Applicant _________________________________________________________, Signature CITY OF TUKWILA REQUEST FOR PROPOSALS CONSULTANT SERVICES Parks, Recreation, and Open Space Plan Update Due Thursday, March 14, 2019, 5:00 p.m. (Pacific Standard Time) The City of Tukwila (City) is issuing a Request for Proposal (RFP) to all qualified consultants to provide services that will update to the City’s Parks, Recreation, and Open Space Plan. The revision will include intensive community engagement and coordination of an updated plan with other existing city plans, as well as long-range planning and visioning for the City’s park and recreation system. Please review the full RFP following this notice  Five (5) paper copies of the Proposal, whether mailed or hand-delivered, must arrive at the address listed below no later than 5:00 p.m. (Pacific Standard Time) on Thursday March 14, 2019. The Proposal shall be limited to twenty (20) pages of content, and in no smaller than 12- point font; double-sided pages count as two (2) pages. Resumes will not count toward the twenty (20) pages. Proposals must be in a sealed envelop and clearly marked “Proposal for PROS Plan” and submitted to the address below. No submittal will be accepted after this date and time. REQUEST FOR PROPOSALS  CONSULTANT SERVICES  Parks, Recreation, and Open Space Plan Update  Due Thursday, March 14, 2019, 5:00 p.m. (PST)      General Information  Tukwila lies in the heart of the Puget Sound region between Seattle and Tacoma, at the  crossroads of two major interstate highways. Its central location makes Tukwila an ideal site for  approximately 2,000 businesses. Due to the large retail and business center, the City’s  population expands from just over 20,000 to 125,000 during the day. Additional information  about the City can be found at http://www.TukwilaWA.gov.    Project Purpose  This Request for Proposal is to provide an update to the City’s Parks, Recreation, and Open  Space Plan. The revision will include intensive community engagement and coordination of an  updated plan with other existing city plans, as well as long‐range planning and visioning for the  City’s Park and Recreation system.    Preliminary Scope of Work  The consultant who is ultimately selected will provide services including, but not necessarily  limited to, the following:   A Parks, Recreation, and Open Space (PROS) Plan that meets the requirements of state  and local law and funding programs.   Coordinate with City staff to incorporate the PROS Plan with existing adopted City plans  (such as Strategic, Comprehensive, Shoreline, Urban Center, Walk‐n‐Roll, etc.) as well as  the State Growth Management Act (“GMA”), and draft an update to the Parks &  Recreation section of the City’s Comprehensive Plan Update.   Develop, coordinate, and facilitate a Community Engagement Plan, which may include,  but is not limited to the following:  o Developing and implementing community engagement and outreach strategies.  o Analyzing existing grant funded senior needs assessment results and developing  a strategic plan with prioritized implementation tactics.  o Performing a 0‐50 years old needs assessment, analyzing results and developing  strategic plan with prioritized list of strategic implementation tactics.  o Coordination with 10 Minute Walk Grant Outreach Plan currently being  developed.   Conduct a Parks and Recreation needs assessment facilitating community outreach,  engagement, and coordination.  o Evaluate existing recreation activities, programs, and events.  o Identify underserved portions and populations of the community with respect to Identify strategies to meet the needs of equitable access to parks and recreation  services provided by the City.  o Evaluate current park facilities and amenities and identify future needs in terms  of acreages, miles, and number/type of park facilities with potential locations.   o Recommend potential Level of Service standards and associated national  averages for maintaining said standards.  o Recommend cost recovery models for recreation activities, programs, special  events, park maintenance, and golf course operations.   Conduct a Capital Improvement Program needs assessment.  o Evaluate an existing parks, golf, and open space system and identify current and  future needs in terms of capital improvements (improving existing infrastructure  and building for the future).  o Create a capital improvement plan containing a prioritized specific project list  with implementation strategies based on input from the community  engagement process.  o Develop acquisition guidelines and recommendations with criteria that can be  used to prioritize sites.  o Identify potential funding sources for both capital improvement projects and  land acquisition.   Develop a plan for growing Parks and Recreation in the Tukwila Urban Center, which is  consistent with the Tukwila Urban Center Plan, as well as a prioritized list of strategic  implementation tactics (acquisition, lease agreements, park development, recreation  programming, connectivity/trails, etc.).   Facilitate PROS Plan adoption through the formal local legislative process (up to eight  evening meetings), including providing multiple updates to, and opportunities for, City  Council to review as the plan is being developed.    Desired Outcome  It will culminate in a 6‐year plan of goals, objectives, implementation strategies, capital  improvements, and an investment program for the City’s Parks, Recreation and Open Space  Program. The Plan will also provide guidelines and direction for the City in terms of acquiring,  developing, and preserving property, accepting property donations, and identifying potential  funding sources and other actions enabling the City to respond to such opportunities in a timely  fashion.    The City of Tukwila is seeking proposals from consultants with experience and expertise in the  successful completion of a Parks, Recreation, and Open Space Plan. Experience with community  engagement, outreach, and involvement will be crucial to the successful outcome of the  updated PROS Plan. The Consultant will create and facilitate a community engagement plan  that unifies the current 10 Minute Walk Community Engagement grant process and Older  Adults Recreation Services Assessment. The updated plan will also build upon the existing  Tukwila PROS Plan as well as other City plans, in order to develop implementation plans and Proposals will be no more than twenty (20) pages of content, not including appendices or key  staff resumes, and must include the following:   Your approach to the overall task including any creative ideas or thoughts on how to  structure the work to accomplish the Plan.   Your approach to the community engagement process.   Scope of services identifying specific tasks.   Description of deliverables.   Description of your experience with park plans and strategies you have used with other  communities on similar projects.   Key staff involved with the project with descriptions of their experience and  qualifications, and in what capacity they will spend their time on the project.   Estimated time involved to complete project.   Examples of successful completion of similar plans with references and links to plans.    Project Timeline  The project should be completed and prepared for adoption by City Council in January 2020.    Estimated Project Budget  The estimated budget for this project is in the range of $80,000 ‐ $100,000.    Evaluation Criteria  Each submittal will be evaluated based on the following criteria:   Creativity, responsiveness, clarity, and soundness of the approach the consultant will  take in developing the Plan.   Experience and expertise of the firm’s project team in successful completion of a Parks,  Recreation, and Open Space Plan. Tukwila’s evaluation of the project teams’  qualifications may include checking with references.   Experience and qualifications of the consultant team.   Proven experience in effective community engagement and incorporating diverse citizen  input.   Demonstrated knowledge/experience with actual implementation of possible strategies.   Adherence to the Request for Proposals requirements.   Consultant interview(s), if the City so chooses.    General Conditions    All materials and images developed during this project will belong to the City and will be  presented to the City in their original format.   The City shall not be responsible for any costs incurred by the consultant in preparing,  submitting, or presenting its response to this RFP.   The City reserves the right to request clarification of information submitted, to request  additional information from the consultant, and to request an interview with  consultant(s).  City of Tukwila The City reserves the right to award the contract to the next most qualified consultant, if  the successful consultant does not execute a contract within thirty (30) days after  notification of the award of the bid.   Any proposal may be withdrawn until the date and time set as the Closing Date for  submittals. Any proposal not so timely withdrawn shall constitute an irrevocable offer,  for a period of ninety (90) days, for the services described herein, or until one or more  of the proposals have been approved by the City, whichever comes first.   In order to provide a consistent approach to the project, achieve economies of scale,  and minimize disruption to City staff, the City expects to award this proposal to one  consultant firm or team.    Closing Date and Mailing Address for Submittal
