ISSUE
Each year a resolution comes before the Council for the cancellation of uncollectable accounts
receivable. For 2019, these items include: False Alarms equaling $2,350.00, Miscellaneous
Billings equals $50,840.56 for a grand total of $53,190.56.
BACKGROUND
The process for tracking accounts receivable is quite thorough. The steps below are followed
prior to preparation of the attached write-off resolution.
• Invoice is sent to the recipient by the Finance Department payable in 30 days.
• If payment is not received within 30 days, the receivable is forwarded to our collection
agency, Armada Corp., and placed into pre -collect status.
• At this time, Armada sends a Delinquency Notice to debtor notifying them of the past -due
status of the receivable and asks them to contact the City to make payment. Payments
can still be made directly to the City while in pre -collect status.
• Once 30 days has passed in pre -collect status, the receivable then rolls over to active
collections. At the onset of active collections, a letter is sent to the debtor notifying them
of status change and advising that all payments must now be made through the
collection agency.
• When in active collections status, debtor is contacted both by phone and letter. A search is
made for assets with which the debt could be satisfied. Once the debt has been in active
collections for 45 days, it is then reported to the national credit bureaus
• The last process in the collections cycle is the pursuit of legal action. This includes
attaching checking accounts, garnishments and lawsuits.
• The City will not issue or renew a business license until all outstanding debt owed to the
City is paid.
• It should be noted that while a debt may be written off our books: it is still active in
Armada's collection process.
DISCUSSION
The proposed amount of the 2019 Cancellation of Accounts Receivable is $53,190.56. This is
an annual housekeeping item.
FINANCIAL IMPACT
The financial impact of cancelling $53,190.56 will be to reduce our accounts receivable balance
by this amount. Please note that while we are writing off the accounts receivable for accounting
purposes., the accounts are still being actively worked for collection purposes with the exception

of those accounts where a responsible party cannot be identified. Accounts covered by
bankruptcy law cannot be pursued.
RECOMMENDATION
The Council is being asked to approve the annual resolution authorizing the cancellation of
Accounts Receivable and to forward this item to the Regular Meeting Consent Agenda of
10/7/19.

THE CANCELLATION OF PAST DUE ACCOUNTS
RECEIVABLES.
WHEREAS, certain receivables and checks have been deemed uncollectable after
efforts by both the City and a collection agency have been unsuccessful; and
WHEREAS, the City will continue to pursue these receivables when practical;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Miscellaneous Accounts Receivable. The total of $53,190.56 (per Attachment A)
is deemed uncollectable.

SUBJECT: 2019 Reporting of Abandoned Property to the Washington State
Department of Revenue Unclaimed Property Section
ISSUE
Annual write-off of outstanding and unredeemed accounts payable and payroll claims.
BACKGROUND
Each year by November 1st, the City of Tukwila reports abandoned or unclaimed property that is
owed either to individuals or business vendors to the Washington State Department of Revenue
Unclaimed Property Section and removes these items from the accounting records. All local
governments are required to report unclaimed property except unclaimed restitution. Normal
restitution is then reported each year by the County Treasurer to the State Treasurer.
Current Finance Department policy dictates that all abandoned or unclaimed property be
reported annually to the Washington State Department of Revenue Unclaimed Property Section
through the Council approved resolution process.
DISCUSSION
For the 2019 unclaimed property report year, reporting of abandoned or unclaimed property
totals $10,150.18 comprised of General Fund Accounts, payable Claims checks, Payroll checks
and Court checks.
To the extent possible, those individuals and businesses with unclaimed accounts payable
claims and payroll checks have been notified by the City through "good faith" effort of being
mailed due diligence letters. These individuals and businesses have either not responded to
the due diligence notifications and/or cannot be located in order to claim their property.
One of the largest contributors to Unclaimed Property are juror reimbursement checks. To help
reduce unclaimed property, a member from Finance is reimbursing jurors from a petty cash fund
in the courtroom prior to the start of the trial. Checks are no longer being issued for
reimbursement.
RECOMMENDATION
The Council is being asked to approve the Resolution declaring the cancellation of unclaimed
General Fund accounts payable claims and consider these items on the Consent Agenda at the
October 7, 2019 Regular Council Meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, AUTHORIZING THE CANCELLATION OF
OUTSTANDING GENERAL FUND CLAIMS AND PAYROLL CHECKS.
WHEREAS, the State of Washington, Department of Revenue Unclaimed Property
Section, for the reporting on year 2019, requires a one-year dormancy period for
outstanding claims and payroll checks issued from the General Government Fund; and
WHEREAS, the City of Tukwila Finance Department has made all reasonable
attempts to resolve the outstanding, unredeemed General Fund claims; and
WHEREAS, the City Council of the City of Tukwila wishes to cancel all outstanding,
unclaimed General Fund claims and payroll checks issued prior to July 1, 2018;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
The Tukwila City Council authorizes the cancellation of General Fund checks as
detailed on Attachment A, the 2019 Unclaimed Property Summary Detail Report.

