If that's what you're asking about, you would need to submit a building elevation showing a single polygon around both signs (or sign elements) having an area less than the maximum sign area. Looking at the original application, it looks like the maximum sign area is 75.84 sq ft, so that is quite a bit less than the current area of 144 sq ft. The maximum sign area should not be affected by the mall's decision to opt -out of their sign code vesting, since the calculation was based on the tenant -fronting wall area. I know it has been a few months since we were chatting about this, but as I recall, the reason we were looking at other options (such as decreasing the visibility of the sign so that it wouldn't require a permit) was because we had decided that it would probably not be possible to fit both signs into the maximum sign area. My conclusion had been that the sign must either be removed or made non -discernible. It looks like two of the color samples you sent would accomplish this. To remove any ambiguity, I'll tell you plainly that, if the vinyl color 47c or 48c is applied to the sign, I will consider it to be non -discernible. With the other colors, it is more difficult to say without seeing them actually installed. There may be additional options worth exploring as well, but this issue does need to be resolved by January 25th, at which point the sign permit will expire. If you'd like to move the sign, a permit for that work should be submitted before January 25th, so that I can close out the old permit. After another site visit and further review of the sign code, I have determined that the sign does not meet code. As discussed previously, the two signs are two far apart to meet the size limitations when considered as a single sign. Each business/use is allowed one sign per exterior public entrance. There is a shared mall entrance on the same wall as the sign, but there is already another sign above this entrance, so I cannot allow an additional sign. I understand the difficulty that your subcontractor will have removing the sign and replacing the siding. As an alternative, if you able to paint the sign or replace the letters so that it is not so high contrast, it may no longer be discernible from the public right of way, in which case it would be allowed without a permit. If you are unable to paint the sign or replace the letters, it must be removed before the sign permit expires on January 25, 2012. I apologize, again, for the length of this process, which was complicated by the decision of the mall to opt out of their sign code vesting. I am happy to discuss this matter further with you over the phone if you have any additional questions or concerns. Sorry I took so long to get back to you. I have been out of the office for the past week. To recap what I had discussed with you over the phone, the CCS store was only approved for one sign, and the contractor installed two signs. Since the second sign was installed without permit approval, it is an illegal sign. Since there was some ambiguity when the permit was originally applied for (your subcontractor was under the impression that the sign would be approved by us if they were approved by the mall), I will not require you to remove the sign if you are able to show the two signs together could be considered one single sign with two sign elements — the larger logo and the smaller logo. This will only be allowed if the two sign elements together meet the standards of the code — including maximum sign size. The attachments you sent show the two signs separately, but to be considered one sign, sign area must be calculated using one continuous perimeter around all elements of the sign. Additionally, you must use 90 degree angles and you may not omit the space between letters or between sign elements. I've attached two examples of perimeters that you could use to determine sign area. I was not sure of the scale of your revised plans, so I don't know what the area inside the perimeter is, but it appears to be too large to meet the standard for maximum sign size. You may use a different perimeter to determine sign area, but please use 90 degree angles and include the area between the two sign elements. You will be required to remove the second sign unless you can show how one sign with two sign elements would meet the design standards of the sign code. Your application is currently incomplete because, as we discussed previously, you are required to have a Tukwila Business License. Also, upon review of your plans, it appears that CCS will have one exterior public entrance, so they would be allowed one wall sign. You listed a second wall sign in your application, which would not be allowed unless the sign is not discernable from the public right of way (Tukwila Parkway), or any adjacent premise or off -site business. The second sign will not be approved unless you do one of the following: 1. Indicate in writing that the sign will not be discernable from the public right of way or any adjacent premise or off -site business. If you choose this option and, upon inspection, the sign is deemed to be discernable, you would be require to remove the sign. 2. You may revise your plans to indicate an allowable sign type. There are several options for additional signage: - You may change from a flush -mounted