CONSENT AGENDA BID AWARD Bid Award: 2 Ton Truck, Scarff Ford OLD BUSINESS Proposed Water Rate Increase Regular' Meeti M I N U T E S Council President Van Dusen led the Pledge of Allegiance and called the Regular Meeting of the Tukwila City Council to order. LIONEL C. BOHRER, GEORGE D. HILL, J. REID JOHANSON, DORIS E. PHELPS, DANIEL J. SAUL, GARY L. VAN DUSEN, Council President. LAWRENCE E. HARD, City Attorney; SHARON WYLIE, Administrative Assistant; ALAN DOERSCHEL, Finance Director; TED UOMOTO, Public Works Director; MAXINE ANDERSON, City Clerk. Gary Van Dusen, Council President, reported that Mayor Todd is ill so he will be serving as Mayor Pro -Tem until the Mayor returns. Alan Doerschel, Finance Director, reported that interest income for the month of October amounted to $60,075.53 from the following activity: Investments Sold $4,658,000 Investments Purchased $4,358,000 Rachel Black, United Good Neighbor Volunteer, explained that she has worked with Suburban Cities during the U.G.N. drive. The County wide goal of $20,600,000 was passed. Ms. Black presented Mayor Pro -Tem Van Dusen a United Good Neighbor Citiation. The Tukwila City employees achieved a better than 20% increase over last year's pledges. A. Approval of Minutes: November 3, 1981 B. Budget Transfer Motion No. 81 -14: Funds to allow the Arts Commission money with which to purchase appropriate works for the City. Councilman Bohrer asked to have Item C pulled from the Consent Agenda and discussed later in the meeting. MOVED BY JOHANSON, SECONDED BY SAUL, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED. MOVED BY JOHAHSON, SECONDED BY HILL, THAT THE BID FOR THE PURCHASE OF A 2 -TON TRUCK BE AWARDED TO SCARFF FORD IN THE AMOUNT OF $13,449.04. MOTION CARRIED. Alan Doerschel, Finance Director, reported that the October Water Revenue is higher than anticipated. The proposed 1981 revenue estimate will be close. There will still be a need for a rate increase. Councilman Saul questioned the water rate study done by Horton Dennis Associates. We paid good money for a study that really doesn't tell us what we need to know. 35/3 Councilman Hill said that, during the last rate increase, Council tried to maintain a base rate that would not penalize the elderly and fixed income families. We made a sizeable investment in the water rate study and thought we wouldn't have to raise the rates any higher until 1984. Councilman Bohrer agreed and also wondered why the projections hadn't lasted longer. Mr. Doerschel said he would be back to Council with an updated report. Budget Transfer Budget Transfer Motion No. 81 -14 approves $2,000 for the Arts Motion No. 81 -14 Commission Budget. MOVED BY BOHRER, SECONDED BY SAUL, THAT THE $2,000 BE TRANSFERRED FROM NON- DEPARTMENTAL MISCELLANEOUS SALARIES. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY SAUL, THAT BUDGET TRANSFER MOTION NO. 81 -14 BE APPROVED AS AMENDED. MOTION CARRIED.