SUBJECT: 2019 2nd Quarter Financial Report
The quarterly financial report summarizes Citywide financial results and highlights significant items or
trends. The second quarter financial report is based on financial data available as of September 9, 2019
for the reporting period ending June 30, 2019.
Allocated budgets are calculated based on the patterns of revenue received and expenditures made in the
previous year with the current year budget allocated using the same patterns. Additional details can be
found in the attached financial reports.
FINANCIAL SUMMARY
The Financial Summary is a general description of the City's financial position as of June 30, 2019. For
additional details, please see the Financial Results section that follows.
Through June 30th, General Fund revenues exceeded expenditures by $617 thousand. General Fund
revenues were $178 thousand over allocated budget and expenditures were under allocated budget by
$156 thousand.

General Fund Revenue
As of June 30th, sales tax continues to be slightly over allocated budget. Property tax is under allocated
budget but is expected to catch up by year-end as the City's property tax levy for 2019 was larger than the
annual property tax budget.
Utility tax and gambling tax are areas of concern for the City. Utility tax revenue has been affected primarily
by a downward trend in telephone tax revenues.
Gambling tax revenue is under allocated budget primarily due to decreased revenues at one of the casinos
in the city. The casino had been temporarily shut down in 2018 and revenues have not returned to historical
levels since. The budget had been based on the higher historical revenue.
Grant revenue is under allocated budget primarily due to the timing of grant draws. It is expected that grant
revenue will increase as the year progresses.
Despite these areas of concern, the outlook for General Fund revenue is good. If trends from the first half
of the year continue, and property tax and grant revenue catch up to budget as expected, then General
Fund revenue should match or exceed the annual budget.
General Fund Expenditures
As of June 30th, there were four unplanned, unexpected events that impacted the City's budget:
• February snow events
• East Marginal Way power poles accident
• Code violations by a local business
• Andover Park East propane leak
For the 2019 -2020 biennial budget, departments were tasked with reducing their budgets by either 3% or
1.5% (Police, Fire). Through the second quarter, three General Fund departments were over allocated
budget: Community Development, Fire, and Street Maintenance.
Professional services costs for Community Development were higher than anticipated in the budget.
However; most of these costs are revenue -backed and can be addressed with a budget amendment.
Fire was significantly over allocated budget for salaries and benefits. This is primarily due to pipeline
positions, retirement payouts, and overtime. Pipeline positions and retirement payouts are not a part of the
annual budget. Overall, Fire's total expenses were at 52% of their overall annual budget half -way through
the year.
Street Maintenance and Operations was greatly impacted by two unplanned, unexpected events; the
February snow events and the power poles falling on East Marginal Way. Due to these events, overtime
costs and supplies costs were significantly greater than anticipated. These events combined with the
replenishment of inventory resulted in Street Maintenance being significantly over allocated budget. It
should be noted that costs related to the power pole incident will be fully reimbursed by the Washington
Cities Insurance Authority.
In September, the Finance department began the process of gathering and reviewing items in preparation
for proposing amendments to the 2019 annual budget.
Other Funds
As of June 30th, with the exception of the Residential Streets fund, all fund balances for Special Revenue
funds, Enterprise funds, Capital Projects funds, and Internal Services funds were strong.

The Residential Streets fund balance was a negative $774 thousand. This is due to timing as most
expenditures were incurred through June for the 42nd Ave S and 53rd Ave S projects while utility partners
weren't billed until August for their portion of the costs. Additionally, Seattle City Light and the City disagree
over the amount of costs to be funded by the utility for their portion of undergrounding costs as the original
estimates were significantly less than the actual costs. As a result, the lack of additional Seattle City Light
funding has had a negative impact on the fund. Staff are still seeking to collect funds from Seattle City Light.
the situation will be addressed via budget amendment. Despite these issues, the fund had a positive fund
balance of $115 thousand as of August 31 st
FINANCIAL RESULTS
General Fund
The General Fund is the City's largest fund and accounts for most City resources and services including
governance, public safety, and administration.

