CALL TO ORDER In the absence of Council President Van Dusen, Chairman Hill called the
Special Zoning Meeting of the Tukwila City Council to order.

Sec. 18.56.040, Chairman Hill asked if it would be a requirement to have a curb around
Off- Street Parking landscaping in the parking areas?

tions, Page 102, Fred Satterstrom, Planner, said curbing around landscaping is not a
Line 8. uniform requirement throughout the code. Wheel stops are required
in parking areas. Mr. Satterstrom said Section 18.56.040 (5) (d) has
a misplaced comma.
MOVED BY HILL, SECONDED BY BOHRER, THAT SECTION 18.56.040 (5) (d),
LINES 19 21, READ: "WHERE PEDESTRIAN WALKS ARE USED IN PARKING LOTS
FOR THE USE OF FOOT TRAFFIC ONLY, THEY SHALL BE CURBED OR RAISED SIX
INCHES ABOVE THE LOT SURFACE." MOTION CARRIED.
Page 103 Chairman Hill referred to Lines 11 and 12 and asked if curb cuts in
single family use areas would be limited to a maximum of 20' in width?
Fred Satterstrom, Planner, said any administrative decision will be
appealable to the Board of Adjustment and there will be no cost to an
appeal. If a curb is 30' at this time it will be alright. New curb
cuts will be limited to 20'.
Francis North, audience, asked how this would affect the area where
Jim Codiga has his house? The City did not take in the road in the
annexation. Chairman Hill said he thought the City has the road to the
middle of the street. Mrs. North said there are no curbs there.
Chairman Hill said if sidewalks are put in there and the street paved
then the curb cuts would be 20'.
Cris Crumbaugh, audience, said he would think that the City would want
to encourage people not to park on the streets. He would like to see
the Public Works Department have the ability to approve curb cuts in the
industrial area and have them greater than 40' and be closer than 20'
to the property line. People are driving over the landscaping. Chairman
Hill asked if it would be possible for two businesses located on
adjacent lots to put in two 40' driveways on one side. They would have
better egress, and ingress. Cris Crumbaugh, audience, agreed it
would make a smoother flow of traffic.
Fred Satterstrom, Planner, said they differentiate between access roads
such as at Southcenter, and curb cuts like you would find coming out of,
for instance, the Sandwich Shop or the Doubletree curb cut where an
internal access drive in a parking lot is actually something more than jus
a curb cut into a parking lot that is actually serving a number of
properties or a large area and it is more of an access road, in that case
these restrictions would not apply.
Chairman Hill said along Interurban Avenue some of the lots are only
about 50' wide.
Councilman Phelps asked how this section would enhance a property
owner's ability to design offstreet parking. Mr. Satterstrom said the
proposed requirement would make it so there would be a distance of 20'
to the property line and 20' to the property line on the other end
for the entrance driveway. This is on Line 8 and 9 of page 103.
Councilman Phelps said the kind of development between two separate lots,
especially on a street like Interurban is something she would like to
avoid in the new zoning code. When she thinks of the access to the
businesses on Andover East, the Sandwich Shop, Printing Controls and on
down that way, where you drive in at one point and you drive along the
fronts of those businesses, through the parking lot and exit down the
street, that is all under one ownership and is all leased. She said she
would like to encourage that along Interurban, so you could drive in
along the store fronts and not run into curbs and landscaping along the
frontage.

It would eliminate leapfrogging from one driveway to another.
How can we avoid that situation with this kind of a requirement?
Mr. Satterstrom said this does not require adjoining properties
to do this. If they want to cooperatively manage their parking
facilities it would be desirable to do so. It would diminish
the number of curb cuts and handle traffic more easily.
Brad Collins, Director of Planning, said you are not required
to have curb cuts, but if you do have them they cannot be closer
than 40' apart.
Cris Crumbaugh, audience, said a good example is in Federal Way
along Pacific Highway South. You can get off the street and
drive along the access road. Brad Collins said this design is
good for new buildings going in and all of the design conditions
have to be looked into at the time of new development. Locations
of existing driveways will remain.
Councilman Bohrer said there are side yard requirements.
Councilman Harris said if you do not need to get to the back to
park you would not have to have the side yard requirements.
When Interurban develops there will have to be 10' between each
building. Councilman Bohrer said the properties are small on
Interurban.
Brad Collins, Director of Planner, said if you were doing a
development under multiple use development you would be able
to waive some of the side yard requirements. He said it is
his understanding that the Public Works Department does not
wish to vary from the 20' from the property line curb cut.
It is a public safety issue. Councilman Hill said a check
should be made with the Public Works Department to be sure about
this.
Councilman Phelps suggested that Line 8 and 9, Page 103, read:
"...edge of curb cut or access shall be no closer than 20' from
a property line, or less when approved by the Public Works
Department for the safe moving of vehicles."
Mr. Collins said they could discuss this matter with the Public
Works Department, it has been discussed previously and the Public
Works Department has been unwilling to waive this requirement
when it has been brought up by developers. Mr. Collins asked
if the Council would like to have a representative from the
Public Works Department present when this information is brought
back to the Council. Chairman Hill said it would be good to
have them at the meeting to answer questions the Council might
have. He suggested it be discussed next Monday night. Mr.
Collins said it could be discussed at the time the unresolved
issues are considered.
Chairman Hill said Section 18.56.040 (10) appears acceptable
as written. Councilman Bohrer said he thought staff should bring
an explanation on (10).
Francis North, audience, said she was going to consider that the
trucks are parking legally on her brother's land. Other vehicles
are parking there and they are not associated with the landscaping
business. Mr. Satterstrom said if Mrs. North's brother has a
business license and the City inspected the premises then
anything associated with the landscaping business would be
"grandfathered" in. He said he did not know about the other
trucks not associated with the business.
Mr. Collins said they would bring to Council an interpretation
on this section.
Councilman Bohrer said he would like to know about "temporary
storage." Councilman Harris said in her mind it is the car or
vehicle you are using and you take it away from time to time.
Chairman Hill said you could use a motor home for one week, then
come back and park it for two weeks, then go again for one week.

