PRESENTATIONS II. BUSINESS AGENDA A. Port of Seattle South King County Fund Mr. Gregory presented an overview of the Port of Seattle's South King County Fund (SKCF), which was created in 2018 to designate $750,000 in 2019 to fund projects in airport communities with an additional $10 million designated between 2019 and 2023. The SKCF is intended to fund projects in South King County, factoring in community input, equity, near -term implementation, innovation, established commitments, and matching funds. The Port is in the formative engagement phase and providing briefings to local elected officials in an effort to seek feedback. Fund promotion, management and distribution will take place in Fall 2019 and beyond. Staff will prepare a comment letter with suggestions and urge flexibility in selection criteria to address economic development impacts. Chair Quinn stated appreciation for the Port's commitment to engagement and equity and encouraged staff to think outside the box when proposing projects and to look for opportunities that would benefit traditionally overlooked populations. Any future formal application for funds will go through the normal grant review and approval process. DISCUSSION ONLY. B. City of Tukwila Marks & Logos Staff updated the Committee on the use of differing City of Tukwila marks and logos. In December 2017 the Council approved a wordmark for use in tourism promotion. While the official City Seal is used for general city business, in some cases using the wordmark provides benefits such as readability, usability, and the provision of a distinct voice. Staff provided an overview of uses where the wordmark versus the City Seal would be used and proposes that the wordmark be used for most economic development functions. Committee members express support for staff's usage distinctions. Staff will return to Committee with further discussion on gateway and directional signage opportunities. DISCUSSION ONLY. Community Development & Neighborhoods Minutes July 23, 2019 C. King County Cities Climate Collaboration (K4C) Staff updated the Committee on the efforts of the King County Cities Climate Collaboration (K4C), under which the City agreed to take actions to meet a 50% carbon reduction by 2030 and an 80% reduction by 2050. Staff reviewed the K4C list of near -term climate actions along with staff recommendations. Some items can be handled by Administration and others require policy approval by the Council. Staff will monitor and comment on Vision 2050, review building code amendments, review PSAQ draft fuel standards, monitor grant opportunities for electric charging facilities, and seek approval for a Draft Strategic Energy Management Agreement with Puget Sound Energy, discussed as the next item. DISCUSSION ONLY. D. Puget Sound Energy Management Interlocal Agreement Ms. Robinweiler briefed the Committee on the potential to enter into an agreement with Puget Sound Energy to target electricity and natural gas reductions in City facilities. PSE has a program that provides financial incentives for energy reduction, and if approved by Council, the agreement would provide technical assistance on capital improvements and operational measures as well as staff training on implementation. Chair Quinn expressed support for the agreement and stated that this would be a good opportunity for the City to model responsible energy behaviors. Councilmember Seal spoke in favor of the proposal and Councilmember Hougardy expressed support but stressed the importance of employee comfort and productivity related to office temperatures. MISCELLANEOUS Discussion on King County's Draft 2019 Analysis of Impediments to Fair Housing Choice and Draft 2020-2024 Consolidated Housing & Community Development Plan was postponed.