Through the second quarter, general fund revenues totaled $33.9 million compared to an allocated budget
of $33.7 million and were $1.4 million higher than revenues collected for the same period in the prior year.

• Utility taxes were $2.0 million; $365.3 thousand less than the allocated budget of $2.4 million. Three
categories of concern are telephone taxes ($214.7 thousand below allocated budget), gas tax
($101.8 thousand below allocated budget), and electric tax ($94.1 thousand below allocated budget).

• Interfund utility taxes were $1.5 million; $330 thousand over the allocated budget of $1.1 million.
• Gambling and excise taxes through June were $2 million which was $134.9 thousand less than the
allocated budget of $2.2 million. One casino was temporarily closed in the prior year. The budget
anticipated that revenue would remain at historical levels for this casino; however, that has not been
the case.
• Licenses and permits revenue was $3.9 million; $481.7 thousand over the allocated budget of $3.5
million. Revenue from business licenses was $2.9 million; $545.2 over the allocated budget of $2.4
million.
• Intergovernmental revenue was $2.6 million; $238.3 thousand less than the allocated budget of $2.8

Andover Park East Propane Leak
In June, faulty piping in a large propane tank on Andover Park East was discovered which required the safe
burn off ofvapors remaining after the removal ofthe liquid gas. OnAugust 16.the party responsible for the

• Community Development is $75.9K over budget through June. Professional Services
expenditures ($128.9K over allocated budget) have been greater than anticipated in the
budget. The budget had assumed development activity would slow in 2019; however, this has
not been the case. Therefore, services directly related to development activity, such as peer
review, that are typically outsourced, are now over budget. It should be noted that a large
portion of Professional Services are revenue -backed. Repairs and Maintenance expenditures
have not been significantly incurred ($26.5K under allocated budget) while Miscellaneous
Expenditures ($17.6K under allocated budget) have also not been incurred at the level
anticipated.
• Fire is $393.5K over budget. Salaries and benefits were $433.8K over budget resulting from
three retirement payouts in June ($53K), unbudgeted pipeline positions ($214.6K) as well as
overtime costs that were over budget through July ($166.2K). Services and supplies were
under budget by about $40.3K partially offsetting the amount the department was over budget
on salaries and benefits. As of the May 28th Finance Committee meeting, the Finance
Committee began an ongoing analysis of options to address the Fire operating budget issues.

For 2019, the major Residential Street projects are the completion of the 42nd Ave S and 53rd Ave S street
improvement projects which include undergrounding of utilities and installation of sidewalks. The ending
fund balance for the Residential Street funds is negative due to the timing of incurring costs related to the
projects and billing utility partners $726 thousand for their portion (billed in August). Additional funds
expected from Seattle City Light have not been received due to a disagreement with the utility over the
amount of costs they were obligated to fund. Staff are still seeking to collect funds from Seattle City Light.
Other alternatives for increasing the fund balance, such as transfers from other funds are being evaluated.
Despite these issues, the fund had a positive fund balance of $115 thousand as of August 31 st
Several arterial streets projects continued throughout the second quarter. The Boeing Access Road Bridge
over Airport Way Seismic Retrofit is in design. Annual Overlay and Repair was completed while Annual
Signal programs are underway.
As part of the Public Safety Plan (PSP), construction of Fire Station 51 has begun while construction of the
Justice Center continues. Excavation for Fire Station 52 has begun while the construction of the station is
out to bid.
The City is expected to issue Unlimited Tax General Obligation (UTGO) and Limited Tax General Obligation
(LTGO) bonds not to exceed $40.885 million and $25 million; respectively, later in the year. Below is the

