CHAIRMAN OF THE MEETING IN THE ABSENCE OF COUNCIL PRESIDENT BOHRER.
MOTION CARRIED.
Chairman Phelps called the Tukwila City Council Committee of the
Whole meeting to order at 7:19 p.m.
ROLL CALL OF EDGAR D. BAUCH, JOE H. DUFFIE, MABEL J. HARRIS, GEORGE D. HILL,
COUNCIL MEMBERS DORIS PHELPS, GARY L. VAN DUSEN.
Councilman Bauch, Chairman of the Public Safety and Public Works
Committees said there would be a joint meeting with the Planning
Department on Wednesday at 4:45 p.m. regarding the sign code.
The City Council referred tow rates to the Public Safety Committee.
The Committee finds the tow rates have not changed since 1981, so
the matter can be dropped from the committee agenda.
Councilman Phelps, Chairman of the Finance and Community Affairs
Committees, said the committee met on Monday and considered the sign
code amendments. They have a recommendation to the Council President
to review it as presented, with minor changes. The next meeting of the
Committee will be at 4:30 on Thursday, when the golf course green fees
will be considered.
Councilman Hill said a citizen not present at the meeting reported that
on Klickitat Drive, up 53rd Avenue and going up to 160th there are many
senior citizens walking up the steep hill. There is no place to get
off the road and rest; near 160th and 53rd there is a viewpoint and
the concerned citizen thought it would be an ideal place to put some
benches for people to rest and look at the view. He asked that the
matter be put in the Public Works Committee for investigation with input
from the Parks and Recreation Department.

ON 53RD AVENUE NEAR 160TH BE PUT IN THE PUBLIC WORKS COMMITTEE. MOTION
CARRIED.
Al Pieper, Planning Department, said there would be more pedestrians
on the hillside, 51st to 160th, but both streets are infested with
dogs who discourage walking.
Discussion took place regarding the need for enforcement of the Leash
Ordinance and patrol by King County Animal Control.

MOTION CARRIED.
Phil Fraser, Acting Public Works Director, said $50,000 has been
offered by Burlington Northern and Union Pacific railroads for the con-
struction of the bridge. Tukwila's share (50 will be $675,000;
Renton will pay a like share. The remainder of the $7 million will be
federal funds.
Council Members discussed the 50/50 sharing of costs. Councilman
Duffie said it seems Renton will benefit more than Tukwila from the
bridge and should, therefore, pay a larger share of the cost. Mayor
Todd stated a larger area of the bridge will be in Tukwila than Renton.
Councilman Bauch said financing for the bridge has not been put in the
budget.

