Violation # 1 BUILDING PERMITS REQUIRED
Code Reference: TMC 8.28.030(B)(8)(f): Vacant nuisance building: Incomplete construction whereby the
building permit has expired, and the construction project has been abandoned for more
than 30 days.
TMC 8.45.020(B): It is unlawful for any person to initiate, maintain, or cause to be initiated
or maintained, the use of any structure, land or property within the City without first
obtaining the permits or authorizations required for the use by the applicable provisions of
any of the Tukwila Municipal Code.
IBC 105.1 (as adopted by TMC 16.04.020) PERMITS REQUIRED
Any owner or authorized agent who intends to construct, enlarge, alter, repair, move,
demolish, or change the occupancy of a building or structure, enlarge, alter, repair,
remove, convert or replace any electrical, gas, mechanical or plumbing system, the
installation of which is regulated by this code, or to cause any such work to be done, shall
first make application to the building official and obtain the required permit.
IPMC 107.6 (as adopted by TMC 16.04.020) Transfer of ownership.
It shall be unlawful for the owner of any dwelling unit or structure who has received a
compliance order or upon whom a notice of violation has been served to sell, transfer,
mortgage, lease or otherwise dispose of such dwelling unit or structure to another until
the provisions of the compliance order or notice of violation have been complied with, or
until such owner or the owner's authorized agent shall first furnish the grantee, transferee,
mortgagee or lessee a true copy of any compliance order or notice of violation issued by
the code official and shall furnish to the code official a signed and notarized statement
from the grantee, transferee, mortgagee or lessee, acknowledging the receipt of such
compliance order or notice of violation and fully accepting the responsibility without
condition for making the corrections or repairs required by such compliance order or
notice of violation.
IPMC 108.1.5 Dangerous structure or premises.
For the purpose of this code, any structure or premises that has any or all of the conditions
or defects described below shall be considered dangerous:

7. The building or structure is neglected, damaged, dilapidated, unsecured or abandoned
so as to become an attractive nuisance to children who might play in the building or
structure to their danger, becomes a harbor for vagrants, criminals or immoral persons, or
enables persons to resort to the building or structure for committing a nuisance or an
unlawful act.
Observed condition: On November 2, 2018, 1 reviewed Zillow.com and observed a house located at 5166 S 166tn
St for sale and under construction. The accompanying photographs show the interior of
the house has no drywall or insulation and new wiring, plumbing, stud walls, and rafters.
The condition of the house was listed as "Under Construction."
Researching this address, I discovered the following permits:
D03-130, D07-304, PG08-062, EL10-0705, P11-049, PG12-22, M13-068
All of the permits have expired, and none have been finaled.
On November 20, 2018, 1 reviewed TRAKiT Permit System and I did not find any permit
applications or issued permits.
Corrective Action: Submit a complete Building Plans and Building Permit Application for the repair or
demolition of the building. Permits are not considered completed until a final inspection
has been approved by a city inspector.
Contact the building department at 206-431-3655 for permit requirements, or by visiting
the Permit Center located at 6300 Southcenter Blvd, Suite 100 Monday — Friday from 7:30
am to 4:30 pm.

Violation # 2 STORAGE OF JUNK VEHICLES PROHIBITED
Code Reference: TMC 8.24.020 STORAGE OF JUNK VEHICLES PROHIBITED
It is unlawful for any person to keep, store or park, or permit any other person to keep,
store or park, any junk vehicle upon any privately -owned property in the City of
Tukwila. This ordinance shall not apply to:
1. A junk vehicle or part thereof that is completely enclosed within a building....
TMC 8.24.010 DEFINITION as used in TMC chapter 8.24, the following definitions shall have
the meanings set forth below:...
3. "Junk vehicle" is a vehicle that meets three or more of the following requirements:
a. Is three years old or older
b. Is extensively damaged, such damage including but not limited to any of the following: a
broken window or windshield; or missing wheels, tires, motor, or transmission;
c. Is apparently inoperable;
d. Is without valid, current license plates or is un registered; or
e. Has an approximate fair market value equal only to the approximate value of the scrap
in it.
"Junk Vehicle" also includes a partially disassembled vehicle or individual parts of vehicles
no longer attached to one another.
Observed Condition: On November 19, 2018, 1 observed a vehicle that meets three of the five criteria for junk
vehicles.
A two door, full size automobile, which appears to be more than three years old, flat tires,
apparently inoperable, and is without valid, current license registration.
Corrective Action: Store the vehicle inside an enclosed structure such as a garage or remove from the
property.