SUBJECT: Non -Represented Employee Compensation
ISSUE
City Council adopted Resolution 1951, adopted in November of 2018, provides policy direction
to the Administration regarding employee compensation. This is the first year this revised policy
is being implemented, and is also a "market" year for non -represented employees. The purpose
of this item is to share the implementation steps to date with the Committee, seek additional
guidance from the Committee on some areas of implementation and meet the timelines detailed
in the policy.
DISCUSSION
Before going into the specifics of implementing Resolution 1951, below is a quick discussion of
the changes made from the previous resolution, 1796. The biggest changes are found in the
following categories:
1. Specific timelines and information due to the council for non -represented employees with
data specifically to come from the AWC Washington City and County Employee Salary
and Benefit Survey.
2. Expanded the number of comparable cities by increasing the comparable citiesannual
assessed valuation from +50/-50% to +75/-50% and that comparable cities must have
their own police departments.
3. Strict guidelines on how to deal with positions that are either more than 5 % below the
market and 10% above the market.
4. Simplified the language describing compression.
5. Review of the policy on an annual basis.
Resolution 1951 is broken down in two main areas: "Information to be provided to the City
Council" and "Compensation Policy." A copy of the policy is attached for reference. Below is a
discussion of the implementation of the different areas to date.
Al — "For Represented Employees": The information laid out in this section has been
shared with the City Council during executive session by bargaining group throughout
the process of negotiating the latest collective bargaining agreements. During this
calendar year Human Resources has successfully negotiated new contracts with six
bargaining groups. Of the two remaining, one achieved a tentative agreement this week
and the other continues to bargain and the current contract does not expire until the end
of this year.
2. A2 — "For Non -Represented Employees": Current internal salary trends show that
represented employees are receiving an increase in 2020 and 2021 ranging from 1.53%
to 1.7% (90`)/0 - 100% of CPI). Externally, while staff knows of no cities that have yet
made a final decision on 2020 compensation, conversations with their staff indicate most
are contemplating an increase for non -represented staff between 1.5% and 3%. The
adopted City of Tukwila budget included a 2.5% increase from 2019 to 2020 for non -
represented employees.

Staff is seeking guidance from the Council to finalize the information based on
challenges that have arisen in the implementation of this new policy. There are 39 non -
represented employees that hold 36 different positions in 15 different bands. Previously
the City had benchmarked approximately 12 positions, Staff has attempted to expand
benchmarked positions to over 20 positions in order to provide a more complete
analysis. The AWC Employee Salary and Benefit Survey is not comprehensive, leaving
many positions unable to be benchmarked (benchmarked positions require finding at
least five other comparable positions within our comparable cities). Staff can and has
reached out to the other comparable cities to achieve a higher number of benchmarked
positions, but such activity is outside of the policy direction given in the resolution.
Going outside the AWC survey allows the City to better track total compensation, as the
benefit information provided by AWC is incomplete.
o Question for the Committee — Should staff go beyond the AWC survey in order to
gather as much information as possible, which would include polling our
comparable cities for information on each non -represented position?
o Question for the Committee — Alternately, should the City contract with an
outside firm for a full market study?
3 B1 — This section changed the jurisdictions defined as comparable cities from +50/-50%
of Tukwila's annual assessed value to +75/-50% AV with a police department. This has
resulted in the City now having 15 comparable cities, seven under Tukwila's AN and
eight above. The comparable cities with their AV are attached.
o Question for the Committee — the policy does not address Fire as only three of
our comparable cities have stand-alone fire departments (Snoqualmie, Mukilteo
and Bothell). This affects two employees, the Fire Chief, and Assistant Fire
Chief. Staff believes there are two options: 1) the City can choose to not
benchmark these positions, or 2) the City can use comparable fire
districts/authorities with the same AN direction given in section B1 of Resolution
1951. Neither of these are perfect options.
4, B2 — Staff is currently analyzing the salaries with comparable jurisdictions and will
present the information to the Committee on October 14, 2019.
5. B3 — Staff is currently analyzing the data per the item above. At the October 14, 2019
Finance Committee staff will provide all documentation defined in this section of the
resolution.
6. B4 — This section, non -represented COLA for odd years, was implemented in November
of 2018 for the 2019 Fiscal Year as a part of the biennial budget process.
7. B5 — Staff is not suggesting any changes to employee benefits at this time. The
Administration expects there will be a discussion on health care costs during the
2021/2022 budget process.
8. B6 — Analysis to date shows that there is salary compression within the organization.
Specifically, recent contract changes have resulted in compression between the Police
Commanders and Deputy Chief. Compression at this level has a cascading effect
impacting other leadership positions. The full compression analysis will be presented to
the Committee on October 14, 2019,
9. B7 — Staff strongly agrees that the compensation policy should be reviewed on a regular
basis. In fact, implementing this policy has brought to light deficiencies in the City's
Decision Band Method (DBM) compensation system, Like any major system, without a
significant refresh on a regular basis, a static DBM system can become obsolete. In
addition, after a review of comparable and neighboring cities, it is has become clear that
most have moved away from a DBM system to market -based ones. While any employer
needs to have a system — and the DBM one did work for the City for a number of years —
it is clear that either the DBM needs to be updated or the City should move to a different
system. Staff believes the City should explore moving to a market -based system and

will be bringing a proposal to the Finance Committee in the fourth quarter of this year for
a process exploring this option. Moving to a new compensation system — and even
simply updating the existing DBM one so that can function as requested by Resolution
1951 — will require a budget amendment.
RECOMMENDATION
Staff is seeking answers to the questions raised above and will return to the next Finance
Committee meeting with the full analysis discussed above.

