Mayor Todd, led the Pledge of Allegiance and called the Regular
Meeting of the Tukwila City Council to order.

Council Member Phelps said she became aware of the problems and
opportunities for the handicapped when she moderated a workshop
at the Association of Washington Cities Conference. Since then,
her goal has been to recognize outstanding citizens and publicize
the availability of access and other accommodations in the com-
munity for the disabled.
The citizens being honored this evening are outstanding, but not
unique. The disabled person is a hardworking, dependable and
conscientious contributor to our society. We must always remember
that disabled does not mean unable.
She introduced Terry Juneau, janitor and general Building Maintenance
Supervisor at Showalter Middle School. He has worked for the
school district since 1965. She further introduced Mrs. Janelle
Baldwin, SouthCentral School Board, who noted that Mr. Juneau is
a self supporting and contributing member of our community. His
work performance is excellent. It is my pleasure to see Mr.
Juneau recognized as an outstanding employee and a man who knows
no barriers.
Council Member Phelps introduced Mr. Arthur A. Melot, an employee
of Cello Bag, who is also employed in the capacity of janitorial
and general maintenance work. He has worked for Cello Bag since
1965. She introduced Mr. Ward Williams, President of Cello Bag,
who commented that the employees at Cello Bag consider it an
honor and a privilege to work with Mr. Melot. He is an asset to
Cello Bag Company. His service record is excellent. He thanked
the Mayor and City Council for the opportunity to recognize Arthur
Melot's valuable contribution, not only to Cello Bag Company, but
to this community and to himself as well.
Council Member Phelps introduced Cinda Beth Lium. She sustained
serious injuries in a car /bicycle accident in 1977. She graduated
this June from Foster High School and is now attending Highline
Community College with the goal of entering the field of handicap
rehabilitation. Cinda thanked the community for the support she
has received.
Mayor Todd read a proclamation recognizing the year, 1982, as the
National Year of Disabled Persons and encourages all our citizens
and business community to observe this year by supporting the long
range goals.
Mayor Todd presented Cinda Lium, Arthur Melot and Terry Juneau
Outstanding Citizen Awards.
Mayor Todd presented employee service pins to the following
employees:

City Attorney Hard read an ordinance of the City of Tukwila,
amending the 1981 Budget to appropriate unanticipated revenue

City Attorney Hard read, in its entirety, as amended a resolution
of the City of Tukwila, Wash., granting benefits to Department
Heads.

Councilman Bohrer said the subject came before the Finance and
Personnel Committee as a request to correct the inequities
between the benefit package of the union employees and those
of the department heads. At that time he expressed his opinion
that the benefits being granted are part of the total, overall,
salary increase the Department Heads will receive -not independent
of the salary increase.
Mr. Bauch, audience, asked if disability benefits could be
granted to an elected official. You can't grant him anything
beyond his term of office.
MOVED BY PHELPS, SECONDED BY SAUL, THAT "DISABILITY" BE REMOVED
AS A BENEFIT FOR THE MAYOR. MOTION CARRIED.
Councilman Bohrer asked about the title of the Park and
Recreation Director. He felt the title was still supervisor.
Attorney Hard read from TMC, Chapter 2.88: "The Parks and
Recreation Department is created and shall be under the super-
vision of the Parks and Recreation Director who shall report
directly to the Mayor." Councilman Bohrer said he felt the
ordinance that was quoted was passed by an oversite of the
Council. He suggested changing the original ordinance back to
Supervisor.

Councilman Johanson said he agrees with Mr. Bohrer; he also
felt there was no Director in the Recreation Department. Mayor
Todd said the problem has not been the title of the position;
the problem involves the rate of pay.

Mayor Todd explained that the property is in the recently annexed
section of McMicken Heights. The easements were requested by
the Short Subdivision Committee on the advice of the City Attorney
as conditionof. approval for four lot short plat. City partici-
pation in easements is recommended to ensure future enforceability.

City Attorney read an ordinance of the City of Tukwila, Wash.,
adopting the annual budget of the City of Tukwila for the
fiscal year, 1982.

