The noise reports and the peer review The noise expected from Link Light Rail was analyzed at the time Sound Transit's Unclassified Use Permit was approved by'Fukwila City Council in 2004. Noise and vibration moni- toring was required for three years from the start of the ser- vice. The first monitoring report was done in 2009 and it showed that the noise levels exceeded the federal limits in some areas. Subsequently, Sound Transit took steps to re- duce the train noise including track grinding, installing track lubricating devices and installing Type 2 acoustic barriers. Following these measures the second year's monitoring re- port showed that noise levels were below federal limits. Ad- ditionally, Sound Transit is proposing to install Type I noise walls along the guideway south of the Duwamish River near S. 11 5th St. as the noise levels in that location are slightly below the federal limits.
