Zoning Ordinance Draft No. 4 Chapter 18.26 Page 41, Line 14 M I N U T E S The Special Meeting of the Tukwila City Council to discuss the draft of the proposed zoning ordinance was called to order by Council President Van Dusen at 7:12 p.m. LIONEL C. BOHRER, MABEL J. HARRIS, GEORGE D. HILL, J. REID JOHANSON, DANIEL J. SAUL, DORIS PHELPS, Council President GARY L. VAN DUSEN. Mayor Frank Todd, Director of Planning Brad Collins, City Planners Caroline Berry and Fred Satterstrom. Fred Satterstrom, City Planner, gave a slide presentation depicting types of buildings that would be permitted in the P -0 (Professional and Office District). Mr. Satterstrom said Chapter 18.26 represents a new district. The current zoning ordinance does not have a P -0 District, or Professional and Office District. It is looked upon as a district of daytime activities only and would have little use in the evening. It would consist of medical and dental offices; administrative and professional offices such as lawyers, engineers, real estate, accountants, insurance offices; generally accepted schools and studios for education and self- improvement; administrative headquarters of professional and labor unions provided the building and premises are not intended for union vote meetings; governmental offices, but not including police and fire stations; public museums and art galleries; public libraries; business offices providing that no storage or warehousing shall occur on the premises. There is a Board of Architectural Review requirement. There would be a general low profile, buildings would have a maximum height of 3 stories or 35 feet. Page 40, Lines 29 30 Councilman Harris asked about the requirement on Page 40, Lines 29 and 30, where the proposed ordinance states: the building and premises are not intended for union vote meetings." Mr. Satterstrom said this requirement was put in the ordinance to discourage heavy traffic and parking problems that would result when many people came by auto to cast union votes. The parking is not adequate for such events. Councilman Bohrer said normally union voting is not done at an office building, but in a large central location. Planning Commission Chairman Kirsop said this was put in to discourage the unions from getting in the habit of holding meetings with lots of people coming in cars. A brief discussion took place among th Council Members and Council President Van Dusen said it was the consensus to leave Lines 29 and 30 on Page 40 as they have been presented. Page 41, Lines 1 2 Councilman Harris asked about the requirement on Page 41, Lines 1 and 2 where it state: "....but not including police and fire stations." Planning Commission Chairman Kirsop said a conditional use permit would have to be applied for if a police or fire building were put next door to a residence, they should be able to talk to talk about it. Councilman Hill asked about Page 41, Line 14, which would require financial offices such as banks, savings, and loan institutions to apply for a Conditional Use Permit from the City. Mr. Satterstrom said this was because of the retail use that would be presented by banks, savings, and loan institutions. As it becomes retail the character of business is destroyed. RECESS 8:40 8:50 P.M. Chap. 18.30, C -2 District, Regional Retail Business. Sec. 18.30.040 (2) Councilman Bohrer said his main concern would be the traffic that would be generated by banks. Office buildings do not generate so much traffic. Councilman Harris said most of the offices in the City are in areas that are combined with warehouses. At the present there are a lot of office buildings that are not in this zoning. Along Interurban Avenue we have two office buildings that are in the C -M District. We have professional buildings along Strander. She proposed that Chapter 18.26 be eliminated. MOVED BY BOHRER, SECONDED BY HARRIS, THAT CHAPTER 18.26 BE DELETED FROM THE PROPOSED ZONING ORDINANCE. Mr. Bruce W. Solly, audience, said he had sent a letter to the Planning Department outlining a problem they might