Miles, Senior Planner, City of Tukwila 6300 Southeenter Blvd, Suite 100 Tukwila, WA 981.88 RE: Proposed Blue Star Operation Dear Mr. Miles: This letter is in response to the proposed Blue Star Gas Facility at 10802 East Marginal Way South in Tukwila Guideway Easement and Drawings based on your decision with Vivian Papen of Safety Quality Assurance Division. We have reviewed all cases with Security and forwarding comments to you. According to International Fire Code 2012 Section 6104: Location of LP -Gas Container, the minimum separation between the LP- Gas Containers and Buildings, Public Work or Lot Lines of adjoining property is required to be minimum 50 feet for the Above Ground LP -gas containers (Table 6104.3 Location of LP -Gas Container). In addition, Section 6111: Parking and Garaging of LP -Gas Tank Vehicles (Clauses 6111.2.2 Durations exceeding 1 hour) states the following: LP -gas tank vehicles parked at any one point for longer than 1 hour shall be located as follows: 1. Off public streets, highways, public avenues or public alleys. 2. inside a bulk plant. 3. At other approved location not less than 50 feet (15240 mm) from buildings other than those approved for the storage or servicing of such vehicles. N:FPA 130 Standard for Fixed Guideway Transit and Passenger Rail Systems Section 6.6 Flammable and Combustible Liquids Intrusions should be complied with when there is any potential Flammable and Combustible Liquid Intrusion. As a result of these concerns, Sound Transit requests that City of Tukwila and Blue Star Facility to perform a detailed blast analysis for the both propane tank and the gasoline tanker trucks at staging area with the following criteria: 1. Fully loaded propane tank 2. Three Gasoline tanker trucks at the staging area 3. Weather condition (Wind Speed, Direction, etc.); 4. Impact to the elevated section of the guideway and any nearby supporting structures. Movement of the resulting fire ball. In addition to the compliance with the regulation rules, Sound Transit requests: 1. The property owner paints the limits of the Sound Transit easement on the final parking lot surface and label the Sound Transit .Easement as "No Parking for Propane Delivery Trucks 2. Prior to the permit being approved by the City of Tukwila, Sound Transit requires that the City of Tukwila confirm that Tukwila .Fire Department has reviewed the plans and, with consideration of proximity to the guideway, has approved the location of the 30,000 gallon tank, the 1,150 gallon tank, the dispensing island, and the fuel delivery truck parking locations. Finally, in your June 3, 2011 email you asked about the ST easement s and any limitations that might exist. The Guideway Easement document is King County Recording Number 20061019001881. Below is a summary of the conditions limitations in the Guideway Easement: 1. The property owner has the right to use the area underneath the guideway as long as it does not interfere with Sound Transit's use. 2. The property owner may park vehicles, landscape, and/or pave the surface area underneath the guideway. 3. Any other use is subject to prior written approval from Sound Transit. 4. The property owner shall not store flammable, explosive, or hazardous materials under the guideway (complies with international Fire Code 2012 NFPA 130). In the event Sound Transit discovers such materials Sound Transit can remove them immediately at the property owner's expense. 5. The property owner shall not have any obstruction of any kind whatsoever within 5 feet of the aerial guideway. 6. The property owner shall not use the area above the guideway or the area within 5 feet below the guideway. 7. Sound Transit has the right to enter additional areas of the property for the purpose of trimming trees that are higher than the top of rail and within 10 feet of the aerial guideway If any further discussion is required, please don't hesitate to contact us.
