REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
In the absence of Mayor Ekberg, Mayor Pro Tempore Hougardy called the Regular Meeting of the
Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance.
Mayor Pro Tempore Hougardy announced that Mayor Ekberg is testifying at the State Capitol in Olympia
and was unable to be here at this time.
ROLL CALL
Christy O'Flaherty, Records Governance Manager/City Clerk, called the roll of the Council. Present were
Councilmembers Kathy Hougardy, Verna Seal, De'Sean Quinn, Kate Kruller, Thomas McLeod.

IDAN FROM THE MEETING. MOTION CARRIED 5-0.

PROCLAMATIONS/APPOINTMENTS
a. A proclamation recognizing April as "Sexual Assault Awareness Month."
Mayor Pro Tempore Hougardy read a proclamation recognizing April as Sexual Assault Awareness
Month in Tukwila, encouraging residents to join advocates and communities across the country in taking
action to prevent sexual violence. Ms. Hougardy presented the proclamation to Angela Rickard from the
King County Sexual Assault Resource Center.
Ms. Rickard accepted the proclamation and thanked the Council for their support. The King County
Sexual Assault Resource Center (KSARC) is a non-profit organization that serves all communities in King
County. Last year they served 20% more survivors than the year before, equating to 5,000 people with
half of them being children. The basis for the increase is that people are wanting to connect and get help.
Councilmember Kruller asked who people should call during off -hours or on the weekend. Ms. Rickard
said there is a 24-hour resource line that will put people in contact with services. The phone number is
1-888-998-6423.
b. Confirm the appointment of JoAnne Fabian to Position #8 on the Community Oriented Policing
Citizens Advisory Board (COPCAB), with a term expiring 12/31/2022.

Ms. Fabian thanked the Council for this opportunity to serve the community.

c. Confirm the reappointments of Randy Coplen to Position #3, Sean Goode to Position #4 and
Jessica Jerwa to Position #5 on the Public Safety Bond Financial Oversight Committee, with terms
expiring 12/31/2021.

Jessica Jerwa said that even though she has moved from the City, she appreciates being able to serve
Tukwila in the at -large position.

The Councilmembers thanked the appointees for their willingness to serve the community.
PUBLIC COMMENTS
Joe Duffie, 5332 South 140th Street, said the 53rd Avenue Street project has resulted in a great end result.
Additionally, he attended the groundbreaking event for Fire Station 51 and felt it was very impressive.
Robert Neuffer, 13813 37th Avenue South, commended Officer Leavitt for his handling of an incident
regarding his ex -son-in-law and a vehicle left in his driveway. He also detailed another incident involving
a call his ex -son-in-law made to the Police conveying that Mr. Neuffer's daughter was suicidal and
intending to harm everyone in the home. The Police Department responded with many officers and many
guns and did not back off when a neighbor told them there was an autistic child in the house. The people
in his home were afraid of the Police. He spoke with both the Police Chief and Deputy Chief and
appreciated the response provided by the Police Chief. From his perspective, he is tired of hearing that
the whole story is not known or that the Police are performing as trained or other excuses that can
jeopardize the lives of citizens. When autistic children are under pressure, they do not respond well and
become upset. Police should be punished when those who are vulnerable are harmed, handcuffed or
shot. He did not receive an adequate response from the Mayor and does not believe City administration
and the Council care about this. From his standpoint a citizen based Police oversight commission is
needed that will stand up to the unions when needed.
CONSENT AGENDA
a. Approval of Minutes: 3/18/19 (Regular Mtg.); 3/25/19 (Special Mtg.)
b. Approval of Vouchers #380450-380587; #190200, #190303-190304 in the amount of $2,012,262.91
c. Authorize the Mayor to sign a contract with KPG, Inc., for the 2019 Annual Small Drainage Program in
the amount of $78,984.

d. Authorize the Mayor to sign a contract with King County for the Regional Stormwater Decant Facility
use agreement for 2019-2023, at the estimated cost of $66,422.30 over the 5-year period.

e. Authorize the Mayor to sign the King County Tax Title terms of sale for property at 5751 South 130th
Place in Tukwila (fiscal impact of $3,000).

f. Authorize the Mayor to sign a contract with the Children's Therapy Center in the amount of $14,512 as
Tukwila's share toward total funding in the amount of $106,242.

