Council Chambers M I N U T E S FLAG SALUTE Mayor Todd led the Pledge of Allegiance and called the Regular CALL TO ORDER Meeting of the Tukwila City Council to Order. ROLL CALL OF EDGAR BAUCH, LIONEL C. BOHRER, Council President, JOE DUFFIE COUNCIL MEMBERS MABEL HARRIS, GEORGE HILL, DORIS PHELPS, GARY L. VAN DUSEN. OFFICIALS IN LARRY HARD, City Attorney; PHIL FRASER, Acting Public Works ATTENDANCE Director; MAXINE ANDERSON, City Clerk REPORTS Mayor Mayor Todd reported that he received a letter of resignation from Ted Uomoto, Public Works Director. Mr. Uomoto is ter- minating his employment with the City because of ill health. The City will proceed to advertise and fill the position. Attorney's Report CONSENT AGENDA Res. 810 discussed under New Business Councilman Van Dusen said that Council would like to review the job description before the position is advertised. Attorney Hard has written a letter concerning the proposed Water Purveyor's Contract. He is recommending Plan B. 356? The City has received a Claim for Damages from Wendy's Restaurant. The claim involves an agreement over water and sewer line ex- tensions along Southcenter Pkwy. It is in the amount of $7,995. This has been turned over to the City Attorney. Mayor Todd noted that the Sewer Department has received a certificate from Puget Sound Pollution Control Board for zero time lost due to accidents during 1980. Mr. Ray Doll was present representing the Department. Councilman Bohrer reported on the Port of Seattle Policy Ad- visory Committee meeting. They presented the results of a new noise measurement study. They found that noise north and south of the airport had decreased, but noise east and west had increased. This would have a greater impact on the City of Tukwila and McMicken Heights area. Councilman Harris reported on the Subregional Committee of Puget Sound Council of Governments. The main subject was whether the Transportation Plan should include a second airport for King County. Attorney Hard reported the main items he is handling for the City at this time are: (1) Zoning ordinance review; (2) Sign ordinance draft; (3) The Benaroya Co. Mall project; (4) Silver Dollar Tavern violations; and (5) Rainbow Trucking Conditional Use Permit. A. Approval of Minutes: January 5, 1982 B. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT THE CONSENT AGENDA BE APPROVED WITH THE EXCEPTION OF ITEM D. MOTION CARRIED. Bids were received for installation of an oil burner to replace the gas burner at the Community Center. H. W. HILL CO. $1,855 plus sales tax A. WILCOX CO. $2,913 plus sales tax WILLARD SMITH, INC. $8,265 Community Center wall repair bids were received as follows: RON F. SIMPSON $1,021.39 plus sales tax RADFORD CONSTRUCTION $1,200.00 plus sales tax MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT COUNCIL ACCEPT THE BID OF H. W. HILL CO. IN THE AMOUNT OF $1,855 (plus tax) FOR THE OIL BURNER AND THE BID OF RON F. SIMPSON IN THE AMOUNT OF $1,021.39 (plus tax) FOR THE WALL REPAIR.* Mayor Todd asked if the bid includes flushing the existing tank. Mr. Fraser, Public Works Department, said it would be done by in -house staff. *MOTION CARRIED. Gary Van Dusen, Council President, noted it is time to elect a new Council President. He thanked everybody for their support. It has been a good year. COUNCIL PRESIDENT VAN DUSEN NOMINATED BUD BOHRER AS THE 1982 COUNCIL PRESIDENT. NOMINATION SECONDED BY HILL. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT NOMINATIONS BE CLOSED.* MOVED BY HILL, SECONDED BY DUFFIE, THAT THE MOTION BE AMENDED TO CAST A UNANIMOUS BALLOT FOR BUD BOHRER. MOTION CARRIED. *MOTION CARRIED. Councilman Bohrer, speaking for himself and the other Council Members, said they truly appreciate Gary Van Dusen's efforts as Council President for 1981. He has done an outstanding job. He further said he appreciates the confidence Council has shown by electing him Council President for 1982. The agreement for contractual services to provide data to the Personnel and Finance Committee to aid in establishing an up- dated wage and salary plan has been approved by the Committee. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PROPOSED CONTRACT BE APPROVED. MOTION CARRIED. City Attorney Hard read an ordinance of the City of Tukwila, Wash., increasing the City Metro rate, amending ordinance No. 934, repealing ordinance No. 1193 and declaring an emergency. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT ORDINANCE NO. 1242 BE ADOPTED AS READ.* 3569 MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Resolution #810 Increasing the Salary Grade Schedule for 1982 by 9.36% Developer's Agreement (side- walks) ADJOURNMENT: 7:50 P.M. Attorney Hard explained if this ordinance is passed as written, and it is effective upon passage, the individual sewer charges can be calculated as of the January meter reading. Mayor Todd noted that the rate goes from $4.50 to $4.95. The City does not benefit by this increase; Metro made the increase. *MOTION CARRIED WITH BOHRER VOTING NO. MOVED BY BAUCH, SECONDED BY HILL, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Hard read a resolution of the City of Tukwila, Wash., amending "Attachment B" of resolution No. 776 by in- creasing the salary grade schedule for 1982 by 9.36 MOVED BY BAUCH, SECONDED BY HARRIS, THAT RESOLUTION NO. 810 BE ADOPTED AS READ.* Councilman Bauch explained he had this item removed from the Consent Agenda to make it a matter of record in the minutes that it is the opinion of Council that salaries are raised, based on the salary schedule and not based on appropriations in the annual budget. *MOTION CARRIED. Councilman Harris noted that the lowest salary in the schedule is $1,071 per month of $12,852 per year. This speaks well for the City. No one was asked to take a cut and there were no layoffs inspite of the reduced revenue. We are not a low paying employer. Councilman Van Dusen noted the the trend is for smaller pay raises no matter what the CPI is. We cannot continue to have salary and wages take a higher percent of the budget each year. City Clerk asked Council to consider the newest draft of the Property Use and Development Agreement for sidewalks. It has been reviewed by City Attorney and Planning Director. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT COUNCIL AMEND THE AGENDA TO INCLUDE THE PROPERTY USE AND DEVELOPMENT AGREEMENT. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT THE PROPERTY USE AND DEVELOPMENT AGREEMENT BE APPROVED. MOTION CARRIED.
