In the absence of Mayor Ekberg, Council President Hougardy, acting as Mayor Pro Tempore, called the
Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of

Andy Youn, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Dennis
Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan.

SPECIAL PRESENTATIONS
a. A briefing on Sound Transit paid permit parking.
Katie Drewel, Sound Transit Government and Community Relations Manager, and Kevin Shively, Sound
Transit Senior Transportation Planner, presented an update on reserved permit parking options.
Beginning October 1, 2019, designated carpool (HOV), Single Occupant Vehicle (SOV), and Orca Lift
GOVpermit parking areas will baavailable atselect Sound Transit park -and -ride stations in Tukwila. Paid
permit parking will ensure reliable transit access to commuters during peak morning hours.
The Councilmembers requested that Sound Transit provide additional information to staff on the number
ofpermits sold and permit parking spaces.
In response to questions from the Council, Brandon Miles, Business Relations K4anager, explained that
riders interested in using King County Metro's Via tuTransit pilot transit connection program can book
ride through the Via app on their smartphones or by telephone at 206-258-7739. Mr. Miles shared that
staff have been in discussions with Sound Transit regarding parking shortages atSound Transit stations
in Tukwila. Staff will be returning to the Council with an update regarding this issue.
b. Tukwila Children's Foundation relaunch.
The following Board Members provided an overview of the Tukwila Children's Foundation (TCF): Mary
F*rtakis, Co -President and Founder; Hernan Ramirez, Co -Vice Preoident Mikhail Jaokson, Co -Treasurer;
Riley Hag8ard, Fundraising Committee Member; and Jeffrey Yocum, Co-Secnetary.TCFhas recently
relaunched as a community, non-profit organization working to serve the needs of Tukwila's children
through community engagement, educational enrichment, and addressing essential needs.
PUBLIC COMMENTS
Robert Neuffer, 13813 37mAvenue South, referenced acomment h* made ata previous Council meeting
and noted he had incorrect information. Mr. Neufferfoe|s paid permit parking at Sound Transit facilities
will benefit Republic Parking Northwest, the commercial parking vendor for Sound Transit. He stated the
Council will baheld more accountable oafunding istight.

Patience K4a|aba, Policy Manager with the Housing Development Consortium, thanked the Council for
their leadership in moving forward with affordable housing legislation in accordance with House Bill 1406.
She urged the Council to pool resources with the City's neighbors as committed through SKHHP (South
King County Housing and Homelessness Partners), the |ntar|ouo| Agreement formed to address
affordable housing issues inthe region.

d. An ordinance adopting a new section of the Tukwila Municipal Code to establish penalties for the
crime of exposing minor children to domestic violence to be codified as Tukwila Municipal Code
Section 8.06.050.

PENALTIES FOR THE CRIME OF EXPOSING MINOR CHILDREN TO DOMESTIC VIOLENCE,
TO BE CODIFIED AS TUKWILA MUNICIPAL CODE SECTION 8.06.050; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.

Robert Neuffer, 13813 37th Avenue South, expressed concern that the proposed ordinance is not
comprehensive enough and may have unintended consequences. He urged the Council to reconsider this
ordinance and forward it to the Equity and Social Justice Commission for additional input.
Christine Neuffer, 13813 37th Avenue South, stated this is a very complex issue that requires additional
review by the Equity and Social Justice Commission and industry experts. She asked that the Council
reconsider passing this ordinance tonight.

The Councilmembers reflected on the intent of the proposed ordinance and agreed that this is an
additional tool that can be used by prosecutors.
Bruce Linton, Police Chief, and Victor Maeharu. Police Officer, explained probable cause for domestic
violence must be established by officers before the penalties established by this proposed ordinance can
be applied. The Police Department will conduct community outreach regarding this ordinance.
Rachel Turpin. City Attorney, provided clarification that under state |mw, if there is a domestic violence
assault, there is a mandatory provision to arrest the primary aggressor. This ordinance will allow
prosecutors to pursue an additional penalty that can be levied on individuals who commit domestic
violence crimes.

Authorize the Mayor to sign a Collective Bargaining agreement with the Tukwila Police Officers Guild for
2019-2021.

b. City Council
Council President Hougardy attended a TIBAC (Tukwila International Boulevard Action Committee)
Counci|memberQuinn stated the Community Development and Neighborhoods Cummbh*erecenUy
discussed an updated process for appointments to the City's Boards and Commissions. Councilmember
Quinn was recently featured in an article by "The Seattle Times" regarding the effects of displacement on
local politics.
Councj|membnrNruUerparticipated in a Puget Sound Regional Council Transportation Policy Board
meeting.
Councilmember McLeod attended the Seattle Southside Chamber of Commerce's Pacific Northwest
Future of Retail Summit.
Councilmember Idan shared the Transportation and Infrastructure Committee will be touring the future
Public Works Shops site on September 17, 2019 and invited the Council to attend. The Transportation
and Infrastructure Committee also received a report on the state of the City's bridges at its recent
David Cline, City Administrator, referenced the CA (City Administrator) report, and offered to answer any
questions.

Laurel Humphrey, Council Analyst, referenced the monthly PMQA (Program Management Quality
Assurance) Report inthe packet.
