Presentation of awards from Washington City/County Management Association (WCMA) to: ° Rachel Bionohi, Deputy City Adnministnaho,— Outstanding Assistant Award ° Joseph Todd, Technology and Innovation Services Director — Innovations in Local Government Award David C|ine, City Administrator, stated PWe. Bianchi is being recognized for her outstanding leadership as she has led the City through many significant organizational changes in addition to acting as Project Manager for the Public Safety Plan, the City's largest capital building program in its history. Mr. Todd developed a plan to bring free Wi-Fi to neighborhoods with the highest density of students in the Tukwila School District, allowing hundreds of students in Tukwila to access free internet at home. b. Update from Highline Medical Center. Russell Woolley, Chief Operating Officer ofthe Hi h|ineMedico|Cent»r,andDocborGopiDundamudi' Chief ofCardiology for CHI Fnanoiscon, provided an update from High|ine Medical Center. Doctor Oandomudi explained CHI Franciscan is gathering support from local jurisdictions to petition the Washington State Department of Health to allow Highline Medical Center to offer Elective PCI (Percutaneoua Coronary Intervention). High|ina serves some of the lowest income areas in the west King PCI planning area and seeks to provide Elective PCI in its facility to meet patients where they are and provide o vital community health service in this region. The Councilmembers asked clarifying questions and asked that Highline Medical Center provide additional information regarding which regulatory restrictions apply (whether they are State Legislature or Department ofHea|th). Tukwila City Council Regular Minutes APPOINTMENTS/PROCLAMATIONS a. A proclamation recognizing October 2019 as "Domestic Violence Awareness Month." Councilmember Kruller read a proclamation on behalf of Mayor Ekberg recognizing October 2019 as "Domestic Violence Awareness W1onUh.^ b. Appointments and Reappointments (n Confirm the appointment of Cynthia Chesak to Position #7 on the Library Advisory Board, with atemn expiring 12/31/2019. He referenced a recent news article indicating the City of SeaTac was awarded a grant of $500.000from Sound Transit for frontage improvements and asked staff to provide information on whether there is a connection between the two items. *MOTION CARRIED G-O. NEW BUSINESS Authorize the Mayor to sign a collective bargaining agreement with the United Steelworkers for Police Non -Commissioned Employees for 2q19'2O21. MOVED BY|DAN,SECONDED BY QUINN TOAUTHORIZE THE MAYOR TQSIGN A COLLECTIVE BARGAINING AGREEMENT WITH THE UNITED STEELWORKERS FOR POLICE NOW COMMISSIONED EMPLOYEES FOR 2019-2021. MOTION CARRIED G-0. Tukwila City Council Regular Minutes REPORTS m. Mayor Mayor Ekberg participated in Green Tukwila Day and attended the International Rescue Committee's Rebuilding Lives Annual Dinner. b. City Council Council President Hougardy attended a Lodging Tax Advisory Committee meeting, a Highline Forum meeting, and held a Council Chat inviting residents to discuss issues in the community. Counci|momberQuinn reported that staff will bedeveloping mprocess tohighlight excepbono|workbv employees in response tna suggestion by resident. He reported Counui|nlennberRobertson will be following up on a Reasonable Use Exception application for a parcel on South 150th Street. Councilmember Kruller attended a Cascade Water Alliance Meeting. She referenced pages 113 — 123 of the agenda packet and asked that the information in the spreadsheets be provided again as the data is not fully visible. She suggested that the City reach out to contractors and trade unions to discuss expectations around apprenticeship participation on the Public Safety Plan projects. She also highlighted the issue ofspeeding inTukwila and asked that staff provide information ontraffic calming measures on 53rd Avenue South and the cost efficiency of residents using contractors to install speedbumps compared to the City installing them. Councilmember McLeod reported the City was recently upgraded from AA to AA+ in its Bond Rating. Additionally, the City was audited by the Office of the Washington State Auditor and received a clean report with minor recommendations. Councilmember Idan reported the Transportation and Infrastructure Committee will be reviewing the Public Works Shops Master Plan at its next meeting. The Bellwether Project will begin construction later this year. He asked for clarification onwhether unsuccessful applications for Board. Commission and Committee appointments will beprovided tothe Council. Following input from the Council, David Cline, City Administrator, indicated staff would look further into the process. o. Staff David C|ine, City Administrator, referenced the CA (City Administrator) report and Monthly Public Safety Plan Update, and offered toanswer any questions. d. City Attorney There was noreport. e. Council Analyst There was noreport. MISCELLANEOUS Council President Hougardy asked that staff look into resolving technical difficulties prior to Council meetings. Councilmember Idan referenced the budget amendment passed by the Council that included funds for the installation of additional swings in Cascade View Park. He believed toddler swings were being installed based on community need, but it was brought to his attention that regular swings were installed. Mayor Ekberg indicated hewould follow uponthis matter.
