site to Adjoining Area. a) Harmony in texture, lines and masses is encouraged; b) Appropriate landscape transition to adjoining properties should be provided; c) Public buildings and structures should be consistent with the established neighborhood character; d) Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged; e) Compatibility of on -site vehicular circulation with street circulation should be encouraged. The surrounding area is typically office and retail warehouses used for bulk retail such as furniture and appliance sales. This site and the surrounding buildings were built in the late 1970's. In the past few years, other buildings in the urban center have also updated their facades. The office buildings surrounding this site are predominately two story structures. This building, SM Page 3 of 9 12/20/2011 H:\A KCHA\DR SR.doc currently mostly retail storefronts, will be repurposed into an office building. The vestibule tower will add height which will more closely mimic the multi -story offices surrounding the site. In the Tukwila Urban Center zone where this parcel is located, landscaping is not required in side or rear yards. A row of trees at the north property line currently separates the two Housing Authority buildings. Shrubs and ground cover will be added to form landscape beds at the base of these trees. These new landscape beds will be at the building perimeter as well as line the newly created sidewalk along the north side of the 700 building. Railroad tracks run down the property line to the north. Landscaping adjacent to the tracks is neither required nor appropriate. The King County Housing Authority is remodeling an existing building. The established neighborhood character is enhanced through investment in this property. On site circulation patterns are altered with this project. A one-way parking area is created on the east side of the building. Directional arrows need to be added to this area to ensure safe driving conditions. A drive aisle is created between the two buildings on a preexisting access easement on the eastern side of the shared property line. Two loading areas will be removed from the rear of the building while two existing loading bays will remain. Code allows an office building of this size to have only one loading bay. A bicycle rack with parking for five bikes is shown adjacent to a newly created collection area for trash and recycling. The bicycle rack is located as far as possible from the front entrance to the building and is not visible from the building's interior. Three new on -site parking lot crosswalks are proposed. Two are designed with scored, colored concrete. One crossing connects the street to the front of the building and is ten feet wide and at grade. The other crossing connects the entrances of the two adjacent buildings. This crossing is raised six inches and is six feet wide with six foot ramps on either side. The plans state that the color is to be determined. A painted crossing connects the two buildings along the east side of the drive aisle in front of the 600 building. The entrance from Andover Park West to the property will be narrowed to a two-way, twenty-five foot wide access point. 3. Landscaping and Site Treatment. a) Where existing topographic patterns contribute to beauty and utility ofa development, they should be recognized, preserved and enhanced; b) Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; c) Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; d) In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; e) Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; l) Screening of service yards, and other places that tend to be unsightly, should be accomplished by use of walls, fencing, planting or a combination; g) Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be ofa design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. The site is essentially flat. An outdoor picnic area is proposed at the northeast corner of the building. Two benches and a picnic table are shown on a paved plaza surrounded by landscaping including existing mature trees to provide shade. The area is accessible via pedestrian paths from the north and east side entrances of the building. The picnic area will retain the existing luminaire and pole. In addition to the picnic area, a concrete seat wall will be built adjacent to the new sidewalk at the north end of the building. In the entrance plaza, two chanticleer pear trees will be planted in grates flanking the front entrance. The building perimeter landscaping includes a mix of trees, shrubs and vines. The proposed plant palate places taller trees between windows to preserve the view into and out of the building. At the south side of the building, landscaping that consists primarily of grasses and sedges will be removed and replanted following the construction of a new sidewalk along the building perimeter. A section of the south wall is absent of penetrations and will have a metal frame attached to the wall with climbing hydrangea SM Page 4 of 9 12/20/2011 H:\A KCHA\DR SR.doc • vine trained to the trellis. The vine is deciduous but has an interesting bark pattern that provides year-round interest. All of the planted areas adjacent to the parking lot will be contained with curbing to provide protection. An area for trash and recycling collection will be created at the rear of the building. An eight foot tall CMU wall will surround the 121 square foot enclosure. It will be accessible via a chain link gate; the fencing will be vinyl coated with woven slats to prevent visual access into the trash collection area. Adjacent to the trash collection area, two new parking stalls are proposed. The location of these stalls is acceptable however the stalls appear to be oriented backwards with access from the trash collection area rather than the drive aisle. The existing parking lot lighting will not change. An existing irrigation system will be repaired to provide irrigation along the Minkler Boulevard and Andover Park