CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Hougardy called the Tukwila City Council meeting to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

PUBLIC COMMENTS
David Puki, 3748 South 152nd Street, stated frustration with the lack of parking at a recent event held at
the Tukwila Village/Sullivan Center site and stated he will not attend any future events there.
SPECIAL ISSUES
a. Neighborhood Traffic Calming Program 2019 progress update.
Coumd|member|danindicated this item was discussed adthe August 28.2O18Transportation and
Infrastructure Committee meeting. Council adopted oformal criteria/process last year for which residents
could request traffic calming measures.
Hari Ponnekanti, Deputy Public Works Director/City Engineer, provided a mid -year update on the
program, including the Level 1 and Level 2 measures that have been implemented to date.
Hubert Crawley, 1471O58thAvenue South, stated there are numerous issues related to traffic safety on
public streets including: speeding; lack ofpolice pnaoenmm in neighborhoods; streetlights being out; and
more cars parking on the streets, which can impede travel bvfire vehicles. He stated that he has called
about street lights on 58th Avenue South being out, and was told that City Light does that. Healso noted
there are commercial vehicles parking in an alley adjacent to a local business; he has been told by Police
that they cannot enforce parking restrictions asthere isnosignagainthe alley.
Allan Thorne, 13212 31 st Avenue South, stated he has seen multiple methods used extensively in the
north end of the region to try and resolve traffic issues including traffic circles, flashing signsand
chicanes. He stated he would not like tosee Tukwila go the same way. He noted the City has grown and
hewould like bzsee ecomprehensive plan, i.e.iftraffic iurestricted inone area, how will traffic be
facilitated in another, rather than focusing on changes to one area here and then another over there, He
also feels enforcement is an important component in making any change successful.

The Councilmembers commented on the current Neighborhood Traffic Calming Program (adopted on
Deoember1O. 2018 in Resolution No. 1955)and asked clarifying questions. Consensus existed to have
the Transportation and Infrastructure Committee review the program further and explore the suggestions
and questions brought forward this evening.
8:15 p.m. Mayor Ekberg exited the Council Chambers.
b. Ordinances updating the Shoreline Master Program.
(1) Anordinance repealing Ordinance No. 2344;repealing the 2O11Shoreline Master Program;
approving and adopting a new Shoreline Master Program update for the City of Tukwila to
incorporate new state requirements.
(2) An ordinance repealing various definitions as codified in Tukwila Municipal Code (TMC) Chapter
18.OG."[}efinitions^;repealing Ordinance Nos. 234Gand 254QQ23;reenacting TW1CChapter
18.44. "Shoreline Over|my.''toestablish new regulations related toshoreline uses; amending
various ordinances ascodified inTK8C Sections 18.52.030. 18.60.050and 18.1O4.O1Otoupdate
zoning regulations related toshoreline uses.
Councilmember Quinn indicated a public hearing was held at the Committee of the Whole Meeting on
June 24.2O1Q. The ordinances were discussed further at the August 13, 2019 Community Development
and Neighborhoods Committee meeting.
Minnie Dha|kwaiSenior Planner, and Dan Nickel ofThe Watershed Company provided anoverview of
the ordinances and answered questions about the update to the Shoreline Master Program in compliance
with changes to the Shoreline Management Act, Department of Ecology guidelines, and legislative rules.
The Councilmembers commented on the reviews and recommendations from the Community
Development and Neighborhoods Committee (Attachment A in the agenda packet)and the Department of
Ecology (Attachment B)and asked clarifying questions.
Based onreview cfAttachments Aand B.there was consensus boamend the ordinance reenacting
Tukwila Municipal Code Chapter 18.44 as it relates to the following two items detailed in Attachment A:
Item 4, with three options proposed for language related to redevelopment potential. Council
requested that additional information be brought back in conjunction with Council's consensus for
Option 3asthe preferred option for language bobeused inthe ordinance.
Item 6, related to the recreation space requirements, with Council consensus to accept staffs
recommended language and toinclude Footnobe(25).
Ion Maneo, 13462 48th Avenue South, stated that he did not concur with the Planning Commission's
recommendation related tothe elimination of5Upercent ofthe buffer provision and replacement with m
buffer average.
Mike Pruett, Segale Properties, expressed support for the language on page 5 of Attachment A related to
recreation space requirements, and he is available for questions.
Councilmember Kruller questioned proposed language for items 10 and 11 in Attachment A that states
"...to the satisfaction of the Director of Community Development..." and "approvedbyU)eDirectorcf
Community Development...". The Council asked clarifying questions related tothe applicable state law
for permits under these sections. There was not consensus horeturn this issue tothe Community
Development and Neighborhoods Committee for further review. Ms. Oha|ivva|offered hnpropose some
criteria that would be used by the Director of Community Development under these instances.

Ms. Dhaliwal explained the Department ofEcology will not approve the City'o Shoreline K4eehyr Plan until
the Critical Areas code has been updated. Council agreed that staff will move forward with on
ondinanoe(a)updating regulations inCritical Areas. All ofthe ordinances (Shoreline Management
Program and Critical Areas) will then be brought to the Council for final review and adoption at the same
time.

THE REVISED LANGUAGE REFLECTING TONIGHT'S DISCUSSION.
c. An |ntmrhnoel agreement with the City mfSmmTac for Justice Center frontage.
Cound|memberRobertson indicated this item was discussed at the August 1S.2O19Public Safety
Committee meeting. Hari PonnekanU, Deputy Public Works Director/City Engineer, and Brandon Miles,
Business Relations Manager, explained this interlocal agreement requires Tukwila to pay for frontage
improvements to the Justice Center abutting Military Road, which is the City of SeaTac's right-of-way.
The cost of the improvements is $238,553 and will be absorbed into the Justice Center's contingency
budget.
The Councilmembers asked clarifying questions about the shared frontage and the cost.
Consensus existed to have staff obtain an estimate for the frontage work from the City's contractor on the
Justice Center project, and hohave Steve Go|db|ett.the Counci|'oProject yWonagennynt{Jua|hyAosuronma
(PMQA)consultant, weigh innnthe issue.
