MINUTES COMMITTEE OF THE WHOLE MEETING CALL TO ORDER /PLEDGE OF ALLEGIANCE Council President Ekberg called the Tukwila City Council meeting to order at 7:12 p.m. and led the audience in the Pledge of Allegiance. OFFICIALS Present were Allan Ekberg, Council President, Councilmembers Joe Duffie, Joan Hernandez, Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn. CITY OFFICIALS Jim Haggerton, Mayor; Derek Speck, Interim City Administrator; Peggy McCarthy, Interim Finance Director; Bob Giberson, Public Works Director; Cyndy Knighton, Senior Engineer; Jack Pace, Community Development Director; Rebecca Fox, Senior Planner; Kimberly Matej, Council Analyst; Melissa Hart, Deputy City Clerk. SPECIAL PRESENTATION a. Best Workplace Recycling and Waste Reduction Award to the City of Tukwila. Rebecca Fox, Senior Planner, announced the City of Tukwila was named a 2011 "Best Workplace Recycling and Waste Reduction" Award recipient. She explained this award is granted on an annual basis by the King County Department of Natural Resources and Parks Solid Waste Division. This year the City of Tukwila is one of 8 cities that received the award for the City employee's expanded recycling program. The City has increased recycling awareness at City sponsored events by including additional recycling collection bins at various City events, expanded collection of recyclable Styrofoam blocks, and the pilot food recycling program in the City's 6300 Building. She thanked the facilities staff and Roger Running, Facilities Operations and Maintenance Superintendent, for their assistance in the pilot program. Ms. Fox presented the award to Mayor Haggerton on behalf of the City of Tukwila. Mayor Haggerton accepted the award on behalf of the City, and congratulated Ms. Fox and City employees for their recycling efforts. CITIZEN COMMENTS Vanessa Zaputil, 15171 52 Avenue South, #5, invited the Mayor, Council and citizens to a candidate forum on October 13, 2011 at Billy Baroos Restaurant at Foster Golf Course beginning at 7:00 p.m. Former Seattle Mayor Greg Nichols will be moderating the forum. The citizen group is asking attendees to bring a donation of non perishable food for the Tukwila Pantry. SPECIAL ISSUES a. Tukwila Urban Center Pedestrian /Bicycle Bridge type, size and location report. Councilmember Hernandez indicated this item was discussed at the Transportation Committee meetings on August 15, 2011 and September 6, 2011. The committee members forwarded this item to the Committee of the Whole for discussion. Cyndy Knighton, Senior Engineer, stated the Tukwila Urban Center (TUC) Pedestrian /Bicycle Bridge project initially began with the 1995 Comprehensive Plan Urban Center Goals. She utilized a PowerPoint Tukwila City Council Committee of the Whole Minutes October 10, 2011 Page 2 of 4 presentation to update the Council on the Tukwila Urban Center (TUC) Pedestrian /Bicycle Bridge Type, Size and Location study. Highlights of the presentation included: History of the project Implementation of the long range vision Type, Size and Location Study Required step for placement of new bridge Analysis of: Location and alignment of crossing Bridge styles and sizes Approach and landing options Environmental constraints Consideration of: Potential second bridge over West Valley Highway Right -of -way impacts Bridging West Valley Highway Signal Crossing West Valley Highway Existing Signal Crossing West Valley Highway East Side Landing Options Two Alignment Styles Straight Bridge Deck Curved Bridge Deck Bridge Structure o Twin Arches o Inclined Arch o Single Tied Arch Arch truss /Pre- Manufactured truss Public Outreach Lodging Tax Advisory Committee September 19, 2011 Online poll at www.TukwilaWA.aov September 23, 2011 Mailing to property owners and businesses September 27, 2011 Riverview Plaza September 27, 2011 Nelsen Family Trust September 29, 2011 Southwest King County Chamber of Commerce October 4, 2011 Web poll: 0 106 individuals completed the survey, with 50.9% being people who work in Tukwila o Bridge option selection was Twin Tied Arch with 39.6% of the vote. Bridge Construction Costs Current Funding: o Transit Oriented Development Grant 2001 o Surface Transportation Program Enhancement Grant 2006 o Surface Transportation Program Enhancement Grant 2011 o Congestion Mitigation and Air Quality Grant (applied in 2009 and recent award was provided as part of a contingency grant) 2011 Key Issues: Bridge type and alignment Future bridge over West Valley Highway Pedestrian signal West trail alignment Derek Speck, Interim City Administrator, explained that staff is seeking Council direction on the bridge type and future bridge expansion across West Valley Highway. John Neller, 1300 Eagle Ridge Drive South, Renton, explained he participated in the survey, and he is a cyclist. He expressed concern about the proposed landing of the bridge along West Valley Highway and the bridge deck surface. He would like the Council to consider cyclist safety and consider a concrete bridge deck. Ideally, he would like the bridge to connect the Green River Trail and Longacres Way. Tukwila City Council Committee of the Whole Minutes October 10, 2011 Page 3 of 4 The Councilmembers asked clarifying questions of staff on this issue regarding: moving forward with the design of a pedestrian bridge; costs for including an elevated end for a future expansion over West Valley Highway; types of design for the bridge at grade; right -of -way acquisitions; location of the bridge; Twin Tied arch type of bridge; and the Arch Truss Bridge. The Council determined the design should be based on the Twin Tied Arch bridge with the straight alignment and no future expansion over West Valley Highway. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. Contract Supplement #2 with KPG, Inc. for the 2010/2011 Small Drainage Program. Councilmember Quinn indicated this item was discussed at the Utilities Committee meeting on September 27, 2011. The committee members were unanimous in recommending approval. KPG began design services for the 2010/2011 Small Drainage Program under City Contract No. 11 -042. KPG is now needed for construction management and inspection services for the 2010/2011 Small Drainage Program as listed in Supplement No. 2. The Council is being asked to approve Supplement No 2 in the amount of $54,376.76. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. An Interlocal Agreement with Tukwila Metropolitan Park District authorizing a loan from the General Fund. Councilmember Hougardy indicated this item was discussed at the Finance and Safety Committee meeting on October 4, 2011. The committee members were unanimous in recommending approval Peggy McCarthy, Interim Finance Director, explained the Interlocal Agreement documents the loan and repayment terms for the operating loan between the City and the Tukwila Metropolitan Park District. The operating loan is not to exceed $1.1 million. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. d. A resolution authorizing the cancellation of past due accounts receivable and returned check write -offs. Councilmember Hougardy indicated this item was discussed at the Finance and Safety Committee meeting on September 20, 2011. The committee members were unanimous in recommending approval. Peggy McCarthy, Interim Finance Director, explained there are certain receivables that have been deemed uncollectable and need to be removed from the accounts receivable ledger. Each year a resolution is brought before the Council for the cancellation of uncollected accounts receivable. The items listed have been through the City's collection program or are party to bankruptcy and have not been successfully resolved. Mayor Mayor Haggerton announced the City hosted the delegation visiting from Tukwila's Sister City, Miyoshi, Japan. The delegation events started with an Ice Cream Social on October 6, 2011 and concluded with a banquet on October 8, 2011. He explained the delegation and City exchanged gifts, and he displayed the gifts for the Council and audience to view. Mayor Haggerton also reminded the Council of the Klickitat project ribbon cutting festivities on October 13, 2011 beginning at 2:00 p.m. Tukwila City Council Committee of the Whole Minutes October 10, 2011 b. City Council Page 4 of 4 Councilmember Duffie attended the Sister Cities Ice Cream Social on October 6, 2011 and the Sister Cities banquet on October 8, 2011. Councilmember Hernandez attended the October 6, 2011 Equity and Diversity Commission meeting. On October 8, 2011 she attended the Sister Cities banquet. Council President Ekberg attended the Sister Cities banquet on October 8, 2011. Councilmember Robertson reported that while out walking in the neighborhoods, citizens have expressed concern to him about abandoned houses waiting to be demolished. He has also heard from several residents who are concerned with the increased vehicle traffic surrounding the schools in the area while parents are waiting to pick up their children. Councilmember Seal attended the October 6, 2011 Equity and Diversity Commission meeting. On October 8, 2011 she hosted the Council Coffee Chat. She also reported on one item that was discussed at the Community Affairs and Parks Committee meeting earlier this evening regarding Low Density Residential Zone Development Standards. This item was first discussed in 2007 after the City received a complaint about a new house the neighbors felt was out of scale with the surrounding development. The item has been referred to the Planning Commission, and staff will return to Council after the Planning Commission has conducted further review. Councilmember Hougardy announced she has been volunteering for the Safe Routes to School program at Tukwila Elementary School. The program teaches children about bicycle and walking safety. On October 4, 2011 she attended the Southwest King County Tukwila Government Affairs Committee meeting. c. Staff There was no report. d. City Attorney The City Attorney's presence is not required at Committee of the Whole meetings. e. Intergovernmental Kimberly Matej, Council Analyst, announced the City has one Tukwila /Miyoshi Sister Cities delegation jacket left that is available for purchase.