West perimeters. Manual watering is proposed for all other landscaped areas. City code requires an automatic irrigation system for all landscaped areas. The landscape plan includes the size of the pots for the proposed shrubs but not all of the listed species list how tall the plant will be at the time of planting. Six shrubs list the size of the container but not the size of the plant. Shrubs are required to be eighteen inches at the time of planting. Of these six shrubs, two are low growing shrubs and do not reach eighteen inches in height at maturity. Building Design. a) Architectural style is not restricted, evaluation ofa project should be based on quality ofits design and relationship to its surroundings; b) Buildings should be to appropriate scale and in harmony with permanent neighboring developments; c) Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillaryparts shall be consistent with anticipated life of the structure; d) Colors should be harmonious, with bright or brilliant colors used only for accent; e) Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view; 1) Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; g) Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The building was originally designed to contain a mix of retail uses facing Andover Park West with warehousing at the rear of the building. To repurpose this building into an office use, an entry feature has been added. The new entry vestibule is a glass element that rises to twenty-nine feet, six feet above the top of the parapet wall. A plaza in scored, colored concrete will be created in front of the entrance. Trees in grates will be located on either side of the plaza and bollards in a bronze metal that closely mirrors the brown frames in the new storefront system and the metal coping along the top of the parapet wall. On either side of the glass entrance, a canopy extends to provide protection to people entering the building. The canopy provides shelter via a steel frame with a frosted transparent glass roof. The color of the canopy metal is black on the plans and red on the colors board. The existing storefront system will be replaced with a new storefront system which will extend to new perforations in the north side of building and will fill in three of the existing service bays at the east side of the building. In the Project Consistency with Decision Criteria submitted with this application, the glazing of the storefront system is stated to be non -colored, transparent glass. On the building permit, a note indicates that the glazing will have film on its surface. It is not clear if the film is to provide privacy or shade. The building and site changes are designed to create a campus -like utility between this location and the adjacent parcel to the north which is owned by the Housing Authority and functions as an office building. The 700 building will have new windows facing the 600 building along with a six foot wide sidewalk and twelve foot wide seating plaza. The two buildings are further tied together to function as a campus with the addition of a raised crosswalk connecting the building, terminating in a pedestrian plaza with seating. The crosswalk and both plazas will be made of colored concrete however the color of the concrete is not called out on the plans. SM Page 5 of 9 12/20/2011 H:\A KCHA\DR SRdoc This concrete tilt -up building has raised panels across its length. The current paint scheme uses two colors to draw attentict?, to the panels. The entire building will be repainted a neutral beige color. The entrance vestibule will be painted a darker, green shade. 5. Miscellaneous Structures and Street Furniture. a) Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. b) Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. New structures will include a bike rack for four bikes. Two benches and a picnic table will be added to a landscaped area at the northeast corner of the building. A concrete seat wall and "seating boulders" will be placed along the north side of the building. These seating areas will provide active outdoor spaces for both employees and customers. The benches and picnic table are black -coated metal. The building will have new wall fixtures along the north side of the building to illuminate the new sidewalk. Additionally, ten bollard -mounted fixtures will be installed along the front entrance. The bollards are painted bronze with a beveled top. The new metal coping and storefront system on the building is painted dark brown, a similar hue to the bronze bollards. The signs for the site and building are not reviewed as part of this design review application. 6. Comprehensive Plan Policies. a. Commercial Areas - Goal1.7: "Commercial districts that are visually attractive and add value to the community, are visitor and pedestrian friendly, are designed with pride and constructed with quality workmanship, are secure and safe with adequate lighting and convenient access, are uncongested with smooth -slowing traffic patterns, are well -maintained with adequate streetscape landscaping, and are wholesome and in harmony with adjacent uses' 1. This significant commercial development requires design review (1.7.1). 2. This development requires sidewalks (1.Z2). 3. The development provides adequate parking and lighting (1.7.3). 