COMMITTEE OF THE WHOLE MEETING CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS BUDGET PRESENTATION Public Works Dept. M I N U T E S Due to the lack of a Council quorum, the Committee of the Whole Meeting was not held. Councilman Johanson suggested that the agenda be carried forth to September 29, 1981. MABEL J. No oher, Recording Secretary ,1 City Hall Council Chambers Ted Uomoto, Public Works Director, presented the Public Works Department proposal for the 1982 budget. Mr. Uomoto said there is a need for additional manpower, but they do not plan to increase the requirement for staff. They would like to increase the extra labor to help out in the activities. Mr. Uomoto said there are 25 permanent staff members and 1 part -time meter reader. He said he would like to transfer the function of the drain system from the Sewer to the Street Department. An experience graph was shown indicating the starting date of various members of the staff. Mr. Uomoto said there is a period of time re- quired to learn the job and operate at full efficience. In a small city the turnover rate in personnel is high as frequently employees can find better paying jobs with possibilities of advance- ment elsewhere. Mr. Uomoto said the City's changed conditions which have resulted in increased engineering and maintenance responsibility are: 1) Continuing deterioration of City streets eventually requiring major rehabilitation programs. The forthcoming LID /CID may be a partial solution. 2) New streets added to the City with associated storm, water, sewer systems, streets lights. 3) New trails turned over to the City. 4) Flood plain management responsibility. 5) Increased pavement in City increases the storm drainage and flooding problems. 6) Increased development within the City increases the traffic problems during peak traffic hours and holiday shopping sales. Mr. Uomoto explained the various street improvement projects (1982) and the signalization projects (1982) and presented a graph showing the comparison time that would be required from each members of the staff.
