ISSUE
Update the Tukwila Infrastructure Design and Construction Standards.
BACKGROUND
The City of Tukwila Ordinance No. 1783 authorizes the Public Works Department to create and amend the Infrastructure
Design and Construction Standards. These standards are intended to ensure consistent design and construction
requirements and adherence to the City's Comprehensive Plans.
The Public Works standards set forth the minimum criteria and specifications for both public and private construction
projects. In addition, they provide the minimum design and construction requirements for utility and street improvements to
be accepted by the City of Tukwila. The Public Works Director may substitute more stringent design standards and
specifications where special conditions warrant or may relax standards upon approval of a variance.
The standards shall not substitute for engineering design, nor are they intended to limit innovative design where equal
performance in value, safety, and maintenance economy can be demonstrated.
DISCUSSION
The Public Works standards generally should be updated every two years however, they have not been updated since
2009. Since then several material types and manufacturers have changed. Under the guidance of the Public Works Director
and the City Engineer, City staff has formed a committee for each standard section led by a Program Manager and have
compiled all of the changes necessary. These changes were thoroughly reviewed by the committee and the City Engineer
for constructability and consistency.
RECOMMENDATION
Information only. An updated 2019 Infrastructure Design and Construction Standards will be published and available to
the public.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, ADOPTING THE CITY OF
TUKWILA INFRASTRUCTURE DESIGN AND CONSTRUCTION
STANDARDS; SETTING NUMBER OF COPIES TO BE HELD
FOR PUBLIC REVIEW; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, both City of Tukwila work forces and contractors and private developers
and their contractors perform work in public right-of-way and other construction work
pursuant to City permits, and
WHEREAS, the Council finds that all work in public right-of-way or pursuant to City
permits should be standardized for public safety, convenience, pleasant appearance and
economic maintenance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. The City of Tukwila Infrastructure Design and Construction Standards are
hereby adopted by this reference as if fully set forth herein. Said Infrastructure Design and
Construction Standards shall be in addition to such specific terms and conditions as may be
established for any permit issued by the City. The Mayor and/or the Director of Public Works
is hereby authorized to develop, disseminate, revise and update the City of Tukwila
Infrastructure Design and Construction Standards for utility work, work in the public right-of-
way or in easements, and all other work performed pursuant to construction related permits
issued by the City of Tukwila.
Section 2. Not less than three (3) copies of said Infrastructure Design and Construction
Standards shall remain on file for use in examination by the public in the Public Works
Department.
Section 3. Severability. If any section, sentence, clause or phrase of this ordinance
should be held to be invalid or unconstitutional by a court of competent jurisdiction, such
invalidity or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section,
sentence, clause or phrase of this ordinance.
Section 4. Effective Date. This ordinance or a summary thereof shall be published in
the official newspaper of the City, and shall take effect and be in full force five (5) days after
passage and publication as provided by law.
