SUBJECT: City Administrator's Report
The City Administrator Report is meant to provide the Council, staff and community an update on
the activities of the City and on issues that concern Tukwila. Please let me know if you have any
questions or need additional information about any of the following items.
I. Intergovernmental Update
• Sound Cities Association: Mayor Ekberg hosted the monthly Sound Cities Association South
End Mayor's meeting at Billy Baroos on March 19.
• BisNow Conference: Mayor Ekberg attended the BisNow conference held on March 20 in
Seattle focused on the new federal opportunity zones tax incentive. Economic Development
staff offered opening remarks to the approximately 230 developers and investors who
attended the event. Tukwila partnered with the Burien and SeaTac for this event.
• SCATBrd Meeting: Community Development staff attended the monthly meeting of the
SCATBrd with Councilmember Hougardy. The SCATBrd members received an update from
King County Metro on the status of the Rapid Ride I Line serving Renton, Kent, and Auburn; as
well as an update on the Community Connections projects in South King County.
• Regional Transit Committee Meeting: Community Development staff attended the monthly
Regional Transit Committee meeting, where the 2019 workplan was adopted and King County
Metro and Hopelink gave a presentation on how they are positioning their agencies to be
innovative as they continue providing a range of mobility options in the context of
advancements in technology and the sharing economy.
• Meeting with SeaTac re: Tukwila International Boulevard: Planning, Engineering Services
and Economic Development met with their counterparts at the City of SeaTac to discuss on -
street parking on Tukwila International Boulevard, Sound Transit's Bus Rapid Transit (BRT)
stop at Tukwila International Boulevard Station (TIBS) and the Sound Transit Access Grant
Screening Projects. There was agreement to meet on a quarterly basis as well as continue to
coordinate on individual projects where there is mutual interest and impact.
• Kent Valley Marketing Website: Economic Development staff is working with the Cities of
Auburn, Kent, and Renton on a marketing website that would be used to build awareness of
the Kent Valley as a premier location for aerospace and advanced manufacturing. Staff

proposes applying for a grant from the Port of Seattle for funding the project and will bring
this item to the Community Development and Neighborhoods Committee.
II. Project Updates
• 42nd Ave Phase III: Estimated Completion: April 2019
Seattle City Light and Comcast are removing their overhead utility lines and thereafter the
utility poles.
• 53rd Ave S: Estimated Completion: June 2019
The construction contractor is grading and compacting the subgrade of the road. Curbs and
gutters are completed. The first lift of asphalt is tentatively scheduled to begin by the end of
March, weather permitting.
• BAR Bridge Rehabilitation: Estimated Completion: April 2019
The contractor and the design team are working on a small area in the middle of the bridge
that has developed a delamination problem. The design engineer is developing a remedial
plan to fix the delamination.
• S 140th St/TIB Intersection Improvements: Estimated Completion: May 2019
Construction began March 18. Survey complete and construction of new ramps are
underway.
• Justice Center: As part of the justice center construction project, Economic Development
staff accepted the handover of the Deja vu building from the operators of the old club.
• Tukwila Village: The Tukwila Village Community Development Association (TVCDA) board of
directors continues to meet monthly. They are negotiating an agreement with Kona Kai
Coffee for managing the Sullivan Center rentals for up to two years. City staff continues
supporting TVCDA's work.
Boards and Commissions
• Arts Commission: Vacant Position: Position #7 Resident.
• Civil Service Commission: No vacancies.
• COPCAB: Vacant Positions: School District Representative and Student Representative.
Application received. Appointment recommendation scheduled for April 1.
• Equity & Social Justice Commission: Vacant Position: Student Representative.
• Human Services Advisory Board: Vacant Position: Position #3 Resident.
• Landmark Commission: No vacancies.
• Library Advisory Board: Vacant Positions: Position #7 Resident & Student Representative.

� Team anticipates two events for the public in 2019, starting with a ground breaking
ceremony for all Public Safety Plan Projects at the future F35I on Saturday, March 30,
2019.
Financial Oversight Committee
0 The Committee will meet on April 11, 2019.
Siting Advisory Committee
� The Siting Advisory Committee voted to defer regular meetings as the major decisions
have been made. They will meet on an as -needed basis.
Acquisition Lease Updates
0 Staff secured leases with the businesses at the Justice Center site.

