Garbage is defined as the animal or vegetable waste resulting from the handling, preparation, cooking and consumption of food. Rubbish is defined as combustible and noncombustible waste materials, except garbage; the term shall include the residue from the burning of wood, coal, coke and other combustible materials, paper, rags, cartons, boxes, wood excelsior, rubber, leather, tree branches, yard trimmings, tin cans, metals, mineral matter, glass crockery and dust and other similar materials.... Observed Condition: On April 22, 2019 you met with City staff to discuss pathways to compliance for this property, and you signed an agreement that stated you would remove all rubbish and garbage from the property by May 3, 20L9. A copy of that signed agreement is included with this Notice for reference. On May 6, 2019 1 observed a large accur—elation of rubbish and/or garbage stored outside on the driveway adjacent to the carport on the barn/g,arage. Rem., include but are not limited to: construction materials, household items and hlled plastic trash bags. Corrective Action: Properly dispose of all rubbish and garbage, or store rubbish and garbage in approved leakproof containers with close -fitting covers or inside an enclosed structure until garbage and rubbish is removed from the property. I observed a large accumulation of rubbish and garbage stored outside the carporton the barn/garage. Neither structure appears to be occupied at this time, and thus appears to be a vacant. property. Corrective Action: Secure exterior of vacant premises against unauthorized entry by securing all access points, including fences and gate openings. Maintain the property to this standard at all times. Compliance Date. 6110119 Violation #3 BUILDING PERMITS REQUIRED Code Reference: IBC 105.1 (as adopted by TMC 16.04.020) PERMITS REQUIRED Any owner or authorizedagent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the building official and obtain, the required permit.. Observed Condition: On April 9, 2019 1 observed a contractor apparently working in the barn/garage of this property. New construction (newer windows, new door) was observed at that time. A Stop Work order was placed conspicuously on this property on that date, requiring permit applications for any construction on either of the structures. As of May 6, 2019, there are no building or development permits or applications on file for any construction work on either structure on this parcel. Corrective Action: Obtain all applicable building permits for building repair or demolition. Permits are not considered completed until a final inspection has been approved by a City inspector. Contact the Building department at 206-431-3655 for permit requirements, or by visiting the Permit Center located at 6300 Southcenter Blvd, Suite 100 Monday -- Friday from 7:30 am to 4:30 pm.
