BACKGROUND The 2019 State Legislature provided funding for local jurisdictions to assist implementing new NPDES Phase II permit requirements. The City applied for $95,000 of the 2019-2021 Biennial Stormwater Capacity Grant. ANALYSIS The City has been awarded $95,000 for the 2019 - 2021 Biennial Stormwater Capacity Grant and the agreement is now ready for signature. FISCAL IMPACT This State Capacity Grant is non-competitive and no matching funds are required. RECOMMENDATION Council is being asked to accept Washington's State Department of Ecology's 2019-2021 Water Quality Stormwater Capacity Grant Agreement for $95,000 and consider this item on the Consent Agenda at the October 21, 2019 Regular Meeting. RECIPIENT acknowledges that they had the opportunity to review the entire Agreement, including all the terms and conditions of this Agreement, Scope of Work, attachments, and incorporated or referenced documents, as well as all applicable laws, statutes, rules, regulations, and guidelines mentioned in this Agreement. ECOLOGY and RECIPIENT may change their respective staff contacts without the concurrence of either party. This Agreement shall be subject to the written approval of Ecology's authorized representative and shall not be binding until so approved. The signatories to this Agreement represent that they have the authority to execute this Agreement and bind their respective organizations to this Agreement.
