Observed Conditions: Researched Rental Business License RENT17-0029 and found this property has never had a required rental inspection. All residential rental units must pass an initial inspection prior to the issuance of a rental license. A request for inspection was sent via email to Amrinder Saroya and Saroya Sind -winder Saroya on AugusL 1, 2017. On January 11, 2018 and February 6, 2018, a written request for an inspection was inailed, erriailed, and hand delivered to Satinder Kaur, Saroya Parn-,ar, and Saroya Amrinder, as well as the occupant at the cited property. In addition, a laminated copy of the Request For Compliance, and Final Request For Compliance were posted conspicuously on the front yard of this property on these same dates. Corrective Action: 1. Obtain a rental inspection for your residence. 2. Contact the Rental Housing Program for more information regarding the rental inspection program at 206-431-3674, or by visiting in person at 6300 Southcenter Blvd, Suite 100 Monday - Friday from 8:30 am to 5:00 pm. 3. Or schedule an inspection with a city approved private inspector and have the private inspector forward the inspection results to the City's Rental Housing Program. Enclosed is a list of City preapproved private inspectors. Failure to obtain a residential rental business license will result in the inability to rent the unit. Compliance Date: Rental Inspection completed satisfactorily by June 4, 2018 Violation It 2 ELECTRICAL PERMIT REQUIRED Code Reference: IBC 105.1 (as adopted by TMC 16.04.020) PERMITS REQUIRED Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the building official and obtain the required permit. Observed Conditions: Researched Permit EL17-0352, shows a permit was issued on May -10, 2017 and expired on Decernber 24, 2017 withoui a final inspection. Corrective Action: Renew your Electrical Permit and have this permit finaled before scheduling the Rental Inspection. Compliance Date: June 4, 2018 Violation # 3 OCCUPYING RECREATIONAL VEHICLES AS DWELLING UNITS CITY OF TUKWILA CODE ENFORCEMENT 9 6300 SOUTHCENTER BLVD, SUITE 100, TUKWILA, WA 98188 0 (206)431-3671 Code Reference: TMC 8.28.070 Occupying Recreational Vehicles as Dwelling Units. A. Definitions. 1. "Recreational Vehicle" means travel trailer, motorhome, fifth -wheel trailer, or similar vehicles used for temporary accommodations while traveling. "Recreational vehicles" also includes boats, personal watercraft, snowmobiles and the like. 2. "Occupied as a dwelling unit" means used for sleeping, cooking, eating or bathing for longer than two weeks in any six-month period. B. Recreational vehicles may not be occupied as a dwelling unit in any zone, except when parked in a licensed mobile home park. Observed Conditions: On April 9, 2018, observed a small camper parked on the driveway. There were two electrical cords and a garden hose extending from the house. The two cords carve from an open window, The two cords and the garden hose were placed through two separate windows. Corrective Action: Discontinue occupying the recreational vehicle as a dwelling unit and disconnect the electrical cords and garden hose. Compliance Date: Aprii27,1018 Violation # 4 ACCUMULATION OF GARBAGE AND RUBBISH Code Reference: IPMC 308.1 (as adopted by TMC 8.28.020) ACCUMULATION OF RUBBISH OR GARBAGE All exterior property and premises shall be free from any accumulation of rubbish or garbage. Garbage is defined as the animal or vegetable waste resulting from the handling, preparation, cooking and consumption of food. Rubbish is defined as combustible and noncombustible waste materials, except garbage; the term shall include the residue from the burning of wood, coal, coke and other combustible materials, paper, rags, cartons, boxes, wood excelsior, rubber, leather tree branches yard trimmings, tin cans, metals, mineral matter, glass crockery and dust and other similar materials. Observed Conditions: On April 9, 2018, observed rubbish and garbage piled adjacent to the detached garage and throughout the property. Observed an open pan outside of the garage filled with what appears to be automotive oil. This oil is overflowing onto the soil from the recent rains. Compliance Date: June 4, 2018 Violation # 5 WEEDS AND OVERGROWTH Code Reference: IPMC 302.4 (as adopted by TMC 8.28.020) WEEDS Premises and exterior property shall be maintained free from weeds or plant growth in excess of [12 inches]. Noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs provided; however, this term shall not include cultivated flowers and gardens. Observed Conditions: On April 9, 2018, observed a significant amount of weeds have been removed to date, however, there are more weeds that need to be removed from the entire property. Corrective Action: Trim back overgrowth throughout the property to a height of 12 inches or less and remove trimmings from the property. Compliance Date: June 4, 2018 Violation # 6 STORAGE OF JUNK VEHICLES PROHIBITED Code Reference: TMC 8.24.020 STORAGE OF JUNK VEHICLES PROHIBITED It is unlawful for any person to keep, store or park, or permit any other person to keep, store or park, any junk vehicle upon any privately -owned property in the City of Tukwila. This ordinance shall not apply to: 1. Ajunk vehicle or part thereof that is completely enclosed within a building. TMC 8.24.010 DEFINITION as used in TMC chapter 8.24, the following definitions shall have the meanings set forth below: 3. "Junk vehicle" is a vehicle that meets three or more of the following requirements: a. Is three years old or older b. Is extensively damaged, such damage including but not limited to any of the following: a broken window or windshield; or missing wheels, tires, motor, or transmission; c. Is apparently inoperable; d. Is without valid, current license plates or is un registered; or e. Has an approximate fair market value equal only to the approximate value of the scrap in it. "Junk Vehicle" also includes a partially disassembled vehicle or individual parts of vehicles no longer attached to one another. Corrective Action: Store the vehicle inside an enclosed structure such as a garage or remove from the property. Compliance Date: June 4, 2018 Violation # 7 UNSOUND ACCESSORY STRUCTURES (DETACHED GARAGE) Code Reference: IPMC 302.7 (as adopted by TMC 8.28.020) All accessory structures, including detached garages, fences and walls shall be maintained structurally sound and in good repair. Observed Conditions: On March 30, 2018, 1 observed the detached garage rear wall is partially detached from the side walls and the roof is sagging. Corrective Action: Permits are not considered completed until a final inspection has been approved by a city inspector.