Violation # 3 PARKING REQUIREMENT— DURABLE UNIFORM SURFACE
Code Reference: TMC 18.56.065 RESIDENTIAL PARKING AND STORAGE REQUIREMENTS.
A. Parking and vehicle storage limitation on properties devoted to single-family residential
use shall be as follows: 1. Motor vehicles on property devoted to single-family residential
use shall be parked on an approved durable uniform surface....
On November 19, 2017, 1 observed a older, red Dodge pick-up parked on the grass next to
the detached garage.
Corrective Action: Discontinue parking or storing vehicles on unapproved surface. Park vehicles on an
approved durable uniform surface (such as concrete, asphalt or gravel) or remove from
property.
Contact the Tukwila Planning Division at 206-431-3670 to discuss any paving or graveling
plans.
Compliance Date: December 7, 2018
Violation # 4 ACCUMULATION OF GARBAGE AND RUBBISH
Code Reference: IPMC 308.1 (as adopted by TMC 8.28.020) ACCUMULATION OF RUBBISH OR GARBAGE
All exterior property and premises shall be free from any accumulation of rubbish or
garbage.
Garbage is defined as the animal or vegetable waste resulting from the handling,
preparation, cooking and consumption of food.
Rubbish is defined as combustible and noncombustible waste materials, except garbage;
the term shall include the residue from the burning of wood, coal, coke and other
combustible materials, paper, rags, cartons, boxes, wood excelsior, rubber, leather tree
branches yard trimmings, tin cans, metals, mineral matter, glass crockery and dust and
other similar materials....
Observed Condition: On November 19, 2018, 1 observed and accumulation of garbage, rubbish, automotive
parts, and construction materials throughout the property along S 1661h St. This included
but is not limited to: automotive tires and doors, automotive fluids containers, plywood,
interior furniture stored outside, rubbish and garbage.
Corrective Action: Properly dispose of all rubbish and garbage, or store rubbish and garbage in approved
leakproof containers with close -fitting covers or inside an enclosed structure until garbage
and rubbish is removed from the property.
Compliance Date: December 7, 2018
Violation # 5 WEEDS AND OVERGROWTH
Code Reference: IPMC 302.4 (as adopted by TMC 8.28.020) WEEDS.
Premises and exterior property shall be maintained free from weeds or plant growth in
excess of [12 inches]. Noxious weeds shall be prohibited. Weeds shall be defined as all
grasses, annual plants and vegetation, other than trees or shrubs provided; however, this
term shall not include cultivated flowers and gardens.
Observed condition: On November 19, 2018, 1 observed blackberries and weeds throughout the property
along S 166`h St. in excess of 12 inches in height.
Corrective Action: Trim back overgrowth to a height of 12 inches or less on entire property and remove
trimmings from the property.

This is a notice that your property is in violation of the Tukwila Municipal Code. You must complete the corrective
action noted above by the compliance date indicated.
FAILURE TO COMPLY WITH THIS ORDER SHALL SUBJECT YOU TO A MONETARY PENALTY OF UP TO
$250 PER DAY PER VIOLATION FOR EACH DAY THAT THE VIOLATION EXISTS PURSUANT TO TMC 8.45.120(2).

Appeal Instructions
A person may, within ten days of being served this notice, file with the Tukwila City Clerk a
written notice of appeal along with payment of the $300 appeal fee, containing the following:
1.The Code Enforcement case file number;
2.A brief statement setting forth the names, mailing address(es), and legal interest of each of the
persons appealing this notice and order;
3.A brief statement of the specific order or action protested, together with any supporting facts;
and
4. A brief statement of the relief sought, and the reasons why it is claimed that the notice and order
should be reversed, modified, or otherwise set aside.
Any appeal of this Notice of Violation and Order must be filed WITHIN 10 DAYS of being served this
notice. There will be no other opportunity to appeal this order, and noncompliance with this order
may result in further legal action.