4. Require fencing and landscape buffers between commercial and residential uses (1.7.4). This project is subject to Design Review. Sidewalks are preexisting and preserved along the public front. Parking and lighting are preexisting or increased. The project is not adjacent to a residential use. CONCLUSIONS Pursuant to Tukwila Municipal Code (TMC) Section 18.108.020 (Type 2 decision process) and to meet the requirements of TMC 18.100.020 (Determination of Consistency with Adopted Plans and Regulations for Type 2 approvals), staff hereby makes the following conclusions based on the findings of fact under the City's Design Review Criteria (18.60.050 TMC): 1. Relationship of Structure to Site. Landscaping is increased with the addition of parking at the rear of the building. The perimeter landscaping fronting the public right of way is improved with the addition of shrubs which will bring it up to code. The large expanse of paving at the rear of the building will be improved with parking and associated landscaping which will break up the paved area that defines the current condition. Sidewalks are added to all sides of the building and three on -site crosswalks will increase pedestrian safety. The colored of the concrete is not called out on the submitted plans however the color shall have sufficient contrast to draw attention to the crosswalks. A row of parking stalls proposed along the eastern property line will require the addition of two landscape islands to meet code. SM Page 6 of 9 12/20/2011 H:\A KCHA\DR SRdoc The new entrance vestibule will break up the unmodulated roofline and draw attention to the new entrance to the building. The height increase is nominal and is in scale with the building and surrounding structures. The slight increase in height and scale of the building should not negatively impact the building's relationship to the site and should call attention to the entrance of the building from the public right of way. 2. Relationship of Structure and Site to Adjoining Area. The added height of the entrance vestibule corresponds to the surrounding two story structures. Repainting this building the same color as the Housing Authority building to the north will visually link the two buildings. The site functionality will be improved by connecting the parking lots of the two adjacent buildings. Located on an existing easement, vehicular access will be joined across the east side of the parcel. Additionally, two crosswalks will connect the two buildings. The access drive on Andover Park West will be narrowed. Generally, a narrowed entrance will demand lower speeds and increase driver's safety. Two of the three loading bays will be eliminated. Tukwila Municipal Code requires only one loading bay for an office building this size. The bicycle rack shall be moved to a location close to the entrance of the building at a place that is visible from within the building. Parking bicycles in the line of site of workers decreases bicycle theft. 3. Landscaping and Site Treatment. The site design is dictated by preexisting conditions. The creation of a picnic area will provide functional outdoor space for employees and customers on the site. All landscaped areas need to contain trees to provide shade. The landscape area directly adjacent to the east side of the building does not show trees; the plan shall be revised to include trees in this area. The loading zone needs to be reconfigured so that the two existing parking stalls to the south of the loading bay are oriented with the curb at the north end of the stalls. This will allow vehicles to enter the parking stalls from the parking area and not from the dumpster area. Code requires that shrubs be at least 18 inches in height when they are installed. The landscape plan needs to be revised to show that the four plant species that do not have plant sizes listed will be at least eighteen inches in height. These shrubs are Dryopteris erythrosora, Helictotrichon sempervirens, Lavandula angustifolis `Munstead', and Prunus laurocerasus 'Otto Luyken'. Two additional shrubs that do not list the height at the time of planting (Liriope spicata `Silver Dragon' and Mahonia repens) will not reach eighteen inches at maturity and do not need to be revised. An irrigation plan was not submitted with this application but permanent irrigation is a code requirement. The building plan submittal will need to show the permanent irrigation plan. 4. Building Design. Improvements to the building include a new entrance vestibule, new storefront system in the current location and additional storefront glazing on the north and east sides. The glazing in the storefront system is presumed to be transparent. Opaque film of any color will not be permitted. The building will be repainted and a canopy will provide pedestrian weather protection while approaching the entrance. Repainting the majority of the building a single, neutral color will de -emphasis the concrete panels. Painting the entrance a darker color will draw attention to the entrance. The new entrance and the canopy will create a pedestrian -friendly environment. The plans state that the entrance canopy will be painted black steel while the colors board shows the canopy painted a deep red color. The deep red color is preferred and should be reflected on the plans. Additional pedestrian features include entrance plazas and sidewalks surrounding the building. The color of the concrete plaza and crosswalk is not called out but has been addressed under #1, above. 5. Miscellaneous Structures and Street Furniture. Benches and the picnic area augment the site design and provide usable outdoor space. The lighting will enhance the building entrances and improve safety on the site. Sign permits shall be required for all new signs including permanent window signs. Temporary window signs shall conform to code. Final location and size of the proposed signage shall be approved as part of SM Page 7 of 9 12/21/2011 H:\A KCHA\DR SRdoc the sign permit review. Sign design shall be compatible with the architecture and site design including the colors and'mateirals used in the building design. 6. Comprehensive Plan Policies. The project complies with all applicable Comprehensive Plan Policies. RECOMMENDATIONS Staff recommends approval of the Design Review application as analyzed in the findings and conclusion and subject to the following conditions: Conditions of Design Review Approval: 1. Revise the landscape plan: a. Add additional interior parking landscaping along the row of parking stalls created along the eastern border adjacent to the railroad tracks. This may be accomplished by converting the far north stall and the center parking stall into landscaped area. b. Add trees to the newly created landscape area at the east side of the building. c. Revise the landscape plan to include the size of the following plants as eighteen inches minimum: Dyopteris erythrvsora, Helictotrichon sempervirens, Lavandula angustifolis Munstead', and Prunus laurocerasus 'Otto Luyken'. 