Mayor Todd led the Pledge of Allegiance and called the Special
Meeting of the Tukwila City Council to order.

MOVED BY BOHRER, SECONDED BY SAUL, THAT THE COUNCIL EXCUSE

COUNCILMAN HARRIS ARRIVED AT THE MEETING AT 7:05 P.M.

Mayor Todd introduced Mr. Brad Collins to the City Council and the
audience.
Council President Van Dusen asked Mr. Collins about his previous
work experience, his philosophy of management, training and
development, his concept of accountability, and his biggest asset
he can bring to the City. Mr. Collins answered each of the questions.
Councilman Harris asked Mr. Collins why he applied for the job of
Planning Director when he had his own company. Mr. Collins said he
is a professional planner and as such he felt the experience and
responsibilities as Planning Director would be a very rewarding
and desirable kind of activity. He said his feelings were that the
professional responsibilities for local governmnet is a higher
sense of responsibility than working as a private consultant.
Councilman Bohrer asked about the process that led to the selection
of Mr. Collins for the job? Mayor Todd said in keeping with a
position of neutrality, he appointed five people: Acting
Administrative Assistant Joe Mathews, Chris Crumbaugh, Dick Kirsop,
and Council President Van Dusen to interview the candidates.
Council President Van Dusen withdrew, as he would be confirming the
appointment as a member of the City Council. The selection was
made by a four person committee. There were twenty -seven candidates.
The four person committee evaluated twenty responses and invited
seven people to be interviewed. Six came for an oral interview
and the seventh one had already accepted another job. Three names
were submitted to the Mayor for selection and Mr. Collins was
selected. Councilman Bohrer asked which position Mr. Collins
occupied in the top three candidates. Mr. Mathews, Acting
Administrative Assistant, said there were no scores attached to the
selection. The Committee did not make a one, two, three status.
Mayor Todd said he interviewed the three selected candidates and
chose Mr. Collins.
Councilman Bohrer asked Mr. Collins when he would be available for
the job? Mr. Collins replied he could report for work in the
morning.
Councilman Bohrer said he noted Mr. Collins is currently an
instructor at the Unviersity of Washington Graduate School. Mr.
Collins said he is not teaching this spring quarter. If he continues
to teach it will be with the approval of the Council.
Councilman Bohrer asked several questions about Mr. Collins' team
aspect, and his definition of management. Mr. Collins asnwered
each of the questions.
MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT THE CITY COUNCIL
CONFIRM THE APPOINTMENT OF MR. BRAD COLLINS AS PLANNING DIRECTOR
FOR THE CITY OF TUKWILA. MOTION CARRIED.
Bid Award for the Ted Uomoto, Director of Public Works, said the bids for the 1980
1980 Street Improve- Street Improvement Project had been opened and he recommended that
ment Project. Section 1A be awarded to Gary Merlino Construction Company in the
amount of $137,785, which was the low bid for that section, and
that Section 3A be awarded to R. L. Alia Company in the amount of
$46,240.20. This was the low bid on Section 3A.

Council President Van Dusen noted that the Gary Merlino Construction
Company had written a letter claiming error on the bid for 1980
Street Improvements in that Addendum No. 1 of the contract documents
was not noticed, signed or acknowledged by the Company. He said
they prepared the bid with the cost and overhead of the job based
on the total bid being awarded, not just one section as the City
is proposing. He said the mobilization, clearing, and grubbing
were entered with a higher amount in Section 3 because they did not
have enough in Section 1. He said it would cause a financial hard-
ship to carry out this contract as it is being offered by the City.
Mr. Uomoto, Director of Public Works, said awarding the bids to the
two different contractors would result in a lower cost to the City.
Council President Van Dusen said he thought the same contractor could
do the job better than having two different ones.
City Attorney Larry Hard said he believed the addendum was within
the original bid that was submitted to all contractors. He said
the fact that they did not see, sign, or acknowledge it would not
necessarily be grounds for awarding both contracts to the Gary
Merlino Construction Company.
Mr. Merlino said the jobs were within one -half block of each other
and it seemed one contractor could do a better job than two could.
Council President Van Dusen said the City has had problems with
contractors in the past and it seemed like it would be less paper
work and worry to have just the one contractor.
Mayor Todd asked if the combined price of Section lA and Section3 A,
if awarded to the Gary Merlino Company, would fit in the budget.
Mr. Uomoto said it would.
Councilman Bohrer said the City costs would be less for administering
a single contract. He said the City had received letters from a
number of people on the street opposing the project. He asked
what had been done about them.
Mr. Uomoto, Director of Public Works, said he and his staff have met
with the people on the street. They did not have many specific
comments other than the road was rather narrow.
Councilman Hill said the Public Works Committee has reviewed these
petitions. They are a total of about twelve names that represent
six homes. The first name does not live on the street, two of
them later said they were not opposed to the project, another one
is a renter. In talking to the owner he said he was in favor of
the project. There were two people who were against it; one lived
on the street and one lived on the feeder street. Most of the
concern is due to the narrowness of the street. The City may have
to post one side of the street "No Parking."
Mr. Uomoto said one person did not sign and work will not be done
on his property.
Councilman Bohrer asked if this street will be signed to prohibit
parking? Councilman Hill said it will also have limited access
on one end. Mr. Uomoto said both of these requirements will be
incorporated in the project.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT SECTION lA AND SECTION
3A OF THE 1980 STREET IMPROVEMENT PROJECT BE AWARDED TO THE GARY
MERLINO CONSTRUCTION COMPANY. MOTION CARRIED.
Ted Uomoto, Director of Public Works, said the contract for the
repair of Foster Golf Course pedestrian bridge has been completed
in a satisfactory manner. Eighteen holes have been open for play
for two weeks.
MOVED BY VAN DUSEN, SECONDED BY JOHANSON, THAT THE COUNCIL ACCEPT
THE FOSTER GOLF COURSE BRIDGE REPAIR AS COMPLETE.
Councilman Bohrer asked if there are any items left to be complet6d?
Mr. Uomoto said it is complete. Councilman Hill said he had helped

inspect the bridge and it appears to be complete. He said the
president of the men's club is present and he asked if they were
happy with the birdge. The president of the men's club said they
were saitsfied with the bridge.
Councilman Harris asked about the warranty on the bridge? Mr.
Uomoto said the warranty is part of the price of the bridge.
There is a two year performance warranty and upon completion of
that they have agreed to pay for three additional years on the
insurance.

MOVED BY HILL, SECONDED BY SAUL, THAT THE SPECIAL MEETING OF THE
TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
Slides on Trip to Councilman Saul presented a document in Japanese to Mayor Todd
Sister City in Japan. as a gift from the Sister City of Ikawa to the Mayor and the
citizens of Tukwila. He also showed slides he had taken
while visiting the Sister City with a group from Tukwila.
