GOP COMMITTEE OF THE WHOLE CALL T]ORDER/PLEDGE {JFALLEGIANCE Council President Hougardy called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. OFFICIALS Present were Council President Hougardy; Counci|membenaDennis Robertson, Verna Seal, Oe'8ean Quinn, Kate KruUer.Thomas McLeod. Counoi|membor|donwas not inattendance. CITY OFFICIALS Allan Ekberg, Mayor; David C|ine, City Administrator; Bruce Linhon, Police Chief; Jay VWttwar, Fire Chief; Vicky Cadsen, Finance Director; Jeff Friend, Fiscal Manager; Henry Hash, Public Works Director; Laurel Humphrey, Council Analyst; Andy Youn.Deputy City Clerk. PUBLIC COMMENTS Joe Duffie, 5332 South 140th, thanked all those who attended the 53rd Avenue South ribbon cutting ceremony. He expressed concern regarding speeding on several streets, including 59*Avenue South near Tukwila Elementary School, 65 th Avenue South, and 581h Avenue South, and asked that the City address these concerns. Councilmember Quinn referenced public comments made at the August 5, 2019 Regular Meeting and asked ifthere had been follow-up byAdministration. David Cline, City Administrator, indicated a response would be provided through the City Administrator Report at the next Regular Meeting. SPECIAL ISSUES a. 2019 ls' Quarter financial report. Councilmember McLeod indicated this item was discussed at the Finance Committee meeting on July 22, 2O19.Jeff Friend, Fiscal Manager, provided highlights from the first quarter of2O1S.|tisexpected that fund balances will comply with the City's reserve policy at year-end. The Councilmembers asked clarifying questions and asked staff to provide additional information on revenue lost from cutbacks in fire inspection services. b. 2019 Fourth of July fireworks emphasis report. Councilmember Robertson indicated this item was discussed at the Public Safety Committee meeting on August 5, 2019. Fire Chief Jay Wittwer and Police Chief Bruce Linton summarized actions and outcomes of this year's proactive approach on enforcing the ban on the discharge of fireworks and reported there were no citations written by officers. The emphasis team provided education in the form of warnings. Next year. the Fire and Police Chiefs intend to begin community outreach much earlier. Tukwila City Council Committee ofthe Whole Minutes Mayor Ekberg participated in National Night Out and attended the 53rd Avenue South ribbon cutting ceremony. He participated in a fundraising event for the Tukwila Pantry at Hotel Interurban and the Summer Festival held by the Vietnamese Martyrs Parish. b. City Council Councilmember Robertson attended the Watershed Ecosystem Forum of WRIA9 (Water Resource Inventory Area 9). Councilmember Seal reported that the Tukwila Artists in Residence will be holding an Improv Comedy Sports Night atthe Tukwila Community Center onAugust 1O.2O19at7:OOpm. Councilmember Quinn shared the Community Development and Neighborhoods Committee will be reviewing ordinances updating the Shoreline Master Program at its August 13, 2019 meeting. He participated in a Sound Cities Association working group meeting regarding regional solutions to homelessness etthe Tukwila Community Center. Coumci|nlennbar Kru|bnoarticioated in National Night Out, "See You in the Sprinklers" at Tukwila Community Center, and the Summer Festival held bythe Vietnamese Martyrs Parish. Ms. KruUerjoined the Seattle Southside Chamber of Commerce for the Sea-Tac Airport Luncheon. She relayed the Tukwila Pantry iaseeking donations towards repairs for the foodbank'struck. Ms. KruUerasked for anupdate on the CERT (Community Emergency Response Team) program in light of staffing changes. Councilmember McLeod attended the 531d Avenue South ribbon cutting ceremony, the Summer Festival held by the Vietnamese Martyrs. and National Night Out. Mr. McLeod shared the Finance CommiUeo, at its August 12, 2019 meeting, will be continuing work on a resolution updating the Fire Department fee schedule and discussions on revenue and service levels for the Fire Department and Fire Marshal's Council President Hougardyparticipated inNational Night DuL c. MISCELLANEOUS Councilmember Kruller expressed her appreciation for Human Services staff and encouraged Adminiatrotiontofindwayaboconnectat-hskresidentsvvhomaynotread^TheHoze|nut"newa|etterwiMh resources. Ms. Kruller heard that the After -School swim program at the Tukwila Metropolitan Pool have been cut and asked for more information. She also asked if the City is discontinuing the inclusion of pool programming in the Tukwila Recreation Activities Guide. Ms. KruUerasked for anupdate onStART(8ea-TaoAirport Stakeholder Advisory Round Table) asshe recently learned that the cities of Burien and Des Moines have dropped out of the group. Council President Hougardy replied an update on StART will be provided at the August 13, 2019 Community Development and Neighborhoods Committee.
