REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Barbara Saxton, Administrative Support Coordinator, City Clerk's Office, called the roll of the Council. Present were Councilmembers Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Zak Idan. MOVED BY HOUGARDY, SECONDED BY KRULLER TO EXCUSE COUNCILMEMBER McLEOD FROM THE MEETING. MOTION CARRIED 6-0. CITY OFFICIALS Allan Ekberg, Mayor; David Cline, City Administrator; Ann Marie Soto, Assistant City Attorney; Bruce Linton, Police Chief; Jay Wittwer, Fire Chief; Cyndy Knighton, Senior Program Manager; Stacy Hansen, Human Services Program Coordinator; Lynn Miranda, Senior Planner; Brandon Miles, Business Relations Manager; Laurel Humphrey, Council Analyst; Barbara Saxton, Administrative Support Coordinator, City Clerk's Office. APPOINTMENTS Confirm the appointment of Eileen English to Position #3 on the Human Services Advisory Board, with a term expiring 12/31/2021. Mayor Ekberg introduced Eileen English, a new community member and resident of the SHAG housing development. Ms. English also serves on the Sullivan Center Advisory Board. MOVED BY SEAL, SECONDED BY QUINN TO CONFIRM THE APPOINTMENT OF EILEEN ENGLISH TO POSITION #3 ON THE HUMAN SERVICES ADVISORY BOARD, WITH A TERM EXPIRING 12/31/2021.* Stacy Hansen, Human Services Program coordinator, stated the Board is delighted to have Dr. English join the team, which fills the remaining vacancy on the Board. The Board will start looking at the Human Services RFP (request for proposals) process, which will start again in spring 2020. Ms. Hansen stated she is excited to have Ms. English back in Tukwila and available to offer her expertise to the community. Ms. English stated she is very thankful to have returned to the area after living the past 40 years in Cincinnati. She feels the years in Cincinnati have prepared her for the work she will be doing in Tukwila. As a Chaplain, she embraces providing service to everyone. She is also involved with service work at the Church by the Side of the Road. *MOTION CARRIED 6-0. PUBLIC COMMENTS Amy Tower, 4515 Corliss Avenue North, Seattle, stated she works with the Tenants Union of Washington, a state-wide organization that works with renters, particularly around anti -displacement and the preventative side of the housing crisis. Ms. Tower left her contact information for the Council and City Administration, and stated she would be happy to meet with the City about ideas she has heard from Tukwila City Council Regular Meeting Minutes June 17, 2019 Page 2 of 5 tenants in Tukwila. She explained it is often hard to organize tenants as some fear potential retaliation; renters on a month -to -month lease can be served with a no -cause 20-day notice. She hopes to provide support to people and make them comfortable enough to bring their concerns forward. The Tenants Union is also working with the City Council in Burien, and Ms. Tower was active recently with Tacoma's tenant organizing committee to help pass their code. In response to questions from the Council, Ms. Tower stated she is new to this area and not yet familiar with the City of Tukwila's ordinances relating to housing issues. She feels regulations such as Tukwila's rental housing inspection programs are a proactive way to help people address their healthy living needs. CONSENT AGENDA a. Approval of Minutes: 6/3/19 (RegularMtg.) b. Approval of Vouchers #381108-381235 in the amount of $3,412,876.29 c. Authorize the Mayor to sign Amendment #2 to contract #18-083 to the grant agreement with the Washington State Recreation and Conservation Office (RCO) for the Riverton Creek Flapgate Removal Project in the amount of $100,000 in additional funding from the RCO. [Reviewed and forwarded to Consent by the Transportation and Infrastructure Committee on 6/4/19.] d. A resolution repealing and restating Resolution No. 1943 to authorize submission for an application for grant funding assistance for the Chinook Wind Project (#91441202), and an application for grant funding assistance for a Park Acquisition Project (#90930102), to the Recreation and Conservation Office as provided in RCW 79.105.150, RCW 79A.15.030, WAC 286-13, and other applicable authorities; and to use the Recreation and Conservation Office's applicant Resolution/Authorization Format. Applications for lodging tax funds: (1) Approve an application for lodging tax funds from the City of Tukwila for Art at Southcenter (Parks & Recreation Department) in the amount of $40,000. (2) Approve an application for lodging tax funds from the City of Tukwila for the Tukwila Pond (Parks & Recreation Department) in the amount of $125,000. (3) Approve an application for lodging tax funds from the City of Tukwila for the Rave Green Run (Economic Development Division) in the amount of $10,000. Authorize the Mayor to sign an agreement with Seattle Southside Regional Tourism Authority for 2019-2020 in the amount of $405,000. MOTION CARRIED 6-0. UNFINISHED BUSINESS a. A resolution adopting a six -year Transportation Improvement Program (2020-2025), and directing the same to be filed with the State Secretary of Transportation and the Transportation Improvement Board. MOVED BY SEAL, SECONDED BY KRULLER THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 6-0. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADOPTING A SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM (2020-2025), AND DIRECTING THE SAME TO BE FILED WITH THE STATE SECRETARY OF TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD. MOTION CARRIED 6-0, TO ADOPT RESOLUTION NUMBER 1961. Councilmember Kruller referenced the Council's discussion at the June 10, 2019 Committee of the Whole meeting regarding stopping work on the Strander Boulevard Extension Project, and asked whether the referenced document has been changed to reflect the direction discussed. Cyndy Knighton, Senior Program Manager, stated the Six -Year Transportation Improvement Program (TIP) for 2020-2025 has not been modified at this point pending formal Council action on an amendment. She confirmed that an adopted TIP can be changed for any project listed in the document. David Cline, City Administrator, confirmed the direction given by Council at the June 10, 2019 City Council meeting on the Strander Boulevard project was clear. The TIP is a long-range plan, and any changes to be made will likely be discussed at a Transportation and Infrastructure Committee meeting and come back to the full Council. Retaining the current language at this time will avoid delaying adoption of the TIP. b. An ordinance amending Ordinance No. 2445 extending the franchise term with Astound Broadband, LLC, for one year. MOVED BY QUINN, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, TO PROVIDE FOR A ONE YEAR EXTENSION OF THE FRANCHISE TERM FOR ASTOUND BROADBAND, LLC, AS AUTHORIZED IN ORDINANCE NO. 2445 §3; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY KRULLER, SECONDED BY IDAN THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 6-0, TO ADOPT ORDINANCE NUMBER 2607. c. An ordinance amending Table 18-6, "Land Uses Allowed by District," as codified in Title 18, "Zoning," of the Tukwila Municipal Code, to clarify the types of multi -family dwellings permitted in the Tukwila South Overlay District. MOVED BY QUINN, SECONDED BY HOUGARDY THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 6-0. