PUBLIC COMMENTS (per aqenda amendment) David Greer, 3515 South 137 th Street, thanked the Council for their hard work in installing a crosswalk near the intersection of South 141 st Street and Tukwila international Boulevard. He also thanked Police and Public Works staff for their recent efforts with foot patrols at Cascade View Park and removal of graffiti. He asked whether school speed zone cameras on South 144 1h Street will be operational 24/7 as there issignificant speeding. Bruce Linton, Police Chief, explained the cameras will be operational usually an hour before and two hours after school when children are present. Signage and flashing lights will advise drivers that the cameras are in operation. Joe Duff ie, 5332 South 140th Street, welcomed the new employees in attendance tonight. SPECIAL PRESENTATIONS m. Laura Benjamin, Senior Planner with Puget Sound Regional Council (PSRC), presented the Council with an update on PSRC's Draft VISION 2050 Plan. The long-range forecast is for continued growth with a projected population growth of approximately 1.8 million people by 2050. VISION 2050 will focus on regional growth, increasing housing choices, providing equitable opportunities, preserving open space and farms, regional transportation, and environmental protection. The Plan is expected to be adopted at the General Assembly inSpring 2O2O. |nresponse hmquestions from the Council regarding akjoint comment letter, Jack Pace, Community Development Director, explained that Sound Cities Association (SCA) is guiding the process for a joint comment letter that could be approved through the King County Growth Management Planning Council. Cities will have an opportunity to provide feedback on the draft letter at the next SCA Public Issues Committee meeting inSeptember. APPOINTMENTS a. Appointments and reappointments (i) Arts Commission: Confirm the appointment of Dylan Mahler to the Student Representative Position on the Arts Tukwila City Council Regular Minutes August 19, 2019 Page 3 of 5 MOVED BY SEAL, SECONDED BY QUINN TO CONFIRM THE APPOINTMENT OF DYLAN MAHLER TO THE STUDENT REPRESENTATIVE POSITIONS ON THE ARTS COMMISSION, WITH A TERM EXPIRING 06/30/2021. (2) Equity and Social Justice Commission: Confirm the appointment of Kraig Boyd to Position #4 and Gabriela Quintana to Position #9 on the Equity and Social Justice Commission, with terms expiring 12/31/2020. MOVED BY KRULLER, SECONDED BY QUINN TO CONFIRM THE APPOINTMENT OF KRAIG BOYD TO POSITION #4 AND GABRIELA QUINTANA TO POSITION #9 ON THE EQUITY AND SOCIAL JUSTICE COMMISSION, WITH TERMS EXPIRING 12/31/2020. He requested a Moment of Silence in honor of Amairani Uribe-Beltran, who was a Parks and Recreation Department employee. b. Councilmember Quinn attended the Memorial Service for Amairani Uribe-Beltran. Councilmember Kruller attended the Memorial Service for Amairani Uribe-Beltran and the Celebration of Life for Darlene "Oonna^Thornton. Councilmember Idan reported participating in a "Ride -Along" with the Police Department and thanked the Police Department for their excellent work. o. Staff David Cline, City Administrator, referenced the CA(City Administrator) report, and answered clarifying questions bythe Council. d. City Attorney There was noreport. e' Council Analyst Laurel Humphnay, Council Ana|yst, referenced the Monthly Report from the Program Management Quality Assurance (PMQA) provider for the Public Safety Plan, and offered to answer any questions. MISCELLANEOUS Counui|membar Quinn asked if additional penalties could be added for nauk|eos driving and racing on City streets. Bruce Unbon, Police Chief, explained per RCVV4G.O1.SOO. naoNesa driving is a gross misdemeanor and punishable byup0n3O4days injail and amaximum fine cf $5.00O.Andrew Tsoming.Assistant City Attorney, offered to look into the possibility of additional infractions. Council support existed to have the Transportation and Infrastructure Committee review the issue of mitigating reckless driving. Council President Hougardy offered a general reminder that the Council will be having a social gathering with the Tukwila School Board on August 21, 2019 at the Sullivan Center Summer Shindig.