2. Include one way directional arrows and the entrance and exit of the newly created angle parking on the north side of the building. 3. Colored concrete used for the crosswalks shall be reviewed by DCD as part of the building permit. The color shall be a significantly different shade and hue than the adjacent paving. 4. Relocate the bicycle area to a location within fifty feet of the building entrance. 5. Provide an irrigation plan for permanent irrigation. 6. Re -orient the two parking stalls adjacent to the trash collection area so that the wheel stop is on the north side of the stalls rather than the south side. 7. The canopy flanking the front entrance shall be the red color shown on the materials board. Plans shall be revised to state this color rather than black as currently shown on the plans. 8. The glazing of the storefront system shall remain transparent over the life of the project. Conditions of approval that will be added to the future Building Permit: 1. No changes to the Design Review approved plans and conditions will be allowed without prior approval of the Planning Department, these include changes to the exterior finishes of the building, landscaping (both design and plant species), site plan, and site finishes. If you wish to make any changes you must submit a written request along with a justification for the requested change and an explanation as to why the issue was not addressed as part of the design review process. The city will not allow the design elements to be deferred; all items must be completed before final inspection. A soils inspection will be required after amending the soil, but before any plants are installed. 4. An inspection to approve the exterior finishes (materials and colors) is required before doing any exterior finish work, to ensure that the finishes approved as part of the design review process are being used. 5. Prior to requesting a landscaping inspection a landscaping affidavit from the landscape architect, stating that the landscaping was installed per approved plans shall be provided. As part of the landscaping inspection you will need to verify that the irrigation system is working properly. Informational Items 1. The proposed signs have neither been reviewed nor approved. Relationship of Structure to Site KCHA 700 BUILDING RENOVATIONS October 31, 2011 The existing building is situated to allow retail space to face Andover Park West while loading and warehouse functions face the railroad to the rear of the site. Parking currently surrounds the building and pedestrian access from the street and neighboring site is not encouraged by the design. New landscaping improvements along with narrowing the vehicle access point to the western portion of the site allow for greater pedestrian access from Andover Park West and from the KCHA site to the North. 2. Relationship of Structure to Site and Adjoining Area The site is bounded on the est and south by Andover Park West and Minkler Boulevard respectively. A railroad separates the site from the neighboring property to the east. KCHA owns and occupies the property to the north. The project will present a new "front door" on the west elevation while creating new landscaping and pedestrian paths for KCHA staff to access the building from the north. 3. Landscape and Site Treatment A 15-foot, Type One landscape buffer is proposed adjacent to Andover Park West and Minkler Avenue. This landscape buffer will be a mix of evergreen shrubs, existing lawn, and existing and proposed street trees. The current landscaping provides lawn and street trees only. The proposed landscape will provide a clean lawn edge adjacent to the street along Minkler Avenue and the sidewalk along Andover Park West and would be consistent with the current surrounding landscaping. The new buffer will also provide screening of project parking along the two streets. By introducing screening shrubs, the buffer meets the Type One landscape standards, helps to screen parking areas, reduces water consumption, and helps direct pedestrians along the sidewalk at Andover to the new entry walk and connection to the 700 Building. Where new parking stalls are proposed, landscape islands and adjacent landscape areas have been provided that either meet or exceed city standards for minimum landscape areas. Required landscaping for parking adjacent to Andover and Minkler is 1,260 square feet, calculated at 15 square feet per stall. Proposed landscaping for this area is 3,083 square feet. Required landscaping for proposed new parking stalls at the rear of the building is 360 square feet, calculated at 10 square feet per stall. Proposed landscaping for this area is 2,393 square feet. The proposed landscaping is designed to enhance and strengthen the architectural elements of the building elevation. Upright columnar flowering pear trees in decorative tree grates help reinforce the proposed architectural entry atrium. This also creates a plaza space at the new public entry for the 700 Building. A mix of evergreen and flowering shrubs reinforce the clean lines of the building. Existing established landscaping has been retained along the south building edge as this is in scale and keeping with the design. To take advantage of the south facing sun exposure, a staff seating area with benches and a picnic table is provided at the rear of the building. Along the north edge of the building, a pedestrian plaza with seating areas has been designed to connect with the common area within the building. This pedestrian plaza space transitions to the proposed connection to the 600 Building where a plaza space has been designed which provides a strong visual and physical connection between the two building and helps create a campus feel. The trash enclosure has been located directly adjacent to the building in order to minimize visual impact. It is enclosed by an 8-foot split face CMU wall so as to blend with the building. No new landscape lighting is proposed. 