BACKGROUND The Notice to Proceed for Contract No. 16-111 with Titan Earthwork LLC, of Pacific Washington, was issued on September 26, 2016 for the Andover Park East (APE) Water and Sewer Replacement Project. This project provided new and upgraded water and sewer lines on APE between Strander Boulevard and Tukwila Parkway, in support of future development in the CBD. The project also provided new pavement and select roadway improvements. DISCUSSION Construction was physically completed on March 15, 2018. Thirteen change orders were executed. The major changes consisted of impacts to the new sewer line due to unforeseen subsurface conditions in Strander Blvd and along the frontage of Hotel Interurban, as well as increased curb, gutter and sidewalk revisions throughout the project boundary. After extended negotiations, a final settlement change order was processed for $200,000, which was significantly less than what the contractor had initially submitted. FINANCIAL IMPACT The construction budget for the APE Water and Sewer Replacement Project was $4,556,089.38 which included a 30% contingency of $1,051,405.24, mainly due to the high -risk nature of the work (mostly deep utilities). Underruns were due to savings in unit price items that were included in change orders and the elimination of the use of concrete sleds that were envisioned for extremely unsuitable foundation conditions. The contractor obtained a retainage bond. BACKGROUND The Notice to Proceed for Contract No. 18-040 with Michels Corporation of Salem, Oregon was issued on April 30, 2018, for the 2018 CBD Sanitary Sewer Rehabilitation Project. This construction project installed approximately 3,660 lineal feet of cured -in -place pipe within the right-of-way of Andover Park West, Tukwila Parkway, Baker Boulevard and private easements in order to rehabilitate existing sewer pipes. DISCUSSION Construction was physically completed on January 15, 2019. The extended time for the contract was due to a short section of failed liner that had to be removed and replaced. Two change orders were executed during the project and several sections of sewer pipe lining were deleted from the contract. FINANCIAL IMPACT The construction budget for the 2018 CBD Sewer Rehabilitation Project was $539,559.90, with a 20% contingency of $89,926.65, which was not used. Underruns were mainly due to work deleted from the contract due to various conflicts that would not allow the relining to be performed at this time. Retainage of $18,702.74 is currently being held. BACKGROUND The City of Tukwila Ordinance No. 1783 authorizes the Public Works Department to create and amend the Infrastructure Design and Construction Standards. These standards are intended to ensure consistent design and construction requirements and adherence to the City's Comprehensive Plans. The Public Works standards set forth the minimum criteria and specifications for both public and private construction projects. In addition, they provide the minimum design and construction requirements for utility and street improvements to be accepted by the City of Tukwila. The Public Works Director may substitute more stringent design standards and specifications where special conditions warrant or may relax standards upon approval of a variance. The standards shall not substitute for engineering design, nor are they intended to limit innovative design where equal performance in value, safety, and maintenance economy can be demonstrated. DISCUSSION The Public Works standards generally should be updated every two years however, they have not been updated since 2009. Since then several material types and manufacturers have changed. Under the guidance of the Public Works Director and the City Engineer, City staff has formed a committee for each standard section led by a Program Manager and have compiled all of the changes necessary. These changes were thoroughly reviewed by the committee and the City Engineer for constructability and consistency. RECOMMENDATION Information only. An updated 2019 Infrastructure Design and Construction Standards will be published and available to the public. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this ordinance.
