ANNOUNCEMENT II. BUSINESS AGENDA A. 2019 1st Quarter Police Department Report Chief Linton updated the Committee on items of interest in the 1' Quarter, including staffing, recognitions, community engagement, significant operations and events, and crime statistics. The Department is fully staffed and there are pipeline positions in place in the event of retirements. Councilmembers are encouraged to go on ride-alongs with Officers. DISCUSSION ONLY. B. Police Department Training Strategy Chief Linton updated the Committee on the Police Department's training strategy, which is focused on providing relevant raining while ensuring the safety and wellness of employees. Training requirements have changed and increased dramatically over time, including mandatory In -Service Training, Crisis Intervention Training, De -Escalation Training, Legal Update Training, and requirements of the new King County Inquest Process Standard. This year the Department will expand and integrate mandated trainings into scenario -based modules to simulate realistic encounters. DISCUSSION ONLY. C. Police Department Wellness & Resiliency Program Deputy Chief Dreyer updated the Committee on the implementation of a number of internal mental health strategies, including a peer support team, counseling with law enforcement mental health specialist, crisis response strategies, professional resources, and more. In addition, the Department is piloting a new mobile app (mRES) customized for Tukwila personnel. Tukwila is the first police department to participate in the study and design of mRES, which is zero cost at this time. DISCUSSION ONLY. Public Safety Committee Minutes May 6, 2019 D. Public Safety Committee Data Requests Committee members discussed the data requests it would like to formally submit to Police and Fire, outlined in the memo based on previous discussions. Chair Robertson stated that it would be an effort to better understand how resources are being used throughout the city. Councilmember Kruller suggested that the reporting already provided to the Mayor and City Administrator may be sufficient for the Council without causing additional work. Councilmember Idan said that the requests are straightforward and asked if there is additional information to learn about repeat offenders. Staff noted that officers can see prior arrest records, and the Judge does look at case history, but that is only available if the case has been filed with the court. Not all courts use the same case management system. The Chiefs stated that Police and Fire can provide the data requested, with Fire able to present in June and Police able to present after a software decision has been made. DISCUSSION ONLY. E. Public Safety Committee Work Plan Committee members and staff reviewed the updated work plan showing items and status. The next meeting will include a discussion on the Justice Center and Fire Station 52. Chair Robertson asked if there should be a committee policy on when to hold and when to cancel a meeting. Councilmember Idan stated that when an agenda has no action items, such as happened tonight, the meeting should cancel and the members should be sent the memos for review. Questions could then be asked of staff one on one. Councilmember Kruller disagreed, stating that she values interfacing with administration and understanding what is going on in the city. She added that it is an opportunity to learn things and resident the constituents. Chair Robertson said that this discussion could continue in the future but for now when a proposed agenda has only 1-2 information items he will consider cancellation. DISCUSSION ONLY. III.