Alan Doerschel, Finance Director, presented a recap of the pro-
posed 1982 Budget. With the reductions in personnel costs
agreed to by staff and council, the 1982 proposed budget is in
balance with a total of all funds being $15,505,160. The only
item that was not discussed during the budget review sessions is
$10,000 added to pay the Police Technical Advisor for accumulated
benefits when his time in the position is up. The Personnel
Services now totals $3,196,518. There is still $12,850 left in
the Federal Revenue Sharing Fund that can be designated for a
capital equipment at a later date. The City Street Fund in-
cludes the $190,000 for 59th Avenue South Street Project. The
project will not be started until July to give time to assess
the financial picture. The Water Fund is now in balance, but
there is no reserve money. In January, Council will need to
take a look at the rate structure. There is the possibility
of adjusting the sewer rates to offset the Water Fund problem.
Councilman Van Dusen noted that Council deferred the discussion
on the full time Mayor position to this evening. Earlier in
the year, Council discussed form of government and decided to
maintain the Mayor /Council form. Now, do we want a full time
Mayor and what should the compensation be. Council Member
Harris noted that it was decided to do nothing about it then.
The discussion, at that time, did not indicate that everyone
wanted a full time Mayor. Councilman Van Dusen did not agree.

TO INCLUDE PAYMENT OF $30,000 FOR THE MAYOR.
Council Member Phelps said she favors the move to a full time
Mayor, on a trial base, for the next two years. She said she is
still in favor of changing the form of government to Council/
Manager, but would be willing to try the full time Mayor for
the interim. Councilman Johanson said there is no such thing as
a part time Mayor. We only have one Mayor and he is Mayor 24
hours a day. The question is whether to increase his salary.
Councilman Bohrer noted that the salary for the Administrative
Assistant position has been cut back to 80% of the time. This
position has the responsibility of personnel. He asked if the
Mayor's salary is increased, will the responsibilities of the
Administrative Assistant change? Mayor Todd felt the title should
be changed if the Mayor's salary is increased. There are re-
quirements in the personnel field that are not being done.
Councilman Johanson said staff did a fine job of cutting items
in accordance with a tight budget. It bothers him that an
elected official would ask for an increase in pay at the last
minute. Mayor Todd noted that every Mayor for the past 20
years has wanted the position made full time.

Councilman Van Dusen explained that Council reviewed the tight
budget problem and sent it back to the Mayor for a plan on how
budget cuts were to be made. $80,100 was removed from various
department budgets on December 9. Somehow, throughout the year,
this money will have to be saved.
Mr. Doerschel explained that the savings will be made in several
ways: (1) Delay in filling vacated positions; (2) Reduction in
use of overtime and extra labor. The progress of saving will
be looked at each month; if it falls behind schedule, then
other methods will have to be used shorter work weeks or fur-
loughs. As a last resort, layoffs will have to be made.
Councilman Bohrer asked if there was any immediate action planned.
Mr. Doerschel said $80,100 has been cut from Personnel Services
in the budget and the Departments are responsible to see that
this shortage is made up. Councilman Bohrer said he is uncom-
fortable with this process. He suggested the following two items
be discussed and action taken on them prior to adoption of the
budget. (1) We need a hiring freeze on part time and full time
employees to be lifted by the Council once we see what is hap-
pening; (2) We need to see a more detailed plan from administration
on how the cuts are going to be managed.

PART TIME POSITIONS FOR THE FIRST SIX MONTHS OF 1982.
3B. THE ADMINISTRATION SHALL PRESENT A DETAILED PLAN FOR
MANAGEMENT OF ATTRITION CUTS BY THE FIRST OF FEBRUARY,
1982.
Councilman Van Dusen said Council was trying to give admini-
stration and Department Heads leeway and put the responsibility
to reduce the budget on them. We have to be very careful on
hiring freezes; maybe it will be a position where we really
need the person. We do need a plan, but it will be Council's
responsibility to make sure we keep on top of this. He is
not in favor of Councilman Bohrer's suggestion at this time.
Councilman Phelps agreed with Councilman Van Dusen. There are
two positions vacant in the City now and one of them could be
critical. Public Works Department cannot do with only the

Mayor Todd commented that if it were necessary, he would fire
first, then tell Council. It is not proper to circumvent the
authority of the administration.

to manage the cuts and do what has to be done from an admini-
strative point of view.
Councilman Bohrer said he felt, at the Saturday meeting, Council
asked staff where the cuts should be made, specifically, from
the budget.
Mayor Todd said the budget can't be managed by the Council. It
is too tight a budget to manage personnel on anything other than
a day to day basis.
Council Member Harris said she would like to see a plan, but
does not want to see a six months freeze.
