Description of Proposal:
Blue Star Gas has submitted a development permit and an unclassified use permit (UUP) to operate a
propane gas distribution facility at 10802 East Marginal Way South. The proposed BIue Star Gas will
include three specific operations on the site:
1. A 30,000 gallon above ground propane storage tank and related vehicle fleet. This tank will be
used in support of Blue Star's propane distribution activities to off -site customers.
2. The site will also have an autogas fueling station for fleet vehicles which will be accessible
to any vehicle user operating an autogas power vehicle. A smaller fuel tank will be used in the
autoga fueling station. This use is similar to a Suburban Propane operation, with the difference.
3. Construction of a 30 feet by 20 feet maintenance and storage shed.
;tar Gas will use an existing modular office building on the site and will construct a new 18'
by 26' canopy for the proposed fueling station.

The City has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental
impact statement (EIS) is not required under RCW 43.21 c.030(2) (c). This decision was made after review of a completed environmental
checklist and other information on file with the lead agency. This information is available to the public on request.
This DNS is issued under WAC 197 -11- 340(2). Comments must be submitted by

Any appeal shall be linked to a specific governmental action. The State Environmental Policy Act is not intended to create a cause of action
unrelated to a specific governmental action. Appeals of environmental determinations shall be commenced within the time period to
appeal the governmental action that is subject to environmental review. (RCW 43.21C.075)