~ A formal update was provided to the Council at the February 25, 2019 COW meeting.

• Concurrent review and pricing of the Schematic Design by GCCIVI Contractor, Lydig, and
estimating consultant has been completed and was shared with Council jnFebruary

• Design Development for Station 51 began mid -February; the team met meeting weekly.
Design Development effort wrapped upinJune, 2018Vvith Design Development pricing

• Construction Documents phase for Station 51 were completed and distributed to the

• Schematic Design phase for Station 52 was completed on schedule in January 2019.

* Permitting coordination meetings with City Staff are ongoing for Station 5land Station

• Building permit for Station 51 was submitted in October. Building permit was received
in all areas except wetlands report. Permit revisions for accepted alternates for Station

• Station 52 anticipated to be phased permitting. Pre -application for Station 52 permit
was submitted inNovember, 2Ol8and the pre -application meeting for Station 52was
held inDecember, 2D18.
• Station S2traffic determination was submitted in February, 2018.
• Station 52 Conditional Use Application and Design Review Application have been
submitted.
Bidding and Construction
• Pre -construction services starting for Station 51and 52are underway.
• Lydig completed the selection of mechanical and electrical subcontractors through the
Electric Contractor/Construction Management (ECCM) and Mechanical Contractor
Construction Management (MCCKq) selection process. Valley Electric and Johansen
Mechanical Inc. were selected. With Council decision to not move forward with FS54,
we cannot move forward with EC[IVI. K4CCM method for mechanical subcontractor will
provide for aconsistent mechanical subcontractor for all three stations and will be able
toprovide critical expertise during the Design Development phase. This contract \s
managed bythe GCCMunder the pre -construction phase.
~ Bidding began for SlinJanuary, 3019 with construction for Slto begin late N1ay/2O19.
* Bidding and construction phases scheduled tDbegin for 52inJune, 2Ol9. Early site work

Justice Center
Siting

� The City has ownership of all properties on the Justice Center site with the exception of
the Travelodge. The long -vacant building between Church by the Side of the Road and
the Tr8ve|odgehas 'now been demolished. Demolition ofthe Travek7dgebegan Vn
Tuesday, February 26, 2019.
Architecture and Programming
~ DLR Group's Building Program Report was submitted December 8, 2017. Program and
Estimate was presented to Public Safety Committee in December and Council in
]anuary,ZO1O.
Design and Permitting
w DLRarchitects completed the Design Development phase ofthe project. The Design
Development and budget was presented tnthe Council inOctober.
° The project team has completed the SEPA, Design Review, Conditional Use Permit and
Parking Determination processes. The 3EPAdeternlinothon was issued in November and
the Conditional Use Permit and Design Review approvals were received in December.
• DLR architects began the Construction Documents phase in October and issued the 9596
Construction Documents in January. The 100% Construction Documents will be issued
following receipt ofconstruction permits.
w The project team submitted application for Public Works Permit (sitevvork/Vti|ities) in
November of2O18,which has been obtained. The application for Building Permit was
submitted inJanuary pf2O19.
Bidding and Construction
~ BN8ui|ders the selected Gr/CM,started pre -construction services following Council
approval oftheir contract on March 19, 2018.
• BNBui|ders will continue to work with the team on design phases, constructab1|ity,cOst
estimating and scheduling throughout design and preconstruction.
• BN8ui|ders will release the first subcontract bid packages in late January.
• Construction scheduled to begin in April, 2019 with hazardous materials abatement and
demolition of remaining buildings onthe site, followed bVgrading and underground
utilities work.
Public Works Facility
Siting
• Due diligence items related tosite acquisition are complete. The assessment otexisting
structures iscomplete.
• The City has agreements with all of the businesses on the Public Works site.
m The Public Use and Necessity trial was held Friday, May 25and the City was granted its
request.
* Team will be working on lot consolidation for two of the three parcels in 2019.
