Mayor Todd led the Pledge of Allkl!ry ;ahce and called the Regular
Meeting of the Tukwila City Council to order.

Mayor Todd reported that he and several members of the Council will
spend Thursday in Olympia. One of the items to be discussed is
the proposal for a new local 2 cent sales tax.
Attorney Hard reported that he is spending considerable time on
the following items:
1. Proposed Zoning Ordinance; (2) Proposed Sign Code; (3) Code
Problems at the Silver Dollar Tavern; (4) Two developers are
asking for reimbursement of funds on utility installations. This
stems from a 1968 easement on the Makami property; (5) Code vio-
lation by Rainbow Trucking; (6) City's request for reimbursement
from woman who drove car into fence along South 144th.
Mr. Ken Beyers, audience, asked if Council would have time to
discuss the down zoning of his property this evening. Mr.
Collins said the earliest date would be February 9 following
discussion on the unresolved issues.

C. Resolution 811 of the City of Tukwila recognizing Sunwood
Boulevard as the name for the private access street to the
Sunwood Condominium Development.
D. Final acceptance of the LID #30 Street Project per conditions
outlined by the consultant.
MOVED BY HILL, SECONDED BY BAUCH, THAT THE CONSENT AGENDA BE
APPROVED AS SUBMITTED. MOTION CARRIED.
Mr. Phil Fraser, Acting Public Works Director, reported that
seven bids were received February 1, 1982 for Janitorial Service
for Municipal buildings. He recommended that the contract be
awarded to Pioneer Building Maintenance for Schedules A and B
at $2,236 per month (annual cost of $26,832). This bid is well
within the $34,000 estimated in the budget. Their references
have been checked and found very favorable.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT COUNCIL ACCEPT THE
RECOMMENDATION OF THE PUBLIC WORKS DEPARTMENT AND AWARD THE BID
TO PIONEER BUILDING MAINTENANCE IN THE AMOUNT OF $2,236 PER
MONTH. MOTION CARRIED.

Mayor Todd has recommended Mrs. Cheryl Wheeler and Mr. Dick Goe
for appointments to the Board of Adjustment. Mrs. Wheeler will
fill Position 4 and Mr. Goe Position 5. Both positions expire
December 31, 1985.
Councilman Harris said that this is different. This type of a
one time -only event should draw a different type of crowd. Also,
the owners have changed.
Chief Lowery said he has no problem with this particular event;
once we allow one, we have set a precedent. It is going to be
difficult to say no.
City Attorney Hard read an ordinance of the City of Tukwila per-
mitting dancing and /or music in cabarets between 2:00 a.m. and
8:00 a.m. on March 14, 1982.
MOVED BY BAUCH, SECONDED BY HARRIS, THAT ORDINANCE NO. 1243 BE
APPROVED AS READ.*
Councilman Harris noted that the title says this is only for
March 14, 1982. Anyone else would have to request another
waiver. Councilman Hill cautioned that this would be setting
a precedent and it would be hard to say no to the next request.
Attorney Hard said Council can do this; it is an enforceable
ordinance. There is some risk, but it is relatively small.

RECOMMENDATION OF MRS. CHERYL WHEELER TO POSITION 4 AND MR. DICK
GOE TO POSITION 5 ON THE BOARD OF ADJUSTMENT. MOTION CARRIED.
Ordinance 1243 -ex- Chief Lowery cautioned that if the City approves this, a precedent
tending Cabaret is set. There are many non profit organizations, and we could
hours have a request like this once a month or more. The reason the
ordinance was passed was to put a stop to the problems in the
parking lot at the Riverside. They spent many hours patroling
the area. The problem is not what goes on inside -the problem
is outside. In March of 1980, they started an emphasis patrol at
the Riverside.
MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE
BE READ BY TITLE ONLY. MOTION CARRIED WITH HILL AND DUFFIE VOTING
NO.
Councilman Bauch said if there is another request, Council has the
benefit of knowing what happened this time. If it is a problem,
then we don't allow it again.
Mrs. Ella Woyvodich, owner of the Riverside, agreed that the
after hours was a problem. It was not handled the way they would
have. For this charity, she hopes there will be lots of people
Something like this takes a tremendous amount of work to put on
and will take many volunteers. They are not going to have a
charity every week. If this is successful, we will ask for a
waiver next year for the Variety Club. We will ask City Officials
and Staff to volunteer to help. We need the help.

MISCELLANEOUS
Art Commission Maxine Anderson, City Clerk, asked Council if they would approve
Project a Purchase Order for $224.00 to allow the Art Commission to have
10 pictures framed for the Tukwila Historical Society. The
pictures were taken in the early 1900's along Interurban Avenue.
Mayor Todd questioned this being for the Historical Society and
not for the City of Tukwila. It was explained that the pictures
will be hung in City buildings.
MOVED BY PHELPS, SECONDED BY HARRIS, THAT COUNCIL APPROVE THE
PURCHASE ORDER IN THE AMOUNT OF $224.10 (PLUS TAX IF NECESSARY)
FOR FRAMING PICTURES OF AN HISTORIC VALUE. MOTION CARRIED.
