SPECIAL MEETING Council Chambers
Mayor Todd led the audience and City Council Members in the Pledge
of Allegiance and called the Special Meeting of the Tukwila City
Council to order.

Council Members asked Mr. Sneva questions regarding his past work
experience and plans for the future as related to his job as
Public Works Director for the City.
*MOTION CARRIED.
Don Williams, Director of Parks and Recreation, presented the
need for the budget transfer. The Finance and Personnel Committee
has recommended reducing the requested $17,050 to $13,550 to
be transferred to King County. They have suggested the 406 Soccer
and Little League provide the two bleachers and asphalt areas
under the bleachers. He said the cost may be less depending upon the
bids. This will not include the irrigation system.
Sharon Mann, President of Little League Club, said they do not have
funds at present. They can hold a casino night to obtain funds.
Council President Bohrer said he was not in favor of taking funds
from the Old City Hall for this project.
Councilman Duffie said children need a place to play to keep them
off streets. He has been associated with Little League for 7 years.
He would like to have the entire field done at once. He would like a
field for children that they did not have to share with adults.
Councilman Hill asked if this will be another Fort Dent controlled
by King County and Seattle. Mr. Williams said the City leases from
the school and the City will have control of the scheduling. Only
youth from this area will be scheduled. Mr. Williams said the
irrigation system will cost approximately $11,000.
MOVED BY PHELPS, SECONDED BY BAUCH, THAT THE TRANSFER OF FUNDS FROM
OLD CITY HALL TO FOSTER PARK YOUTH FIELD IN THE AMOUNT OF $13,550 BE
APPROVED.
MOVED BY BOHRER, SECONDED BY VAN DUSEN, TO AMEND THE MOTION AND
APPROVE TRANSFER IN THE AMOUNT OF $8,000 SO IRRIGATION PROJECT CAN BE
PUT IN AT THIS TIME AND REST OF PROJECT DONE IN 1983. ROLL CALL VOTE:
HILL, PHELPS, DUFFIE, BAUCH VOTING NO; VAN DUSEN, BOHRER, HARRIS
VOTING YES. MOTION TO AMEND FAILED.
*MOTION CARRIED, WITH VAN DUSEN, HARRIS, AND BOHRER VOTING NO.
MOVED BY BOHRER, SECONDED BY HILL, TO SUSPEND THE RULES AND CONSIDER
A RESOLUTION ON THE CEDAR RIVER WATERSHED. MOTION CARRIED.
City Attorney Hard said he questioned whether the City Council could
consider something at a Special Meeting that is not on the agenda.
Council President Bohrer�i reading Robert's Rules the Council control
the agenda. There is provision for suspending the rules. He said
there is a meeting Friday morning in Seattle. A number of legislators
and Department of Interior representatives will be there. Council
President Bohrer said he would like the resolution passed so they
would know the feeling of the City of Tukwila.
MOVED BY BOHRER, SECONDED BY HILL, THAT THE CITY ATTORNEY READ THE PRO
POSED RESOLUTION IN ITS ENTIRETY. MOTION CARRIED.
City Attorney Hard read a resolution of the City of Tukwila supporting
the protection of the Cedar River Watershed and opposing the issuance
of oil and gas exploration leases in the watershed in its entirety.
MOVED BY BOHRER, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION BE
ADOPTED AS READ. MOTION CARRIED.