WHEREAS, the City believes that the purpose of a compensation program is to
facilitate recruiting, retention, development and productivity of employees; and
WHEREAS, the City desires to utilize standardized policies, procedures and
processes, wherever possible, for compensating all employee groups, both represented
and non -represented; and
WHEREAS, the City recognizes that current economic conditions and forecasts,
long-range City budget forecasts, and position rates for comparable jurisdictions, as
well as internal equity considerations, should assist in guiding the compensation of
employees; and
WHEREAS, the City has made a determination to, when economic conditions
allow, review and adjust non -represented employee salaries via a market analysis to
that of the average of comparable jurisdictions in even -numbered years, and to provide
a cost -of -living (COLA) allowance in odd -numbered years; and
WHEREAS, the City has made a determination to, when economic conditions and

Section 1. The following statements and processes are adopted for the purpose of
guiding compensation programs for employees of the City of Tukwila.
A. Information to be provided to the City Council.
1. For Represented Employees. A written presentation of current internal
and local external public agency salary and benefit trends, including a salary and
benefits market survey of comparable jurisdictions, as defined herein, will be provided
to the City Council. This presentation must be made to the Council prior to the
commencement of negotiations with the bargaining units regarding salary and benefits.
The City Council and Administration will discuss represented employee group
negotiation expectations, negotiating points, salary and benefit change floors and/or
ceilings prior to the beginning of, and at appropriate points during, negotiation sessions.
2. For Non -Represented Employees. A written presentation of current
internal and local external public agency salary and benefit trends, including a salary
and benefits market survey of comparable jurisdictions, as defined herein, will be
provided to the City Council by Administration every year by the end of the third quarter
that a non -represented salary increase is due. Relevant Association of Washington
Cities (AWC) data from the previous year's Washington City and County Employee
Salary and Benefit Survey, for the comparable jurisdictions, will be used in the salary
market survey.
B. Compensation Policy.
1. All Puget Sound jurisdictions with +75/-50% of Tukwila's annual assessed
valuation, using the most current data from County Assessors, will be used to create
the list of comparable jurisdictions for evaluation of salary information. A second
criteria to be used to refine comparable jurisdictions is to only include cities with their
own police department. It is desirable to use the same comparable jurisdictions for
both represented and non -represented employee groups.
2. For non -represented employees, the City desires to pay the average salary
for the particular pay scale, as derived from the comparable jurisdiction data described
in Section B.1. If the City's pay scale for any classification does not represent the
average of comparable salary ranges (+/-5%), written justification must be provided to
the City Council. For represented employees, the City desires to pay salaries that are
competitive to the City's comparable jurisdictions.
3. Positions that are 5% below the market and up to 10% above the market
are considered competitive with the market and will receive a market adjustment the
year the survey is to occur. Those positions more than 10°/0 above the market will not
receive an adjustment during the year the market adjustment is to occur and will
warrant further evaluation. Documented justification of potential reclassification will be
provided to the City Council for review and approval. If the documented justification
results in reclassification, any adjustments will be made in alignment with City policy.

4. The cost -of -living adjustment (COLA) in odd -numbered years for non -
represented employees shall be based upon 90% of the Seattle -Tacoma -Bellevue
Consumer Price Index (CPI-W) Average (June to June). It is desirable to calculate
represented cost -of -living adjustments the same way, unless a different method is
authorized by the Council. Considerations for cost -of -living adjustment for odd -
numbered years will be based upon internal equity with represented groups to
determine if an adjustment is warranted. Administration will provide a written
justification documenting that an adjustment is warranted for the City Council's review
and approval prior to implementation.
5. The goal of the City is to establish parity between represented and non -
represented employees' benefits. The City desires to provide employee benefits that
are competitive to the comparable cities described herein. The City will endeavor to
keep increases to annual health care costs under market averages. If costs exceed
market averages, adjustments will be made to reduce benefit costs.
6. The goal of the City is to mitigate or avoid salary compression issues
where possible. An example of salary compression is when there is only a small
difference in pay between employees regardless of their skills, level, seniority or
experience. Administration will provide a written justification documenting that an
adjustment is warranted for the City Council's review and approval prior to
implementation.
7. The City Council shall review the compensation policy described herein on
an annual basis to assess efficacy and make adjustments if warranted. If the
Administration determines that a deviation from the above process (in its entirety or for
individual positions) is necessary, it will provide justification to the City Council for
review and approval prior to the adoption of any process change.
Section 2. Resolution No. 1796 is hereby repealed.

