Mayor Todd led the audience and City Council in the Pledge of
Allegiance and called the Special Meeting of the Tukwila City Council
to order.

DORIS PHELPS, GARY L. VAN DUSEN.
Final Assessment Bob Stanton, representing Horton Dennis Associates, presented the
Roll for LID #30. final assessment roll for LID #30.
Councilman Hill stated the Public Works Committee has examined the
project. There is concrete and asphalt work that has not been
completed due to weather conditions. It is the recommendation of
the Public Works Committee that the assessment roll be finalized
with the understanding that the remaining work be done as soon as
weather permits. The contractor has provided the City with a
cashier's check for estimated cost of completion.
Councilman Harris said there are two places near the LaVista
Apartments that appear to need a guard rail due to steep incline.
Phil Fraser, Acting Director of Public Works, said this area was
reviewed with the consulting engineer and it was determined it was
not needed. Mr. Stanton, Horton Dennis Associates, said they have
looked at both places and the feeling is that there is no greater
danger now than previously. The walkway is on the opposite side
and there should be no pedestrian traffic on that side of the street.
Councilman Harris said the danger would be if a car went out of
control and down the steep incline, the City might be held responsible
City Attorney Hard said he thought the street was constructed with
applicable engineering standards.
PUBLIC HEARING Mayor Todd declared the Public Hearing open at 7:10 P.M.
7:10 7:12 P.M.
There being no comments from the audience, Mayor Todd declared the
Public Hearing closed at 7:12 P.M.
Police Chief Lowery said he had concern about the sheer drop near
the Tukwila Apartments. If a car went over the drop it would land
in the parking lot of the LaVista Apartments.
Mayor Todd said the City was aware of this problem and would take
action on it.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE PROPOSED ORDINANCE
BE READ BY TITLE ONLY. MOTION CARRIED.
The City Attorney read an Ordinance approving and confirming the
assessments and assessment roll of Local Improvement District No. 30
which has been created and established for the purpose of improvement
of property within the City of Tukwila, Washington, along portions
of South 152nd Street and 57th Avenue South by acquisition of
additional public right of way, widening, paving and grading the
street surface, installation of sidewalks, curbs and gutters, storm
drainage, storm and sanitary sewers, water facilities, underground
utilities and street illumination, as provided by Ordinance No. 1169
and levying and assessing the amount thereof against the several
lots, tracts, parcels of land and other property shown on the roll
by title.
Alan Doerschel, Finance Director, said the interest rate of 14%
should be inserted in the two blanks on page 2 of the Ordinance and
interest of 12% should be inserted in the blank on Page 3.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE BE
ADOPTED AS AMENDED.
Councilman Hill asked if it would be possible to confer with the
contractor and have him put in the railings when they come to
complete the contract.

Phil Fraser, Acting Public Works Director, said it would cost
approximately $5,000 for the two guard rails.

MOVED BY HARRIS, SECONDED BY HILL, THAT THE SPECIAL MEETING OF
THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