MOVED BY BOHRER, SECONDED BY HARRIS, THAT THE LAST SENTENCE OF
SECTION 18.56.040 (11) BE DELETED. MOTION CARRIED.
Chairman Hill said Section 18.56.040 (11) would be accepted, as
amended.

The meeting was called back to order by Chairman Hill, with
Council Members present as previously listed.
Sec. 18.56.050, Required Chairman Hill said the required number of parking spaces are
number of parking spaces, smaller than we have at the present time.

Fred Satterstrom, Planner, projected the parking requirements
of Section 18.56.050 on the screen, stating all of the listed
uses were not shown in the draft.
Mr. Satterstrom said the requirement is one and one -half for
multi- family and it is being upped to two. The requirements for
food stores and markets has been increased. In the parking for
high schools certain stalls will be indicated for visitors.
Hospital parking is presently one for each 3 hospital beds;
proposed is one parking space for each hospital bed. In outdoor
sports areas the parking spaces shall be determined by the
Planning Commission.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT COUNCIL ACCEPT SECTION
18.56.050 AS PRESENTED IN THE PROPOSED DRAFT. MOTION CARRIED.
Fred Satterstrom, Planner, said the number of loading spaces
required are the same as previous.
Cris Crumbaugh, audience, referred to Line 21, page 105, and
suggested the Board of Adjustment be changed to Planning Commis-
sion.
MOVED BY BOHRER, SECONDED BY HARRIS, THAT LINES 21 AND 22 ON
PAGE 105 READ: "THESE REQUIREMENTS MAY BE REDUCED BY THE
PLANNING COMMISSION, UPON APPEAL AND AFTER HEARING, WHERE THE
COMMISSION FINDS THAT SUCH...." MOTION CARRIED.
Sec. 18.56.060, page 104. Councilman Bohrer said the loading space requirements refer to
small trucks and large trucks. A business might start with
small trucks and then go to large trucks. Mr. Satterstrom said
the type of business determines the size of truck. Brad
Collins said if you have multiple loading spaces at least one
should be a large space so you would always have the option of
requiring them to schedule their deliveries so they would always
have their large trucks maneuvering on site and they could not
use that as an excuse for maneuvering off -site.
MOVED BY BOHRER, SECONDED BY HILL, THAT RETAIL, DEPARTMENT STORES,
MANUFACTURING, STORAGE, ETC., HAVE 30 PER CENT MINIMUM OF
LARGE SPACES.
Councilman Hill said this would require a building to have at
least one long parking space so if the building changed
tenants they could still utilize that one long one by scheduling
their deliveries. This might relieve some of the on- street
maneuvering.

Gary Huff, audience, said they had the handicapped parking
spaces monitored at Southcenter and the use of the spaces was
very small.
Councilman Phelps said the one parking space in 50 could be
applied to some places in Tukwila such as the library.
MOVED BY HARRIS, SECONDED BY BOHRER, THAT COUNCIL ACCEPT
SECTION 18.56.080 AS PRESENTED. MOTION CARRIED.
Councilman Harris said there are over 50% parking space for
compact cars. Councilman Bohrer said the shift at this time
is towards smaller cars.
Gary Huff, audience, said it is almost impossible to enforce
the rule that compact cars use the compact stalls. He said
as the new compact spaces are put in they are being designated
as "Compact Car."

18.56.100, 18.56.110, AND 18.56.120 BE ACCEPTED AS PRESENTED.
