CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS OFFICIALS IN ATTENDANCE REPORTS Mayor's Report CONSENT AGENDA OLD BUSINESS Approval of Use of 1982 Block Grant Funds Council Chambers Regular Meeting M I N U T E S Mayor Todd, presiding, led the Pledge of Allegiance and called the Regular Meeting of the Tukwila City Council to order. CARL CARLSON, City Attorney; ALAN DOERSCHEL, Finance Director: PATRICK LOWERY, Police Chief; JACOB MACIAS, Grants Coordinator; AL PIEPER, Building Official; MAXINE ANDERSON, City Clerk. 3 Sa'I Mayor Todd reported that the proposed 1982 budget has been sub- mitted to the Council. It is a tight budget. The residential street program has been placed in a supplemental budget proposal if additional funds become available. There is a deficit in the Water Fund necessitating an increase in charges. The budget is a total of $15,000,000 which includes $5,000,000 of Federal Grant monies if received, however, chances are not good that the city will receive this money. The Current Fund budget is in- creased approximately the same amount that the current labor contracts mandate for employee salary increases. Alan Doerschel, Finance Director, explained that the budget con- tains a synopsis of each department, a list of their budget re- quests and a list of those items included in the budget. The labor portion of the current fund continues to increase -60% in 1979, 70% in 1980, 68% in 1981 and 78% for 1982. The only way to cut current fund expenses is to cut personnel. About 90% of the current fund budget are fixed costs. Council is going to have to take a serious look at an additional source of revenue. Council President Van Dusen said he will be back at next weeks meeting with a review schedule. Council agreed they want to meet as a whole for review and not in committees. He called attention to two pieces of correspondence -one concerning Maule Avenue and the other Hometel Corporation. a. Approval of Minutes: October 20, 1981 b. MOTION CARRIED. Jacob Macias, Block Grant Coordinator presented the following suggestions to be submitted to King County for the 1982 Block Grant Program. 1. Tukwila Community Center Rehabilitation $8,600, painting, door hardware, heating system modifications and minor insulation. Ordinance #1236 Vacating a portion of 54th Ave. So. lying between So. 166th So. 168th Ordinance #1237 Reclassifying cer- tain lands from R -1 to C -2 (Shimatsu) NEW BUSINESS Claim for Damages: Puget Power, Carol Bish Resolution #801 accepting an offer from Mario A. Segale to place Christmas decorations in City Hall 2. New roof for the Community Center $35,000. $5,000 in popu- lation funds would be used as a partial match for a request of $30,000 in Needs Funds to complete this project. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL APPROVE THE USE OF THE 1982 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AS PRESENTED. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Carl Carlson, Deputy City Attorney, read an ordinance of the City of Tukwila, Wash., vacating a portion of 54th Avenue South lying between South 166th and 168th Streets. MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT ORDINANCE NO. 1236 BE ADOPTED AS READ.* Councilman Bohrer noted that, in a prior street vacation, the charges were reduced for a power line easement running through the property. Councilman Saul stated that the sewer line does not run through lots 1 and 2. Mayor Todd said if these lots are treated the same as the previous vacation, all lots except 1 and 2 would be reduced. The charges are based on the King County Assessor's land value figures. Councilman Saul asked if the City widens the street will property be repurchased from lot 1. Mayor Todd thought it was possible. Councilman Bohrer questioned how the land value was calculated. *MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THIS ITEM BE TABLED TO ALLOW A RECALCULATION OF THE LAND VALUES. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Carl Carlson, Deputy City Attorney, read an ordinance of the City of Tukwila, Wash., reclassifying certain lands from R -1 to C -2 as described in Planning Department Master File 81 -31 -R. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT ORDINANCE NO. 1237 BE ADOPTED AS READ. MOTION CARRIED. Mrs. Sharon Wylie, Administrative Assistant, explained that the first claim is from Puget Power for damage to a street light located on Interurban across from the Silver Dollar Restaurant. The damage was the fault of the city maintenance crew and Mrs. Wylie recommended the $58.59 be paid. MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT THE PUGET POWER CLAIM IN THE AMOUNT OF $58.59 BE PAID. MOTION CARRIED. The second claim was filed by Carol L. Bish, Recreation Department employee, for damage to clothing when there was a flash fire from the carburetor during mechanical problems with a city vehicle. Mrs. Wylie recommended the City pay one -half of the $160.00 claim. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE CLAIM FILED BY CAROL L. BISH BE PAID IN THE AMOUNT OF $160.00. Mayor Todd called the regular meeting of the Tukwila City Council back to order with all council members present. MOVED BY BOHRER, SECONDED BY SAUL, THAT THE STREET VACATION PREVIOUSLY TABLED BE RECONSIDERED. MOTION CARRIED. MOVED BY BOHRER, SECONDED BY HARRIS, THAT THE ORDINANCE BE AMENDED BY SUBSTITUTING THE FOLLOWING LAND VALUE FIGURES: Davis, Lot 8 $1,830.60 Fritz, Lot 7 $1,825.20 Kelly, Lot 6 $1,825.20 Hayes, Lot 5 $1,809.60 Allen, Lot 4 $1,809.60 Allen, Lot 3 $1,419.60 Olson, Lot 2 $2,714.40 Gorjance, Lot 1 $2,648.70 TOTAL $15,882.90* 3 Sod Councilman Bohrer explained that these figures are based on the individual assessed values for the individual properties with the one -half adjustment allowed by state law, then a further one third reduction for the sewer line easement. Councilman Johanson noted there is no sewer line in Lots 1 and 2 so there is no easement through these lots. He asked where the sewer line access would be. Councilman Hill said access could be gained from the easement on South 168th. Councilman Johanson said he believes there should be access to backyards. *MOTION CARRIED WITH JOHANSON VOTING NO. MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Carl Carlson, Deputy City Attorney, read a resolution of the City of Tukwila, Washington, authorizing the Mayor to execute contracts with National Cash Register and Eden Systems for automated data processing services.