SUMMARY OF INVESTMENT POLICY
It is the policy of the City of Tukwila to invest public funds in a manner that will provide maximum
security with the highest investment return while meeting the daily cash flow demands of the City
while conforming to all state and local statutes governing the investment of public funds.
INVESTMENT HOLDINGS
As of June 30, 2019, the portfolio totaled $69.3 million comprised of $50.6 million in cash and cash
equivalents and $18.7 million in longer term investments. The attached "Cash and Investment

RETURN ON INVESTMENTS
The current portfolio yield on June 30, 2019 was 2.24%. Over the past 12+ months the
returns from the cash accounts held with LGIP and Columbia Bank have steadily increased,
with both accounts earning better than 2.5%.
Government agency bond investments, many of which were purchased in 2017, have an
average return of 1.36%. Municipal bonds currently have an average return of 3.4%.
The chart below illustrates the cash flows from bond investment income over the next 12
months.

POLICY COMPLIANCE AND LIQUIDITY ANALYSIS
The portfolio profile is well within the range of all investment policy parameters. Over the
next six-month more than $7 million in bond investments will mature, many of which are
intended to meet the cash flow needs of Public Safety Plan construction. See "Policy
Compliance & Liquidity Analysis" attachment for additional detail.
The investment benchmark of the 2-year treasury was exceeded by almost 20 basis points.
The 2-year treasury rate has been trending downward, peaking in Sept 2018 at 2.82% and
currently at 1.79%. Interest rates from the LGIP and Money Market accounts are following
this same trend having declined slightly in recent months.
The investment portfolio will continue to be managed to take advantage of investment
opportunities as they arise.

Investment Policy
1.0 Policy
It is the policy of the City of Tukwila to invest public funds in a manner that will provide
maximum security with the highest investment return while meeting the daily cash flow
demands of the City, while conforming to all state and local statutes governing the
investment of public funds.
2.0 Scope
This policy applies to the investment of all public funds in the custody of the Tukwila
Finance Director. Funds covered by this policy include all city funds created by the
Tukwila City Council, and are accounted for in the City's Comprehensive Annual Financial
Report (CAFR).
2.1 Fund Types:
• General/Current Expense Funds
• Special Revenue Funds
• Debt Service Funds
• Capital Project Funds
• Enterprise Funds
• Internal Service Funds
• Trust Funds
• Agency Funds
2.2 Funds relating to debt service will be invested in accordance with appropriate bond
documents.
3.0 Prudence
Investments shall be made with judgment and care, under circumstances then prevailing,
which persons of prudence, discretion and intelligence exercise in the management of their
own affairs, not for speculation, but for investment, considering the probable safety of their
capital as well as the probable income to be derived.
The standard of prudence to be used by investment officials shall be the "prudent person"
standard and shall be applied in the context of managing an overall portfolio. Investment
officers acting in accordance with written procedures and the investment policy and
exercising due diligence shall be relieved of personal responsibility for an individual
security's credit or market price changes, provided deviations from expectations are
reported in a timely fashion and appropriate action is taken to control adverse
developments.