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING TABLE 18-6, "LAND USES ALLOWED BY DISTRICT," AS CODIFIED IN TITLE 18, "ZONING," OF THE TUKWILA MUNICIPAL CODE, TO CLARIFY THE TYPES OF MULTI- FAMILY DWELLINGS PERMITTED IN THE TUKWILA SOUTH OVERLAY DISTRICT; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY QUINN, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 6-0, TO ADOPT ORDINANCE NUMBER 2608. Mayor Mayor Ekberg attend the "See You in the Park" event at Cascade View Park on June 12, 2019, which was well attended. He noted that the swings previously approved by the City Council were getting a lot of use that evening. He also attended the Tukwila Pride event on June 15, 2019, which was also well attended and noted the vendors were very pleased. He also commented on the great Foster High School graduation ceremony held on June 16, 2019. b. City Council Councilmember Robertson stated that the Fire and Police Chiefs will be at the Committee of the Whole Meeting on June 24, 2019, to discuss the City's fireworks enforcement strategy. He noted there will be extensive communication going out from the City regarding this year's change to a no tolerance policy in Tukwila, and that tickets will be given out to violators. The Public Safety Committee is working to gather information on public safety calls (Police and Fire) to better understand the types, locations and any trends that can be identified, which will help determine if there may be specific policy or financial issues for the Council to discuss. Councilmember Seal reminded Council that she is on a 3-month sabbatical from her job, and stated she appreciates the support from other Councilmembers during any upcoming absences. She will be attending the National League of Cities' summer meeting, where she is on the Council for Youth, Education and Families. Council President Hougardy stated this was the first year she attended Foster High School's graduation since it has been moved to the ShoWare Center in Kent. Although it was different not having the event in Tukwila, she did appreciate that there are no space constraints at the Kent location. Ms. Hougardy also attended the "See You in the Park" event on June 12, 2019, and expressed appreciation to Parks & Recreation staff. She noted that attendance was high from the beginning to the end of the event. On June 14, 2019, she attended the grand opening of the Highline Historical Society museum. Councilmember Quinn attended the Tukwila Pride event on June 15, 2019, and stated there were a lot of activities available. He noted there is an RV parked at a property on 128th Ave. S. that continues to be a challenge. Next week he will attend his first meeting as Sound Cities' representative for South King County for the Complete Count Committee working on the census. Councilmember Kruller attended the Tukwila Pride event on June 15, 2019; she noted that people attended from all over the area. There was a huge stage, and she commended the people at Friendz Cafe and the City for making this happen. She also attended the Seattle Seawolves game in San Diego on June 16, 2019. The team fell behind in the middle of the second half, but pulled out a win at the last second of the game to win the Major League Rugby championship for the second year in a row. Councilmember Idan attended the "See You in the Park" event at Cascade View Park on June 12, 2019, and also noticed the swings were up and running. He noted that at the Transportation & Infrastructure Committee meeting on June 18, 2019, they will be reviewing studies that have been done relating to access to the BNSF Intermodal Facility. c. Staff David Cline, City Administrator, referenced the CA (City Administrator) report and offered to answer any questions. Councilmember Robertson commented on the reference in the report to 700 square feet of Herb Robert that has been removed from Tukwila Park. He noted this is a stinky plant that ejects its seed pods 20 feet out and spreads rapidly. He is now watching for signs of the plant when he walks through Crystal Springs Park. Tukwila City Council Regular Meeting Minutes June 17, 2019 Page 5 of 5 Council President Hougardy referenced page 133 of the agenda packet about the speed bumps question asked by Joe Duffie at last week's Council meeting. She would like to receive a little more information on the "whys" of the decisions on the speed bumps on 53rd Avenue South versus just the data provided, i.e. why only two bumps and why they were placed where they are. Councilmember Seal stated that people are also talking about the street parking on 53rd Avenue South and whether parking will be allowed and/or whether signage will be added. She stated that she experienced the issue herself where only one car can pass through at a time if there are cars parked on the street. Councilmember Quinn stated he feels people would like to know about any upcoming decisions as much in advance as possible, i.e. not to just find out when they see signs posted. Councilmember Idan, Chair of the Transportation and Infrastructure Committee, stated he will talk to the Public Works Director about the issue at their meeting tomorrow and about a plan for getting the word out to the public. d. City Attorney There was no report. e. Council Analyst The Council Analyst referenced the monthly PMQA (Project Management Quality Assurance) update for the Public Safety Plan that is in the Council packet (page 135), and offered to answer any questions.
