A significant part of this strategy includes building a revenue forecast with a six (6) year projection. Adjustments will be limited to known and verifiable factors. Policy Strategy #2-Debt Service Paid through SCORE SCORE will include all costs /operating,maintenance, and debt service) when building their budget. For the 2020 budget build, SCORE will present options and recommendations for applying prior year contract revenue toassist in smoothing the 'transition to a possible new fee structure and the impacts to the total amount tobepaid bymember cities. Policy Strategy #3-Develop a Comprehensive Housing Contract System SCORE will analyze and make necessary changes toHousing Contracts inorder todevelop o comprehensive contract system that: protects SCORE's interest, is legally defensible, considers and incorporates cost recovery, and isreviewed annually. Policy Strategy #4-Transition SCORE toaBiennium Budget SCORE will transition from an Annual Budget to a Biennium Budget beginning with the 2021 Budget which will become the 2OZ1-Z0Z2budget. Policy Strategy #5—Develop aSix (6)Year Cost Projection Schedule SCORE will begin the process nfprojecting operating and capital costs out for six (6)years and include this as part of the budget proposal process. This work will begin with the 2021-2022 Budget. SCORE has contracted with national and local community service providers who lead the industry in medical, men- tal health, and inmate services. Our service providers specialize in meeting specific needs of an incarcerated population. Inmates at SCORE have the opportunity to connect with more than fifty organizations in the region. JAIL SERVICES Booking Services Booking including fingerprinting, medical screening, in- take questionnaire, and securing ofpersonal property. In -Custody Escorts Custody escorts inmates Lovideo court hearings and medical appointments. Video Court Video Court allows inmates toappear incourt without being transported outside the facility. This reduces transportation costs and reduces the security risk associ- ated withtransporbnginmetesoutsidetheseourefaci/i- ty. This service isavailable toall agencies except DOC and U3Maoha||s. Court Borrows SCORE facilitates access toinmates for multiple court appearances during aninmates' stay. Requesting agen- cies may becharged afee. Medical Services SCORE provides in -facility medical care commonly associ- ated with corrections operations as guided by American Correctional Association orNational Commission onCor- rectional Health Care. Specialized Housing Dedicated living units specializing in: ° Medical Acute ° Mental Health -Residential ° Mental Health Acute Hospital Security Custody Escort in a hospital setting for a fee. FLU SHOTS Flu shots are provided for all chronic care inmates for the prevention of complications with illnesses. This is pro- vided free nfcharge to all agencies and is covered by our medical provider contract. SCORE isthe only facility to provide flu shots for free. OXYGEN CAPABLE ROOMS SCORE has designated four (4) oxygen capable rooms in medical housing enabling inmates tobeoncontinuous oxygen should their diagnosis require it. MENTAL HEALTH PARTNERSHIPS Various mental health agencies access SCORE regularly toprovide awide variety ofmental health services. SCORE provides case managers' access totheir clients to continue the care nrprovide release planning while they are incarcerated. These agencies provide access toinpatient/outpatient treatment and assist the inmates with navigating the healthcare system. Two of the five managed care organizations provide re- lease planning for their membership through one-on-one interviews, telephone, orvideo interviews. Developed by leading experts in the fields nfhealth, law and corrections, the Standards are our recommendations for managing the delivery ofmedical and mental health cave in correctional systems. These essential resources have guided the field toward continual improvement of care for the incarcerated, strengthening organizational effectiveness and reducing the risk of adverse legal judgments. The Standards are also the foundation ofNCCHC'saccredita- tion program. SCORE RECEIVES 100%ONPRISON RAPE ELIMINATION ACT (PREA) COMPLIANCE In ZOlS, SCORE completed the agency's first PRE4 (Prison Rape Elimination Act) audit, demonstrating 1O09&compliance onall forty-one applicable PR64 Standards for Adult Detention facilities. Standards included an audit on agency policies that included prevention planning, response planning, training and education, screening for risk of sexual victimization and abusiveness, re- porting, official response following report, investigations, discipline, medical and mental health care, data collection and review. The C1O Program provides jail officers with an opportunity to demonstrate their knowledge, skills and abilities as well astheir commitment tn the corrections pro- fession on a national level. The {JK4 certification process focusing specifically on the individual providing documented evidence to the public that the individual has been examined by an independent professional organization and found to possess current competency in his/her field. Currently, SCORE has fifteen Certified Jail Officers and two Certified Jail Managers. SCORE JAIL AWARDED FIRST VVASH|NGTO0ASSOCIATION (]F SHERIFFS AND POLICE CHIEFS (VVASPC)JAIL ACCREDITATION In 2016, The South Correctional Entity (SCORE) was awarded accreditation through the Washington Association ofSheriffs and Police Chiefs (VVASPC)byproving com- pliance vvith15Uopp|icab|eVVASPCjai|siandordsanddemonstrates3[0REisoper- ating under industry best practices and standards. Agencies seeking accreditation must prove compliance with standards addressing major areas of oversight such as use of force, records management, information technology, investigations func' dons, evidence and property control, health and safety, fiscal management, in- mate management and communication, sanitation and maintenance, security, ne- cruitmentand training. DISABILITY RIGHTS VVASH|NGTONCONCLUDES SCORE JAIL STUDY In August 2015, Disability Rights Washington's (DRW) started monitoring SCORE in aneffort tomake improvements inthe lives nfinmates with disabilities. In August 2017, DRVV published a report regarding the cooperative relationship between DRVVand SCORE and the positive changes that have been made for inmates with disabilities which demonstrated a path forward for all Washington jails. Based on DRW's monitoring of visits and the review ofrecords, DRVVdecided to end their active work at the jail. They recognized SCORE's genuine dedication to meeting the needs of inmates with mental illness and shared their appreciation for the willing- nesstovvorkwithDRVV|eQa|teamoveratwoyeorspan. After receiving positive feedback about mental health programming at the jail, DRVVconfirmed that inmates are receiving psychiatric evaluation and medication in a timely fashion. Mental health staff are generally providing individualized treat- ment plans and regular follow up for inmates who have serious mental illness. SCORE is proactively engaging with community service providers to improve pro- gramming, coordination of care, and re-entry planning.