UNFINISHED BUSINESS
An ordinance relating to development agreements authorized pursuant to Chapter 18.86 of the Tukwila
Municipal Code, approving and authorizing the Third Amendment to the 223 Andover Park East
Development Agreement with South Center WA, LLC, a Washington Limited Liability Company (Airmark
Apartments/Hotel Interurban).
MOVED BY SEAL, SECONDED BY QUINN THAT THE PROPOSED ORDINANCE BE READ BY TITLE
ONLY. MOTION CARRIED 5-0.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
RELATING TO DEVELOPMENT AGREEMENTS AUTHORIZED PURSUANT TO CHAPTER
18.86 OF THE TUKWILA MUNICIPAL CODE; APPROVING AND AUTHORIZING THE THIRD
AMENDMENT TO THE 223 ANDOVER PARK EAST DEVELOPMENT AGREEMENT WITH
SOUTH CENTER WA, LLC, A WASHINGTON LIMITED LIABILITY COMPANY; PROVIDING
FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY QUINN, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE ADOPTED
AS READ. MOTION CARRIED 5-0, TO ADOPT ORDINANCE NUMBER 2603.
NEW BUSINESS
Authorize the Mayor to sign 4 Memorandums of Understanding with Teamsters Local #763 to extend the
expiration date of the current Collective Bargaining Agreements to December 31, 2019 for the
Professional/Supervisory group (contract #18-008); Maintenance/Trades (contract #18-009); Senior
Program Managers (contract #18-010); and Administrative Technical group (contract #18-111).
The 4 Teamsters contracts ended on December 31, 2018. The City and the Union have agreed to roll-
over the existing contracts into an MOU (Memorandum of Understanding) for one year to end on
December 31, 2019. The City and the Union have agreed to 90% CPI-W (3.24%) for 2019, retroactive to
January 1, 2019. Bargaining will begin on a longer -term contract during Quarter 2 of 2019. There is also
an agreement to conduct a Compensation Study for the Admin-Tech unit during bargaining in 2019. The
MOUs have been voted on by the Union members and the vote passed unanimously. A one-year
contract roll-over would increase wages by 3.24% for all of our Teamsters employees. This is in keeping
with Resolution #1951 adopted by the City Council on November 19, 2018.

MEMORANDUMS OF UNDERSTANDING WITH TEAMSTERS LOCAL #763 TO EXTEND THE
EXPIRATION DATE OF THE CURRENT COLLECTIVE BARGAINING AGREEMENTS TO DECEMBER
31, 2019 FOR THE PROFESSIONAL/SUPERVISORY GROUP (CONTRACT #18-008);
MAINTENANCE/TRADES (CONTRACT #18-009); SENIOR PROGRAM MANAGERS (CONTRACT
#18-010); AND ADMINISTRATIVE TECHNICAL GROUP (CONTRACT #18-111).
MOTION CARRIED 5-0.
REPORTS
a. Mayor
The Mayor was not present.
b. City Council
Councilmember Quinn commended Sarah Kavage, the artist in residence, for supporting the recent
Rivers storytelling event at the Sullivan Center. It was great to see the space activated for the
community. He also thanked the Action Tukwila group for their sponsorship of the event.

Councilmember Kruller relayed that she was unable to attend the storytelling event due to a commitment
to teach through a professional association. She is excited about the introduction of storytelling events to
the Tukwila community. She attended the recent Seawolves game that had another packed house. They
were also honoring Law Enforcement and the Special Olympics at the same event. The owners of the
Seawolves have had a history of supporting the Special Olympics for over a decade.
Council President Hougardy chaired the recent Highline Forum where the focus was on the Sustainable
Airport Master Plan. The King County Council is taking meetings on the road, and on Wednesday,
March 27, 2019 they were at the Tukwila Community Center. During this meeting which was very well
attended, there was a proclamation against Islamophobia. Ms. Hougardy gave a few opening remarks
during this event. Additionally, she attended the Fire Station 51 groundbreaking event.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) report and offered to answer any
questions.
d. City Attorney
Rachel Turpin, City Attorney, reported the final decree in the Public Safety Plan condemnations was
entered, and the City owns each of the properties.
Councilmember Kruller said there was a recent opportunity to tour the BNSF intermodal lot that she was
unable to attend. She would like to (1) have a report regarding what occurred be provided to the City
Council and (2) have plans made to provide the City Council a similar tour and meet the partners.
Council consensus existed to request City administration to proceed with the 2 items above.
e. Council Analyst
There was no report.
MISCELLANEOUS
Councilmember Kruller referenced the Seattle Challenge and Affordable Middle Income initiative that is
forthcoming for discussion at the SCA PIC (Sound Cities Association Public Issues Committee). She
requested that the Council review the information and weigh in to her regarding the Council's position.
She explained the Seattle Challenge is about attracting large corporations to the region. Since that will
involve large sums of money, the caveat is that if a large business comes forward, they must invest in
affordable housing in this area. While she is supportive of this concept, she wants to ensure she supports
the full Council's intent at the SCA meeting.
EXECUTIVE SESSION - Potential Property Sale — Pursuant to RCW 42.30.110(1)(c) — 30 minutes
Mayor Pro Tempore Hougardy announced that the Executive Session scheduled for this evening has
been cancelled.
