the Regular Meeting of the Tukwila City Council to order.

Board of Adjustment Council received a letter from Mayor Todd recommending that Ann
Altmayer be reappointed to Position #3 on the Board of Adjustment.
The term will expire December 31, 1984.
MOVED BY HARRIS, SECONDED BY HILL, THAT COUNCIL CONCUR WITH
MAYOR TODD ON HIS APPOINTMENT OF ANN ALTMAYER TO THE BOARD OF
ADJUSTMENT. MOTION CARRIED.
Mayor Todd noted that the City has a 1978 Dodge being used as
a patrol car. The front "K" frame is broken and the estimate
for repair is $425.00 for parts with 14 hours of shop time re-
quired. The transmission will need an overhaul before long.
The unit has 65,700 miles on it.

THE 1978 DODGE AS RECOMMENDED BY THE LEAD MECHANIC.*
Councilman Bohrer asked if consideration was given to repairing
the vehicle. Pat Lowery, Police Chief, explained that there
was, but it was felt there is no market for the vehicle if it
was repaired, and the City would never recover the money that
was put into it. Councilman Bohrer asked if it was possible
to weld it. Chief Lowery said no; it would have to be replaced.
Because of the stress factor, it would not be a safe car. This
is the car that is being replaced this year. He said he would
rather run short handed until the new vehicle comes in. Council-
man Bohrer said the memorandum isn't clear whether all the ap-
proaches had been considered or not.

Budget Transfer Budget Transfer Motion No. 81 -01, amended, in the amount of

Councilman Bohrer asked if the beginning fund balance had changed.
Mrs. Kristofferson explained that it now includes the actual cash
balance rather than the estimated. Councilman Bohrer commented
that this is the third time Council has reviewed this budget
motion, and each time the total has been different. Mrs.
Kristofferson said the estimated cost for the project is $72,000.
Councilman Bohrer said if there is $20,000 left in the Golf Course
Special Revenue Fund, it should be used and leave the money in
the Land Acquisition Fund.
Mayor Todd recommended that Council not take all of the money out
of the Special Revenue Fund. Councilman Bohrer said before he can
vote, he would like to see an analysis.
Councilman Van Dusen asked for a report on the bridge. Mr. Uomoto
said the contractor has completed the plans for the anchors and
will start construction this week.

Budget Transfer Budget Transfer Motion #81 -04 allots $7,000 for labor in City
Motion #81 -04 Hall landscape maintenance.
Budget Transfer Budget Transfer Motion No. 81 -02, amended, in the amount of $17,000
Motion #81 -02, is for consultant fees, emergency materials and supplies, rip -rap
amended river bark and contingencies.

TRANSFER MOTION NO. 81 -02. MOTION CARRIED WITH BOHRER VOTING NO.

TRANSFER MOTION #81 -04.*
Councilman Van Dusen said it wasn't Council's intention to allocate
$7,000 for City Hall landscape maintenance. This should be done
by the four park maintenance men. Mr. Uomoto reported on the num-
ber of hours it takes to maintain the parks during the summer.
Councilman Phelps reported that the Finance and Personnel Com-
mittee discussed this and agreed to fund the part time Laotian
worker, but did not intend to use the entire $7,000 for that
purpose.
MOVED BY PHELPS, SECONDED BY HARRIS, THAT COUNCIL AMEND BUDGET
TRANSFER MOTION NO. 81 -04 BY CHANGING THE BALANCE TO $3,000.
Councilman Phelps asked Council to consider using the remaining
$4,000 for fuels and lubricants if there is a problem.
*MOTION CARRIED WITH HILL VOTING NO.

Budget Transfer Budget Transfer Motion No. 81 -05 in the amount of $58,455 covers
Motion #81 -05 1981 salaries for all non -union and part time employees.

GET TRANSFER MOTION NO. 81 -05. MOTION CARRIED.
In accordance with TMC 5.44.120, all rates for tow truck operations
in the City must be approved by the City Council and be made a
matter of record.

Councilman Hill asked what would happen if Council doesn't ap-
prove the rates. This comes up every year, and I have never
felt they have justified higher rates. Attorney Carlson said,
unless Council approves the rates, they have to change the existing
rates. Councilman Van Dusen recommended that Council not approve
the rates. Councilman Johanson agreed that the rates are too high.
Mayor Todd recommended the City Attorney write a letter to the
tow truck companies stating that it is illegal to charge the
new rates until Council approves them. Council agreed.