Grady Way Bridge Mayor Todd said the City has participated up to $174,000 on the design
financing proposal and drawings. We previously participated on a 53/47 basis with Renton.
from City of Renton It has been determined that the larger portion of the bridge will be in
contd. Tukwila. The next step is to select an engineering firm for construction.
We should participate equally in the selection of the construction
engineer. We have to be prepared to show that we are financially ready
to participate. The bridge has a direct bearing on the Southcenter
Boulevard improvement.
Councilman Hill said the City has no choice but to go ahead with the
plans. Inspection has shown the bridge is seriously in need of repair.
Mayor Todd said if the sales tax is increased that will be a source of
additional revenue for the City. If there is not an increase in sales
tax then the City will have to look for bonding.
Councilman Harris said this has been on the 6 -year street plan. Each
year there is a public hearing on it. There does not seem any way to
back out of it. Councilman Van Dusen said he had not known most of the
bridge was in Tukwila. A bridge is needed there. For 10% of the cost
we will share the bridge and extend the road in front of the City Hall.
This would benefit the City. Councilman Bauch said $750,000 could be
spent within the City rather than on a bridge situated on the
boundary line. The bridge is still working.
Mayor Todd said if we do not share the Grady Way Bridge, the City will
have to cancel all plans for the improvement of Southcenter Boulevard.
Councilman Hill said if the bridge is put in the Southcenter Boulevard
improvement will help get rid of some of the traffic, at least 20% of
Alan Doerschel, Finance Director, said there is $140,000 in the Arterial
Fund that can be used now. We can get a letter of credit from one of
the banks and the City could go for two years before we would have to
sell bonds. It was his recommendation to put aside some money in 1982,
1983, and 1984.
MOVED BY HILL, SECONDED BY HARRIS, THAT THE FINANCING POSSIBILITIES OF THE
GRADY WAY BRIDGE BE PUT IN THE FINANCE AND PERSONNEL COMMITTEE. MOTION
CARRIED, WITH DUFFIE AND BAUCH VOTING NO.
Lease of old Mayor Todd said the Tukwila American Legion Post No. 235 would like to
Police Dept. bldg. lease the old Police Department Building located at 14475 59th Avenue
at 14475 59th So. South for use as a meeting hall. They would like to refurbish the build-
ing and provide a meeting room, office areas, and storage for other local
groups such as Tukwila Air Patrol, Tukwila Little League, Tukwila Police
Officer's Association and Tukwila Police Explorer Post.
MOVED BY VAN DUSEN, SECONDED BY DUFFIE, THAT THE MAYOR PROCEED WITH THE
LEASE ARRANGEMENT WITH THE AMERICAN LEGION FOR $1.00 PER YEAR.
Discussion followed with Councilman Van Dusen suggesting a 2 -year lease.
Don Williams, Director of Parks and Recreation, said he has rental
forms that are used when the Southgate facility is rented to other
groups for an activity.
MOVED BY BAUCH, SECONDED BY VAN DUSEN, TO AMEND THE MOTION AND STIPULATE
THE LEASE COME BACK TO THE CITY COUNCIL FOR FINAL APPROVAL. MOTION
CARRIED.
MOVED BY HILL, SECONDED BY HARRIS, THAT THE COMMITTEE OF THE WHOLE
MEETING RECESS FOR TEN MINUTES. MOTION CARRIED.
The meeting was called back to order by Chairman Phelps, with Council
Members present as previously listed.
Brad Collins, Director of Planning Department, said the applicant is
seeking a preliminary waiver approval for 54 condominium units on 2.7
acres in McMicken Heights.

Councilman Bauch said the Council has considered a new zoning ordinance
that is in abeyance due to a letter of veto by the Mayor. The letter
of veto will be considered at the Council meeting on April 6, 1982.
MOVED BY BAUCH, SECONDED BY VAN DUSEN, TO TABLE THE MCNAMARA REQUEST
FOR WAIVER UNTIL THE CITY COUNCIL HAS CONSIDERED THE VETO OF THE ZONING
ORDINANCE.
City Attorney Hard suggested the Council consider the McNamara request
at this time. The Council can table the matter, consider the waiver
at this time, or go ahead and hear the presentation and consider the
data and take action at the next regular meeting of the Council. This
matter has been before the Council on previous dates.
Councilman Van Dusen said the zoning on this property is listed as the
No. 1 item in the Mayor's letter of veto. When it is considered at
the meeting on April 6, 1982 the waiver may become a moot question.
Tom Walsh, 1111 3rd Avenue, Seattle 98101, legal representation for
Mr. McNamara, said the architect and soils analyst are prepared to
make a presentation at this meeting.

Chairman Phelps said the Finance and Personnel Committee wishes
Council concurrence with the amended position descriptions for the
Planning and Building Divisions. The amended position descriptions
are occasioned by the merger of the former Building Department into
the Planning Department and by the implementation of the centralized
permit and inspection system.

DESCRIPTIONS BE CONSIDERED AT THE COMMITTEE OF THE WHOLE MEETING ON
APRIL 13, 1982 AND THE PROPER ORDINANCE, RESOLUTION OR MOTION BE
PREPARED SO ACTION CAN BE TAKEN. MOTION CARRIED.
City Attorney Hard said this is a housekeeping ordinance to establish
regular sessions of the Municipal Court on Wednesdays at the hours of
7:00 p.m.
