PRESENTATIONS II. BUSINESS AGENDA A. Terms of Sale: 5751 S. 130th Place Staff is seeking Council approval to acquire property at 5151 S. 130th Place in the amount of $3,000 through the King County Tax Title process. The land is available through auction and the price is for the cost of foreclosure and sale and reimbursement for the equity of tax. There is no profit to the County. The property includes approximately 216 feet of waterfront on a steep slope, provides shade to the river, and would require minimal annual maintenance. UNANIMOUS APPROVAL. FORWARD TO APRIL 1, 2019 REGULAR CONSENT AGENDA. B. Memorandum of Understanding: Children's Therapy Center Staff is seeking Council approval of a joint Memorandum of Understanding (MOU) agreement with the Children's Therapy Center. The MOU includes the cities of Auburn, Burien, Covington, Des Moines, Federal Way and Renton. Tukwila is the lead city and pays a share of $14,512 as approved by the Human Services Advisory Board and City Council. The Children's Therapy Center provides residents in the member cities with a variety of services including physical, occupational and speech therapy, oral motor and feeding, social skills, aquatic and hippotherapy, fitness center group, early intervention and parent education. UNANIMOUS APPROVAL. FORWARD TO APRIL 1, 2019 REGULAR CONSENT AGENDA. C. Potential Development Agreement for Proposed Riverton Heights Project Staff is seeking Committee direction on negotiating a Development Agreement with Rune Harkestad for a mixed -use, 6-story building at the northwest corner of Tukwila International Boulevard and South 144th Street. The applicant is seeking flexibility on standards relating to height, recreation space, parking, landscaping and setbacks. The proposed project is an approximately 250x64' building with 43 dwelling units, including 6 studios, 15 1-bedrooms, 16 2- bedrooms, and 6 3-bedrooms, with 2 below grade parking decks and 5,235 sf of commercial space at the ground floor. Committee members expressed support for the project and directed Community Development & Neighborhoods Minutes March 26, 2019 staff to work on the Development Agreement with the applicant. Councilmember Robertson urged caution around parking and suggested language protecting the residential overflow parking from future redevelopment. He also asked for examples of what other recent developments like this are doing to provide recreation space. Councilmember Seal would like to see thoughtful analysis of the recreational space requirement. Chair Quinn agreed and also suggested thinking creatively about encouraging residents toward transit and walking. RETURN TO COMMITTEE. D. Food Innovation Network Mini Food Hall at Tukwila Village Ms. Martin briefed the Committee on the potential mini -food hall that will be in the restaurant space in Building A at Tukwila Village. The Food Innovation Network (FIN) has been exploring the feasibility of this project with the developer and has started a capital campaign as well as applied for state funding to use for tenant improvements. FIN is a program of Global to Local and works with low-income entrepreneurs to become self-sufficient through food -based businesses. The mini -food hall would serve as a business incubator that could accommodate at least 20 food businesses. Staff believes this project would be a benefit to the community in that it will provide a variety of international cuisines to people who live and work in the area. Committee members expressed support for the project. DISCUSSION ONLY. E. Rental Housing Program Update Staff provided an update on the implementation of the audit provision for the Residential Rental Licensing Program adopted by the Council in late 2018. Staff offered courtesy inspections to owners who had hired a certain non -city inspector who had been identified as sub -standard. Seven units were reinspected, and inspectors are working with the owners to correct deficiencies of the three that did not pass. Staff also redesigned the inspection checklist to include a ranking of severity of an observed violation. Committee members discussed the program. Chair Quinn suggested outreach to the School District and other community partners as a way to empower renters and promote the City's expectations for housing. DISCUSSION ONLY. III.
