ZONING REVIEW CALL TO ORDER Council President Bohrer called the Tukwila City Council Zoning Review Meeting to order at 9:15 p.m. ROLL CALL OF EDGAR D. BAUCH, LIONEL C. BOHRER (Council President), JOE H. DUFFIE, COUNCIL MEMBERS MABEL J. HARRIS, GEORGE D. HILL, DORIS E. PHELPS, GARY L. VAN DUSEN. CORRESPONDENCE RELATIVE TO PROPOSED ZONING ORDINANCE Helen Nelson, Clarification of zoning. Ken Baines, Fire Lane. W. W. Kassner, R -4 to R -1. Petition RMH /R -2 to R -1 Puget Western, R -4 to R -1. Richard R. Wilson, R -A to R -A M I N U T E S Council President Bohrer said correspondence that has been received since December 14, 1981 regarding the proposed zoning ordinance will be discussed at this meeting. Five minutes will be allotted to each issue. A decision will be made by Council Members as to whether or not the matter will be discussed in the next review meeting. Issues will not be resolved tonight. Miss Nelson was not present. Brad Collins, Director of Planning, said Miss Nelson had called asking for precise, preliminary zoning action on her property lying along West Valley Highway and South 158th Street. Mr. Collins referred to his letter dated February 8, 1982 where he clarified the issue and referred to the minutes of the October 12 1981 meeting where the zoning on her property was considered. MOVED BY BAUCH, SECONDED BY PHELPS, THAT COUNCIL MOVE TO THE NEXT ITEM. MOTION CARRIED. Council President Bohrer said this matter has been resolved. Mr. Kassner said his property is located on a back street, there is good access to main street and Interurban freeway, and the property is provided with sewers, water, and power. The property is zoned R -4 and proposed to be changed to R -1. They have plans to build a 12 unit condominium for retired people. MOVED BY BAUCH, SECONDED BY VAN DUSEN, THAT COUNCIL f•10VE TO THE NEXT ITEM. Councilman Harris said is is presently zoned R -4 and there are apartments across the street. *MOTION FAILED, WITH HILL, BAUCH, AND VAN DUSEN VOTING YES. MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT THIS MATTER BE CONSIDERED ON FEBRUARY 16, 1982. MOTION CARRIED, WITH HILL VOTING NO. John Lason, 22030 7th Avenue South, Des Moines, said a petition had been signed by individuals due to proposed downzoning of high density multi family property to low density single- family residential in the area indicated as Subarea #5 McMicken Heights. MOVED BY PHELPS, SECONDED BY HILL, THAT THIS ITEM BE DISCUSSED ON FEBRUARY 16, 1982. MOTION CARRIED, WITH BAUCH VOTING NO. Council President Bohrer said the request of Puget Western can be considered at the same time as the above mentioned petition on February 16, 1982. Arthur T. Bateman, Marc Bateman, representing Adolph and Burnard Sanft, said they M -1 to C -2. would like their property to remain M -1. MOVED BY PHELPS, SECONDED BY HARRIS, THAT COUNCIL MOVE ON TO THE NEXT ITEM. MOTION CARRIED, WITH DUFFIE AND HILL VOTING NO. Richard A. Wilson, representing Schneider Homes, Inc., requested their property (28 acres) be designated as multi family residential. The best use would be R -3 and R -4. Councilman Phelps said there has been a question of utilities on the property. Councilman Harris said the property fronts on 178th which is steep. ROLL CALL VOTE: HILL, DUFFIE, PHELPS VOTING NO; VAN DUSEN, BOHRER, HARRIS, BAUCH VOTING YES. MOTION CARRIED. Mr. Gjersee opposed the downzoning (RMH to R -3) because it would have a devaluation effect on his land. The change is also contrary to land use of the surrounding area. Brad Collins, Director of Planning, said it is possible the proposed plans for this property can be accommodated with the R -3 zoning. MOVED BY HARRIS, SECONDED BY HILL, THAT COUNCIL MOVE TO THE NEXT ITEM. MOTION CARRIED. Ken Beyers, 6920 Heights Place SW, Seattle, said he is proposing to put up an 8 -plex building. If the property is zoned R -3 he would be able to build two separate buildings. His plans have been completed. To the south of his property is the new Boeing Credit Union Building which is quite large. MOVED BY HILL, SECONDED BY PHELPS, THAT THIS MATTER BE DISCUSSED ON FEBRUARY 16, 1982. MOTION CARRIED, WITH BAUCH VOTING NO. Jerry Knudson, 6421 South 143rd Place, Tukwila, said his property was originally M -1. He would like to have reconsideration given to the height limitation of 35 feet. To the north and south height is allowed to be 115'. This is an unreal limitation. He would like it considered on February 16, 1982. MOVED BY DUFFIE, SECONDED BY HILL, THAT THIS MATTER BE REFERRED TO THE MEETING ON FEBRUARY 16, 1982. ROLL CALL VOTE: HILL, VAN DUSEN, DUFFIE VOTING YES; BOHRER, HARRIS, PHELPS, BAUCH VOTING NO. MOTION FAILED. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE ZONING REVIEW MEETING ADJOURN.
