Mayor Todd led the Pledge of Allegiance and called the Regular
Meeting of the Tukwila City Council to order.

Mayor Todd reported that Public Works Department has declared the
problem with the storm drain at South 180th and Andover Park West
an emergency. The City has engaged Jon Stack, Engineer, to in-
vestigate the problem and make a recommendation for repairs.
On March 25, oral interviews will be held for the position of
Public Works Director. Council Members Harris and Phelps, along
with Mr. Howard Harstad, Engineer, will be the review board. The
committee will recommend three names to the Mayor and he will select
the applicant subject to Council approval.
Councilman Phelps reported that the Finance and Personnel /Com-
munity Affairs Committee will meet Monday, March 22 at 9:00 a.m.
and start their review of the proposed sign code.
Officer of the Year Police Chief Lowery announced that Officer Dean Shirey of the
Tukwila Police Department has been selected "Officer of the Year"
by the Exchange Club of Highline. He is an officer that is at
work everyday and performs at a level that is far above and be-
yond what is expected. In 1979, Officer Steve Robinson was
selected for the same honor. This speaks well for the Tukwila
Police Department. Mayor Todd extended his congratulations.
Officer Dean Shirey presented members of Explorer Post No. 999.
They gave Mayor Todd, Police Chief Lowery and Sgt. Robert McQueen
Explorer Post 999 Advisor T- shirts and thanked them for their
support. Mayor Todd accepted the token with great appreciation.
Police Chief Lowery announced that Sgt. Robert McQueen will be
attending the FBI Academy this year. The Department of Justice
funds this program.
Mr. Dick Goe, audience, asked what is being done about the earth
shift on Klickitat Drive between the I -5 overpass and 53rd Ave.
South? Mayor Todd reported that this has been called to the
State's attention. It is within their jurisdiction.
Mayor Todd welcomed Boy Scout Troup 282 from West Seattle to the
meeting. Mr. Durks, leader, said they are working on Citizenship
and one of the requirements is to learn about government; how laws
are passed, etc.

One bid was received for the Microfilm project for the Police
Department. Patrick Lowery, Police Chief, recommended the bid
be awarded to Ford Graphics.
MOVED BY BOHRER, SECONDED BY HILL, THAT COUNCIL ACCEPT THE
RECOMMENDATION OF THE POLICE DEPARTMENT AND ACCEPT THE BID OF
FORD GRAPHICS FOR MICROFILM SERVICES.*
It was noted that there is $5,000 budgeted for this project.
Chief Lowery said it will allow filming up to 1974. They are
hoping next year to bring the records up another two years and
buy a viewer and printer.

MOVED BY BOHRER, SECONDED BY PHELPS, THAT COUNCIL DIRECT STAFF TO
REDUCE THE EXPENDITURES FROM THE COMMUNITY CENTER REHABILITATION
FUND BY $34.00 TO CONFORM TO THE ADJUSTMENT IN THE BLOCK GRANT
POPULATION FUNDS.*
MOVED BY BAUCH, SECONDED BY PHELPS, THAT THE MOTION BE AMENDED
TO CHANGE THE WORD "STAFF" TO "MAYOR." MOTION CARRIED.

TABLED UNTIL DOCUMENTS ARE READY FOR ADOPTION.*
An ordinance of the City of Tukwila, Wash., accepting the
water mains, including hydrants and the sanitary sewer mains
from Pacific Townhouse Buildings, Inc. in accordance with
provisions of Resolution No. 784.
A resolution of the City of Tukwila, Wash., authorizing the
Finance Director to make a segregation on the original assess-
ment roll for LID #29.

Pedestrians using the crosswalk at 52nd Avenue South and
Interurban Ave. South have complained because of the poor
visibility of motorists and near miss accidents in utilizing
the crosswalk. Public Works Committee has reviewed the five
alternatives submitted by staff and recommend adoption of Alternate

a. Installation of two signal poles, mast arm, Davit
arm with luminaires, two signal unit amber signal
heads, two crosswalks lighted signs and control boxes.
b. Redesign the existing painted island and provide
additional striping cross hatching in the crosswalk
for higher visibility in the crosswalks.
The estimated cost is $6,500 plus staff man hours. Mr. Fraser
said there is only $2,000 in Current Fund for this use.

PROVED AND THAT $4,500 BE USED FROM 199/272.000.00, FEDERAL

Councilman Van Dusen presented Mrs. Marcelle Regel, 56th Avenue
South, with an award of appreciation as an outstanding citizen
of Tukwila, in showing her interest and helping the City Council.
He is presenting this as the outgoing Council President.

BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Hard read an ordinance of the City of Tukwila,
Wash., amending the comprehensive plan map.
MOVED BY BOHRER, SECONDED BY DUFFIE, THAT ORDINANCE NO. 1246
BE ADOPTED AS READ.*
Mr. Fred Satterstrom explained that once Council has approved
this ordinance, all changes noted in Exhibit A will be made
on the map.

City Attorney Hard read an ordinance of the City of Tukwila,
Wash., adopting a new zoning code and shoreline regulations
amending Ordinance No. 898 and repealing Ordinance Nos. 251,
1109 and 1186.

BE ADOPTED AS READ.*
Attorney Hard asked Council to make one amendment to the proposed
ordinance.
MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT THE ORDINANCE BE
AMENDED BY ADDING "MORALS AND GENERAL" AFTER THE WORD "SAFETY"
IN LINE SIX OF THE TENTH WHEREAS, AND STRIKE THE WORD "AND."
MOTION CARRIED.
Council President Bohrer asked what Exhibit A is that is re-
ferred to in the text. Mr. Satterstrom said it is Draft #7 of
the proposed zoning code. Council President Bohrer asked which
is the correct zoning map? Mr. Satterstrom said it is the colored
map on exhibit at the front of the Council Chambers.
Council President Bohrer said that the City has been in this
process for a number of years. They have been through several
drafts of the proposed code. They are not in total agreement
with it, but it seems to be the best ordinance the City can bring
forth at the present time. He said he supports its passage.
