COMMITTEE OFTHE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Hougardy called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. SPECIAL PRESENTATIONS Recognize the promotion and swearing inof: ° Sergeant Andi0e|ic(Badge #200) ° Sergeant Phil Glover (Badge #1D5) Mayor Ekberg administered the Oath of Office to Sergeant Andi Delic and Sergeant Phil Glover. PUBLIC COMMENTS Flip Herndon, Superintendent, Tukwila School District, noted there has been alot ofconstruction activity atTukwila schools. He extended appreciation to the Police Department and City Administration for their assistance on opening day, and to Jack Pace, Community Development Director, for helping to ensure inspections were completed sothat our schools could open ontime. JanBolerjaok 13832 Military Road, expressed thanks to the Council for the work of the Arts Commission on numerous events this summer, for addressing the parking situation at the library, for the on -going work ofthe Police Department, and for the support given for Tent City 3. She supports the Haa|thPoint development, as well as discussions on housing development, and she congratulated the City on the award received for Tukwila Village. SPECIAL ISSUES o. An Interlocal Joint Purchasing Agreement with the City of Bellevue for job order contracting. Councilmember Idan indicated this item was discussed at the August 20, 2019 Transportation and Infrastructure Committee meeting. The committee members forwarded this item with unanimous approval and recommended that staff present this item to the full Council since it proposes a new procurement method for the City. Tukwila City Council Committee nfthe Whole Minutes Gail Labanara.Public Works Analyst, explained that job order contracting allows for greater flexibility and streamlined processes. All work would bepaid edprevailing wages and the general contractor must naoohouttooedifiedminorih/-andwoman-ownedoubcontnaubora. Counci|memberRobertson indicated this item was discussed edthe August 5.201Sand September 3. 2019 Public Safety Committee meetings due to new information provided by the City Attorney's office. The committee members forwarded this item with unanimous approval. Fire Chief Jay Wittwer explained that clarification was requested on the wording in the Interlocal Agreement, and a letter from the City Attorney addressing the issue is included on page 37 of the agenda packet. Hestated the |nhadoca|Agreement (|LA)formalizes the mutual aid support the various fire agencies inKing County have provided for each other for decades There was discussion expressing concern about the development process for the ILA and the language in the current version. The importance ofthe following from the City Attomey'swritten statement was emphasized: "I recommend that the City work with other participating agencies to clarify the language at issue within the ILA. I request that the City Council provide a recommendation on a timeline within the next two years (term of the current ILA) for King County Fire Chiefs Association and participating agencies to revise the ILA language and provide a clearer document for all members to consider Chief Wittwer stated that it is his intent to take the concerns about the ILA language to the King County Fire Chiefs Association and to volunteer to head up a committee so that a group will already be in place when the agreement comes up for renewal. CONSENSUS EXISTED TOFORWARD THIS ITEM T0THE NEXT REGULAR MEETING. c' Aresolution updating the Fire Department fee schedule. Councilmember McLeod indicated this item was discussed at the August 12, 2019 and August 26, 2019 Finance Committee meetings. The committee members forwarded this item with unanimous approval. Fire Chief Wittwer and Ben Hayman, Fire Marshal, explained the proposed changes to the Fire Department fee schedule that are intended to adjust current fees to market rates, align more closely with other fire jurisdictions, and recover a portion of the City's costs for fire services. The Fire Department plans totransition bouse ofTRAK-iTfor processing permits. The Councilmembers commented on the updated fee schedule, including the comparisons to fees charged by other cities as shown on pages 50 and 51 of the agenda packet, and asked clarifying questions. Additional discussion centered on responsibility for monitoring and setting the fees, many of which have not been increased since 2010, and how this impacts the departmental budget each year. Coumci|memberMcLeod asked what barriers they are facing hmmeet the January 1.2O2Oroll-out for the new fees. Battalion Chief Hayman suggested afollow-up conversation with the Council ontheir progress in November. CONSENSUS EXISTED TO FORWARD THUS ITEM TQTHE NEXT REGULAR MEETING. d. Discussion on Fire Department budget. Councilmember McLeod indicated this item was discussed at the July 8, 2019 and August 26, 2019 Finance Committee meetings. He expressed appreciation toVicky Cadsen.Finance Director, for her work on this subject. Tukwila City Council Committee ofthe Whole Minutes Ms. Carlsenexplained the Fire Department will most likely exceed the adopted budget due toovertime costs, resulting in the need for a budget amendment totaling $522,900 for 2019 and $496,650 for 2020. She reviewed the information in the hand-out provided to Council. The Coumci|mambers; discussed the various factors impacting the Fire Department budget, including: staffing levels, hires and departures, service levels, revenue options, and trainingsand deployments, and asked clarifying questions onthe information provided inthe hand-ouL CONSENSUS EXISTED T0RETURN THIS ITEM TQTHE FINANCE COK8HOUOUEE FOR ON -GOING DISCUSSION. Council President Hougardy noted that the October 21, 2019 Regular Meeting will be the deadline for a decision on the requested budget amendment. e. An ordinance and a resolution related to House Bill 1406 ("Encouraging investments in affordable and supportive housing"). Councilmember Quinn indicated this item was discussed at the August 27, 2019 Community Development and Neighborhoods Committee meeting. The committee members forwarded this item with unanimous approval. Meredith Sampson, Assistant Planner, explained the state recently approved HB 1406 allowing local governments to collect a portion of state sales tax for addressing affordable housing. The revenue can be used for: ° Acquiring, rehabilitating, orconstructing affordable housing. • Operation and maintenance of new affordable housing or supportive housing facilities. • Providing rental assistance to tenants. The Councilmembers discussed the timeline for action and potential options for use of the funds, and asked clarifying questions. CONSENSUS EXISTED TO FORWARD THUS ITEM TOTHE NEXT REGULAR MEETING. f. An ordinance to establish penalties for the crime of exposing minor children to domestic violence. Councilmember Robertson indicated this item was discussed at the September 3, 2019 Public Safety Committee meeting. The committee members forwarded this item with unanimous approval. Victor Masters, Police Officer, explained the proposed ordinance would seek to make it gross misdemeanor to expose minor children to domestic violence, and gives prosecutors an additional charge to pursue against those arrested on charges of domestic violence when such incidents are committed in the presence ofchildren. MISCELLANEOUS Mayor Ekberg stated the Masonic Lodge recently recognized Joshua Hinson as the Outstanding Police Officer ofthe Year, and he expressed congratulations toOfficer Hinson.
