The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Chairperson Carol Zuvela, Vice Chairperson Dennis Sivak, and
Commissioner Ron Johnston. Others in attendance were Fire Chief Nick Olivas, Police Chief
Mike Villa, and Stephanie Brown, HR Director.
CALL TO ORDER

APPROVAL OF MINUTES
Chairperson Zuvela called the September meeting of the
Tukwila Civil Service Commission to order.

THAT THE MINUTES OF THE TUKWILA CIVIL
SERVICE COMMISSION MEETING HELD
AUGUST 1, 2011 BE APPROVED. MOTION
CARRIED.
GENERAL BUSINESS
Civil Service Rules Revision No further action needed by the Commission as the Civil
Service Rule Revisions had been approved at the August 1,
meeting for posting.
Civil Service Examiner /Secretary Stephanie reported to the Commission that she is hoping to
have a final decision by the end of September on filling the
Civil Service Examiner position. She explained to the
Commission that typically the Civil Service Examiner
duties are a part of the Human Resources Analyst function
in most City governments. She reported that in County
government it is typical to have a stand alone position of
Civil Service Examiner. She has a meeting with the Mayor
scheduled for September 23, to discuss the transition of
this position and will report the status to the Commission at
the October meeting.

FIRE DEPARTMENT BUSINESS
Staffing Update Chief Olivas reported that he has two employees on FMLA
leave, one on disability leave, and another leave is pending.
He reported that he has had at least four people out over the
past four months. Commissioner Sivak asked if there is a
time limit for off and on the job injuries. Chief Olivas
reported six to ten months. The Chief reported that a new
Lateral Firefighter to fill the vacancy created with the
promotion of a Captain will start on September 16. He
stated that the new firefighter comes from Clark County
Nevada, and brings eight to ten years of experience to
Tukwila. He added that the department is excited to have
him starting.
POLICE DEPARTMENT BUSINESS
Staffing Update Chief Villa reported that he had four employees on
Administrative Leave. He stated one Officer was recently
returned to duty but will serve a suspension as part of his
discipline.
He also reported that two of their newest employees are in
the Academy and that both are doing well. There are also
four in the background process; three entry Police Officers,
and one Lateral Police Officer. He stated that assuming
they all pass the background process they will be over their
allotted amount for hiring. Chief Villa shared with the
Commission that one of his Officers continues on Military
leave, and that he was just notified that one of his
Commanders will be going on Military leave beginning in
January. He told the Commissioners that there is not a list
for Commanders, but he will need to appoint a provisional
from the Sergeants list. He added if the Commander is
deployed in October, it will be a fourteen month
deployment, and that he may need to request an extension
to maintain continuity in operations.
Certified Entry Police Officer
Eligibility list Stephanie reported that there is one person to be certified
on the eligibility list for certified Entry Police Officer,
Matthew McCourt.
