I have been away for the past week. I haven't been brought completely up to speed on what Brandon has told you, but I can say that based on the rendering you sent, the proposed sign would be discernable. To clarify, the discernibility standard should not be confused with readability. In general, all signage requires a permit unless it is specifically exempted in the sign code. The discernibility standard is usually applied in the case of incidental signage such as posted hours of operation and credit card logos. The reason it is applicable in this case is because the building has such a large setback that slightly larger wall -mounted directional signs would probably not be discernible. To be clear, I can say that, being familiar with the site, I would not object to directional signs that are less than 5 square feet in size and installed at eye -level (the code categorically allows wall -mounted directional signs of 3 square feet). The signs must be flush -mounted wall signs, however, not awning -face signs. If that doesn't work for your client, some other options would be to redesign the main wall sign to include a directional element, install freestanding directional signs (you are allowed four total directional signs without a permit, including freestanding and/or wall -mounted signs), or install an additional public entrance in the building so that another wall sign would be allowed. You also may pursue a code variance, the procedures of which are outlined in section 19.28 of the sign code. Note that variance decisions are made by a hearing examiner, applying the criteria listed in section 19.28.030 of the sign code. I hope that clears things up for you. Awning face signs are only permitted on awnings located over a public entrance to a building (TMC 19.20.050.B.2). Our building department should be able to tell you whether a building permit is required for the awning. I noticed that the other awning you installed did require a building permit, so I imagine this one will as well, but if you would like to check to make sure, you can contact the building department at 206-431-3670.