Investment Policy
4.0 Objectives
The primary objectives, in priority order, of the City's investment activities shall be:
Safety: Safety of the principal is the foremost objective of the investment program.
Investments of the City shall be undertaken in a manner that seeks to ensure the
preservation of capital in the overall portfolio. To attain this objective, diversification
is required in order that potential losses on individual securities do not exceed the
income generated from the remainder of the portfolio.
4:4 Liquidity: The City's investment portfolio will remain sufficiently liquid to enable the
City to meet all operating requirements that might be reasonably anticipated.
• Yield: The City's investment portfolio shall be designed with the objective of attaining
a market rate of return throughout budgetary and economic cycles, taking into account
the City's investment risk constraints and the cash flow characteristics of the portfolio.
See 13.0.
5.0 Delegation of Authority
Authority to manage the City's investment program is derived from Ordinance 1916,
adopted by the Tukwila City Council on May 15, 2000. Management responsibility of the
investment program is vested in the City of Tukwila Financial Director under the express
authority granted in RCW 39.29.020.
5.1 The City Finance Director may appoint an Investment Officer whose responsibilities
will include initiating daily transactions in the investment portfolio based on
liquidity and cash flow requirements of the City.
5.2 Investments relating to bond proceeds shall be made consistent with 4.0,
"Objectives."
5.3 Written procedures shall be established for the operation of the investment program
consistent with this investment policy.
6.0 Ethics and Conflict of Interest
6.1 Officers and employees involved in the investment process recognize that the
investment portfolio is subject to public review and evaluation. The overall program
will be designed and managed with a degree of professionalism that is worthy of the
public trust.
6.2 Officers and employees involved in the investment process shall refrain from
personal business activity that could conflict with the proper execution of the
investment program, or which could impair their ability to make impartial
investment decisions. Employees and investment officials shall disclose any
material financial interests in financial institutions that conduct business within this
jurisdiction, and they shall further disclose any personal financial/investment
positions that could be related to the performance of the City's portfolio. Employees
and officers shall subordinate their personal investment transactions to those of the
City, particularly with regards to the timing of purchases and sales.

7.0 Authorized Financial Dealers and Institutions
7.1 Pursuant to state statutes (RCW 39.58), the deposit of public funds and the
placement of "investment deposits" (i.e. time deposits, money market deposit
accounts and savings deposits of public funds), will be placed only with institutions
approved by the Washington Public Deposit Protection Commission (PDPC) as
eligible for deposit of public funds. The maximum amount placed with any one
depository will not exceed the net worth of the institution as determined by the
PDPC.
7.2 In addition, the Finance Director will maintain a list of approved broker/ dealers that
are authorized to provide investment services to the City.
7.2.1 Authorized broker/dealers must maintain an office and be currently registered
in the State of Washington.
7.2.2 Authorized broker/dealers will be limited to primary dealers or other dealers
that qualify under SEC Rule 15C3-1, the Uniform Net Capital Rule.
7.2.3 All approved firms and the individuals that represent them are required to read
this policy and certify that they understand and will comply with the City's
investment objectives and constraints.
7.2.4 Broker/dealers that have been selected to provide investment services to the
City are required to submit an audited financial statement annually to the
Finance Director and proof of National Association of Securities dealers
certification.
The Finance Director will conduct an annual review of the financial condition of the firms.
The current audited financial statement is required to be on file for each financial
institution and broker/dealer with whom the city invests.
8.0 Authorized Investments
State statutes and this investment policy limit the types of securities authorized for
investment by the City. The principal governing statutes are RCW 39.59 and RCW 39.60.
The Finance Director may further restrict eligible investments by this policy at his/her
discretion. Authorized investments include (but are not limited to):
8.1 U.S. Treasury Securities.
8.2 U.S. Agency Securities (i.e. obligations of any government -sponsored corporation
eligible for collateral purposes at the Federal Reserve).
8.3 Certificates of Deposit, Money Market Deposit Accounts and savings deposits with
qualified depositories within statutory limits as promulgated by the PDPC at the time
of investment.
8.4 Bankers Acceptances (BA's) purchased on the secondary market with a rating of A-
1, P-1, its equivalent or better General Obligation Bonds of a state or local
government which have at the time of the investment one of the three highest credit
ratings of a nationally -recognized rating agency.