Deputy City Attorney Carlson read an ordinance reclassifying
certain lands from R -4 to C -1 within the City of Tukwila as
described in planning department master file No. 81 -2 -R.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT ORDINANCE NO.1206
BE ADOPTED AS READ WITH THE FOLLOWING CHANGES TO THE END OF
SECTION 3A: Change the period to a comma and add "on the fol-
lowing conditions.
Attorney Carlson cited sub section C, "The owners of real
property subject to this rezone ordinance must record a deed
restriction running with the land" and said it would seem pru-
dent to put in some time limit for the owner to do this. This
is a condition you can impose on the rezone. Also, Council
deleted a section last week with the understanding there would
be a separate agreement with the developer. He suggested that
the City might want to get the agreement before the rezone is
granted. Councilman Hill said since the developer doesn't have
a definite plan, Attorney Hard suggested they furnish a Developer's
Agreement when they come in for a building permit.
Mr. Gary Nilsen agreed that there was no problem with them filing
a Developer's Agreement. He also agreed to a timelimit as long
as it isn't to short.
MOVED BY PHELPS, SECONDED BY SAUL, THAT THE MOTION BE AMENDED TO
CHANGE, IN SECTION 3, B TO 1 AND C TO 2. ALSO, SUBPARAGRAPH 2 BE
FURTHER AMENDED TO READ AS FOLLOWS: "THE OWNERS OF REAL PROPERTY
SUBJECT TO THIS REZONE ORDINANCE MUST RECORD A DEED RESTRICTION
NO LATER THAN DECEMBER 31, 1981, ETC." MOTION CARRIED.

Tukwila, Wash., setting council meeting procedures and repealing
Ordinance Numbers 883, 1008, 1048 and 1151.

Councilman Van Dusen noted that seating procedures are clarified
in Section 8. Seniority is as follows: Saul, Hill, Van Dusen,
Bohrer, Johanson, Harris, Phelps.

BE AMENDED TO ADD: "ALL ACCOMPANYING DOCUMENTS SHALL BE AVAILABLE
BEFORE ORDINANCES AND RESOLUTIONS CAN BE PASSED." MOTION CARRIED.
Councilman Harris questioned the wording in Section 1, A con-
cerning meetings declared open. She suggested striking the words
"except as otherwise provided in this ordinance" because there is
no place in the ordinance that provides this.

REPLACED BY "SECTION 1, G." MOTION CARRIED.

Deputy City Attorney Carlson read, in its entirety, an ordinance
of the City of Tukwila, Wash., amending Ordinance No. 1203,
establishing green fees.

BE ADOPTED AS READ.*
Roy Moore, President of Golf Management, noted that the reason
for this ordinance is to cover someone playing 18 holes and then
wishing to play additional holes. Right now we have to charge
a full 9 hole rate. The City cannot give away any service free.
It is customary at most golf courses to have an all day rate or
an additional charge rate after 18 holes. 95% of the time people
will not play more than 27 holes. A $2.00 charge is customary
throughout the area.
Councilman Phelps asked what happens if someone pays for 9, but
continues to play. Mr. Moore said they periodically patrol the
course. If someone goes past the first 9, the presumption is that
they will play 18. If we catch them, we either collect the money
or ask them to leave. You have to use a certain amount of dis-
cretion in these cases.
Mayor Todd suggested the word "immediately" be changed to "5
days after the date of publication." This would comply with the
law.
Council agreed that the explanation for the $2.00 fee needed to
be clarified.
MOVED BY JOHANSON, SECONDED BY HILL, THAT COUNCIL RECESS FOR 10
MINUTES TO ALLOW TIME TO REWORD THE ORDINANCE. MOTION CARRIED.
Mayor Todd called the regular meeting back to order with Council
Members present as previously reported.

Mayor Todd invited Council to attend the Suburban Mayor's meeting
on Wednesday evening.
Mr. Timothy DuBois, Manager of the Doubletree Inn and the Double
tree Plaza,has been transferred to Tucson, Arizona. There will be
a dinner to honor him on Friday night.
Mickey Mouse and his Disneyland Friends will visit Southcenter
Shopping Center Saturday, March 14.
Councilman Harris reported that while she was vacationing in
Hawaii, she visited Mayor Eileen Anderson, who has just taken
office. She is the first woman Mayor in the Islands.
Councilman Saul showed Council an example of a wall hanging and
suggested that Council approve the purchase of one for the group
to take to Ikawa. The handwoven banner would cost about $200.
MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT COUNCIL TAKE $200
FROM THE SISTER CITY BUDGET FOR A GIFT TO TAKE TO IKAWA -CHO.
IF THE FUND IS SHORT OF MONEY, THE BALANCE WILL COME OUT OF THE
CITY COUNCIL BUDGET. MOTION CARRIED.
MOVED BY JOHANSON, SECONDED BY VAN DUSEN, THAT COUNCIL GO INTO
EXECUTIVE SESSION. MOTION CARRIED.
Council discussed the Executive Session items and made the fol-
lowing recommendations:
1. Place the confirmation of the Finance Director on the agenda
for the next regular meeting.
2. Have an ordinance drafted for the next Committee of the
Whole meeting to repeal gambling in the City.
MOVED BY SAUL, SECONDED BY HILL, THAT THE EXECUTIVE SESSION BE
CLOSED. MOTION CARRIED.
MOVED BY SAUL, SECONDED BY HARRIS, THAT THE REGULAR MEETING OF