have. The building they want to proceed with will have six stories plus parking below. The total height will be well under 115 feet. They requested that Draft No. 4 of the proposed Zoning Ordinance be changed so buildings up to 115 feet can be authorized in the P -0 District. Councilman Bohrer said he thought this was a limited type of low density that would be a buffer. Mr. Satterstrom said the C -P does point to office buildings. The P -0 District has been formulated by guidelines laid down by the Council. *MOTION FAILED, WITH HARRIS VOTING YES. Chap. 18.28, C -1 District !1r. Satterstrom said the next chapter to be considered would be (Community Retail Business) Chapter 18.28, C -1 District (Community Retail Business) on Page 43. The Board of ARchitectural Review would be required. Mrs. Louise Strander, audience, said she would feel more comfortable with Section 18.28.020 (31), Lines 25 and 26, if it were more carefully spelled out. There are a number of automotive uses that were allowed about 18 years ago. She said each time she discussed this with the Planning Commission, it was allowed but the text does not reflect the discussions that have taken place. Mr. Satterstrom said the principal use should be service stations where they sell gas and oil. Councilman Bohrer said when fender work is done it gets noisy. He suggested the deletion of the words "gasoline and oil" from Page 44, Line 25. Mr. Solly said service stations are often required to bend out a fender for someone. If the wording is not right it could create a problem. MOVED BY BOHRER, SECONDED BY SAUL, THAT PAGE 11, SECTION 18.06.290 GAS STATION, LINE 15, DELETE "GAS" AND SUBSTITUTE "SERVICE LINE 18 FOLLOWING "LUBRICATING," INSERT "TUNE UP," LINE 19 AFTER "SERVICING" INSERT THE WORDS "INCIDENTAL TO THIS USE." MOTION CARRIED. MOVED BY BOHRER, SECONDED BY SAUL, THAT PAGE 48, LINE 29, ITEM 33, BE DELETED. MOTION FAILED, WITH PHELPS, HARRIS, AND JOHANSON VOTING YES. Council President Van Dusen declared a ten minute recess. The Special Meeting was called back to order by Council President Van Dusen, with Council Members present as previously listed. MOVED BY BOHRER, SECONDED BY SAUL, THAT ITEMS 15, 22, AND 27 ON PAGE 48 BE DELETED. MOTION CARRIED. MOVED BY BOHRER, SECONDED BY PHELPS, THAT ITEM (2) OF SECTION 18.30.040 BE REFERRED TO THE PLANNING DEPARTMENT FOR A RECOMMENDED CHANGE FOR MORE INTENSIVE MULTIPLE FAMILY DEVELOPMENT MOTION CARRIED. He said the Board of Architectural Review is not required in this District. Chris Crumbaugh, representing the Segale Company, asked if Line 21 on Page 51 is too restrictive. Planning Commission Chairman Kirsop said the Planning Commission wanted to have a firm hold on the mini -mall concept. We would not want buildings tacked together to form a mini -mall. Fred Satterstrom, Planner, explained the purpose and principal permitted uses in the C -M District. He said it is proposed to delete the Board of Architectural Review require- ments. MOVED BY JOHANSON, SECONDED BY HARRIS, ON PAGE 53, LINE 26, ADD "CANDY" AFTER WORD "FOODS, MOTION CARRIED. MOVED BY JOHANSON, SECONDED BY PHELPS, THAT BOARD OF ARCHITECTURAL REVIEW BE REQUIRED ON PAGE 55. MOTION CARRIED. MOVED BY SAUL, SECONDED BY JOHANSON, THAT ON PAGE 56, LINE 26, THE WORDS "CANDY MANUFACTURING" BE INSERTED BETWEEN WORDS "TO" AND "BAKERIES." MOTION CARRIED. Fred Satterstrom explained the purpose and principal permitted uses of the M -2 District (Heavy Industry). He stated there is no Board of Architectural Review requirements. MOVED BY HARRIS, SECONDED BY SAUL, THAT ON PAGE 60, LINE 12, THE WORDS "SOME OF" BE INSERTED BETWEEN WORDS "USES" AND "WHICH." MOTION CARRIED. Councilman Hill asked the difference between M -1 and M -2 Districts. Mr. Satterstrom said there is substantially no dif- ference in set backs. They are both required to have 25 foot front yeards. There should be some area for heavy industry to locate. The height restriction is a little different. MOVED BY SAUL, SECONDED BY JOHANSON, THAT THE SPECIAL MEETING ADJOURN. '1 'RRIED.
