Tukwila City Hall, Hazelnut Conference Room 6200 Southcenter Boulevard, Tukwila, WA 98168 MINUTES I. Call to Order II. Introductions (2 minutes) • Mikkell Roeland, Chair • Nora Gierloff • Aaron Dragonav • Roy Busch • Councilmember Kathy Hougardy • Rachel Bianchi • Juan Padilla III. Approval of Agenda (3 minutes) IV. Approval of Minutes, December 5, 2018 Minutes for both meetings were approved V. Business Items • Discussion with Juan Padilla, Tukwila Human Resources Director — Mr. Padilla provided information on his background, an overview of his approach to reducing barriers to employment, as well as staff training and development. The group had a detailed discussion of the intersection of Human Resources and equity and inclusion work as it relates to the Commission. Both the Commission and Mr. Padilla agreed to work together on common issues associated with equity and social justice as it relates to personnel matters. The Commission also requested some sort of regular check ins on grievances and harassment claims; staff to vet through City Attorney. • Discussion of subcommittees and workplan — the Commission discussed the work plan and committees included in the packet. The following volunteered for the committees (need input from Ms. Page and Mr. Tran as to their preferences, as well as confirmation from Ms. Agpaoa and Mr. Duffie): o Committee A: Building Capacity and a Workforce that reflects our community ■ Nora Gierloff ■ Roy Busch ■ Mikkell Roeland ■ Bridgette Agpaoa-Ryder (per conversation with Ms. Roeland) o Committee B: Equitable engagement and decision making ■ Aaron Dragonov ■ Kathy Hougardy ■ Joe Duffle (per group discussion and knowledge of Mr. Duffie's strong presence in the community) o The Committee also agreed that a vehicle for understanding what issues are coming forward to the Council will be important. Staff agreed to use the internal long-term agenda document as a way to keep the Commission up to date on upcoming legislative issues. It will be included in the packet moving forward with the understanding that sometimes things are placed last-minute on the agendas. • Overview of GREI Advancing Racial Equity Conference — City staff provided an overview of the Advancing Racial Equity Conference attended by many representatives of, as well as sponsored by, the City of Tukwila. • Update on Community Engagement Manager position — Staff indicated that the posting was deferred until after the new year. The goal is to have the time to do the recruitment well and ensure it is publicized to a broad and diverse group. VI. Miscellaneous No miscellaneous items were discussed. VII.