4. Building Design The building is an existing one-story, 36,000 square foot, tilt -up concrete building. It was originally designed for retail use along Andover Park West, with warehouse space facing the railroad to the East. The King County Housing Authority plans to convert the space to administrative office space while maintaining a small amount of warehouse storage space at the Southeast corner of the building. The single story tilt -up nature of the building is consistent with the scale and character of the surrounding office, warehouse, and retail buildings. Because the original design anticipated multiple retail tenants, no clear sense of entry was originally designed. The housing authority is proposing to create a new single point of entry on the building. A new vertical glass entry element will help break up the flat and monotonous character of the existing building, while also adding a horizontal canopy. The canopy helps bring the scale of the West Elevation (Andover Park West) down to a more human scale while provide some amount of cover for clients approaching the building from the parking lot or the street. The existing tilt -up building has a number of raised panels along the West Elevation that appear to have been an attempt to help break up is mass. The housing authority proposes to re -paint the vast majority of the building with a single color (a relatively light colored, neutral, taupe) to play down the business of the raised panels and allow the new entry element to express itself with a darker accent color at new cement plaster (stucco) locations. The canopy will be painted with a brighter accent color to strengthen its horizontal character and call attention to its more human scale. All existing store front windows will be replaced. The new storefront system will be placed in existing openings along the West, South, and East Elevations. At the North Elevation new openings will be created that will reduce the scale of that wall and strengthen the connection between this building and the housing authorities existing building to the North (600 Andover Park West). Additionally, four of the five existing overhead coiling doors on the East Elevation will be replaced with new storefront windows. The new storefront system will utilize non -colored (clear) glazing at all vision glass locations. This is to maximize day -lighting on the inside and to reinforce the housing authority's desire to foster an image of transparency. Doors in the existing store front system are inconsistent with the module of the mullions, creating uneven mullion spacing. The new storefront system allows for a new, consistent mullion spacing to exist at all building elevations. The existing building currently has at least 13 unscreaned roof -top mechanical units. These units range in height from approximately 3'-6" tall to approximately 5'-0" tall. They are virtually not visible from the street because they are located away from the edge of the building and sit behind a parapet that is approximately 2'-6" tall. This project proposed to remove all 13 units. The new mechanical system will have 8 new roof -top heat pump units / air handlers that will be approximately 5'-6" tall. They will be located in the center of the existing higher roof area and directly behind the new vertical entry element. Because these units will be located approximately 75' from the building's West and East edges they will be not be visible from any of the surrounding streets. Exterior lighting of the parking lot from existing light standards and building mounted light fixtures will remain. New site lighting bollards will be installed along new pedestrian routes on the north side of the building. This lighting is designed to provide security for pedestrians and because of its low scale will blend with the new landscaping in that location. The new vertical entry element and horizontal canopy act to add visual interest( through color, material and detail) and human scale to main, west elevation. 5. Miscellaneous Structures and Street Furniture Site furnishings include six benches, one picnic table, one bike rack for five bikes, and tree grates at the main entry to the 700 Building. The furnishings will be provided by Fairweather Site Furnishing Company and complement the clean architectural style of the building. Recycled materials are used in the benches and picnic table. 6. Consistency with Adopted Plans and Regulations The proposed use of the project is consistent with the City of Tukwila's comprehensive plan and zoning requirements, and all new building improvements are designed to comply with the City's building code, the fire code, and the State of Washington Energy Code. Proposed landscaping meets or exceeds current City of Tukwila standards for the TUC zoning. UNION PACIFIC 5.00 - CLEARANCE REQUIREMENTS 5.01- Horizontal: The minimum clearance shall be 9 feet at a right angle from the centerline tangent track to nearest obstruction, including car floor height loading docks. Clearances are to be increased (1 1/2") per degree of curve where facility is located adjacent to or within 80 feet of a turnout or curve limits (See Union Pacific Railroad (UP) Standard. Drawing No. 0038 & 0035). 5.02 - Vertical: The minimum clearance shall be 23 feet from top of rail to nearest overhead obstruc- tion (See UP Standard Drawing No. 0038 & 0035). Provide a written narrative addressing "applicant's response to design review criteria". In accordance with the Washington State non-residential code, the alternations to this building must conform to the building envelope requirements of Chapter 11, section 1132.1. The type of glass and maximum area of glass could be a factor in the proposed design formula.