8.5 The Washington State Local Government Investment Pool GIP).
9.0 Safekeeping and Custody
9.1 Securities purchased by the Finance Director are to be held in a custodial account in
the safekeeping or trust department of a bank acting as third party custodian for the
City of Tukwila.
9.2 All security transactions conducted by the custodian on behalf of the City of Tukwila
are to be on a delivery -versus -payment (DVP) basis.
9.3 Certificates of Deposit, transaction receipts for Money Market Deposit Accounts or
savings deposit accounts will be held by the Finance Director.
10.0 Diversification
The City of Tukwila will diversify its investments by security type and institution.
10.1 No more than fifty percent (50%) of the City's portfolio, at the time of purchase,
shall be in any single financial institution.
10.2 Except, that no more than seventy-five (75%) of the City's portfolio, at the time of
purchase, shall be invested in the Washington Local Government Investment Pool.
10.3 Investment of 100% of the City's portfolio in U.S. Treasury securities shall be
allowed; this is a risk free investment and, in the event of unforeseen circumstances,
the City shall have the ability to invest the entire portfolio in a risk free investment.
10.4 No more than seventy-five percent (75%) of the City's portfolio, at the time of
purchase, shall be invested in U.S. Agency securities.
10.5 The City's Finance & Safety Committee can authorize a variance to 10.1, 10.2 or
10.4 prior to purchase, if it is deemed in the best overall benefit to the City.
11.0 Maturities
To the extent possible, and to preclude the sale of securities that could result in a loss,
investments will be made to coincide with anticipated cash flow requirements.
11.1 At the time of investment, a minimum of thirty percent (30%) of the portfolio will be
comprised of investments maturing or available within one year.
11.2 At the time of investment, eighty percent (80%) of the portfolio will be comprised of
investments maturing or available within five (5) years and no instruments shall have
a maturity exceeding ten (10) years, except when compatible with a specific fund's
investment needs.
11.3 To provide for ongoing market opportunity, investment maturities should be
laddered or staggered to avoid the risk resulting from overconcentration of portfolio
assets in a specific maturity.
11.4 The average maturity of the portfolio shall not exceed three and one half (3 V2) years
or forty two (42) months.

11.5 Any variance to 11.1, 11.2, 11.3 or 11.4 must be approved by the Finance & Safety
Committee prior to occurrence.
12.0 Internal Controls
The Finance Director shall establish an annual process of independent review by an
external auditor. This review will provide internal control by assuring compliance with
policies and procedures. Such reviews may result in recommendations to change operation
procedures to improve internal controls. Controls shall be designed to protect against loss
of public funds due to fraud, error, misrepresentation or imprudent actions.
13.0 Performance Standards / Benchmarks
The investment portfolio will be designed to obtain an average rate of return during
budgetary and economic cycles which meets or exceeds the average two-year Treasury
note rates for the corresponding time period computed without regard to funds set aside for
operating liquidity requirements or for specific purposes. This performance standard shall
take into account the City's investment risk constraints and cash flow needs.
14.0 Reporting
The Finance Director will submit a quarterly report to the City's Finance & Safety
Committee that summarizes the current portfolio position and performance. These
reports shall provide an accurate and meaningful representation of the investment
portfolio, its performance versus the established benchmark, and proof of compliance
with the investment policy.
15.0 Investment Policy Adoption
Adoption of this policy is made pursuant to the provisions of RCW 36.48.070.

Policy statement —Service delivery objectives.
(1) Every city and town shall maintain a written statement or policy that establishes the
following:
(a) The existence of a fire department;
(b) Services that the fire department is required to provide;
(c) The basic organizational structure of the fire department;
(d) The expected number of fire department employees; and
(e) Functions that fire department employees are expected to perform.
(2) Every city and town shall include service delivery objectives in the written statement
or policy required under subsection (1) of this section. These objectives shall include specific
response time objectives for the following major service components, if appropriate:
(a) Fire suppression;
(b) Emergency medical services;
(c) Special operations;
(d) Aircraft rescue and firefighting;
(e) Marine rescue and firefighting; and
(f) Wildland firefighting.
(3) Every city and town, in order to measure the ability to arrive and begin mitigation
operations before the critical events of brain death or flash -over, shall establish time objectives
for the following measurements:
(a) Turnout time;
(b) Response time for the arrival of the first arriving engine company at a fire suppression
incident and response time for the deployment of a full first alarm assignment at a fire
suppression incident;
(c) Response time for the arrival of a unit with first responder or higher level capability at
an emergency medical incident; and
(d) Response time for the arrival of an advanced life support unit at an emergency
medical incident, where this service is provided by the fire department.
(4) Every city and town shall also establish a performance objective of not less than
ninety percent for the achievement of each response time objective established under
subsection (3) of this section.

RCW 35.103.040
Annual evaluations Annual report.
(1) Every city and town shall evaluate its level of service and deployment delivery and
response time objectives on an annual basis. The evaluations shall be based on data relating to
level of service, deployment, and the achievement of each response time objective in each
geographic area within the jurisdiction of the city or town.
(2) Beginning in 2007, every city and town shall issue an annual written report which shall
be based on the annual evaluations required by subsection (1) of this section.
(a) The annual report shall define the geographic areas and circumstances in which the
requirements of this standard are not being met.
(b) The annual report shall explain the predictable consequences of any deficiencies and
address the steps that are necessary to achieve compliance.