wall sign to a projecting sign. Under the new code, each business is allowed a projecting sign in addition to any other type of building -mounted signage. The projecting sign must meet the size requirements found in TMC 19.20.050.C. - It was difficult to tell from your plans, but if the architectural elements being added to the building facade qualify as a canopy as defined in TMC 19.08.072, the tenant qualifies for a canopy edge sign (see 19.20.050.E). The canopy edge sign would substitute for the projecting sign. - You are allowed additional pedestrian -oriented signage under TMC 19.20.050.F. Options for pedestrian - oriented signage include under-awning/canopy signs, awning/canopy side signs, and/or permanent window signs. If you choose to revise your plans, you may submit the revisions to me via e-mail. You do not need an additional permit and you do not need to pay an additional fee unless you decide to install more than two signs. This sign permit application can be used to determine the total number of building mounted signs permitted for your business. The application also provides the specific code standards for the common types of building mounted signs, see TMC 19 Sign Code for details. Please note that you may not qualify for all signage types outlined in this application. Section 2- Incentive Signage Wall signs may also be installed on walls that do not have public entrances if the wall where the sign will be located meets at least one of the following design criteria 1. At least 50 percent of the wall area between the height of 2 and 7 feet must be transparent with either an unobstructed view into the business or use or a display window with a depth of at least three feet. 2. Architectural detailing consistent with the building design using changes in color, materials, texture, and variations in the wall plane. 3. Artwork such as mosaic, mural or sculptural relief covers at least 50 percent of the wall surface. If the artwork uses words or images related to the business on site they will be considered part of the sign area. 4. One or more trellises covering at least 50 percent of the wall area between the height of two and seven feet, planted with climbing vines and other plant materials in a planting bed at least two feet in width and provided with permanent irrigation. Signs permitted under this Section may be up to 50 percent of the area calculated in the Table in Section 1. Section 3- Projecting and Canopy Edge Signs One Projecting or Canopy Edge Sign may be permitted per business in addition to those signs permitted in Section 1 and Section 2. In order to qualify for a sign under this section the business utilizing the projecting or canopy edge sign must have a direct ground floor public entrance and the sign must overhang a sidewalk or walkway. The sign is not permitted to overhang parking areas, service areas or other non -pedestrian oriented areas. Not all buildings will qualify for a projecting or canopy edge sign. Projecting Sign Sign Reserved for City Use For more detail see the Sign Code Language, TMC 19.20.050 C. Proposed Area of Sign Maximum area permitted is 20 square feet per face and 40 square feet total for all faces. Distance Sign Extends from Building The sign may not stick out more than four feet from the building wall. Also, the sign can't extend further than the sidewalk it overhangs. Height above ground The bottom edge of the sign must be at least eight feet above the sidewalk or walkway that it overhangs. Rotating Display Proposed Mechanical rotating displays are permitted. Canopy Edge Sign Canopy edge signs are limited to a single row of individual letters which are not permitted to extend beyond the edge of the canopy on which the sign is located. Height of letters Maximum height allowed is 12 inches Length of Canopy The sign length is limited to 2/3 of the length of the canopy. Section 4- Pedestrian Oriented Buildini2 Mounted Signa""e In order to encourage a more pedestrian oriented environment, the City allows the following signs in addition to those listed in sections 1, 2 and 3 of this application. Permits are only required for signs listed under this section if the signs will be discernable from any public right of way, a neighboring site or an off -site business. Not all businesses will qualify for signage under this sedion. Under-Awning/Canopy Signs In order to qualify for under-awning/canopy signs an entrance to a business must be provided from a public or private sidewalk. Permanent Window Signs Permanent window signs are only permitted if the following conditions are met 1. The signs will be placed in a ground floor window that provides direct line of sight into the public area of the business. Note: Permanent window signs are not permitted in windows located along private offices, storage space, display windows or windows that are opaque or otherwise do not allow viewing into the business. 2. No more than ten percent of the total ground floor transparent window area along the exposed building face of a business may be occupied by permanent window signs. Spandrel, opaque and mirrored glass do not qualify for window signage. No individual sign may be larger than six square feet. In no case shall the total sign area in the window, including both permanent window signs and temporary window signs, exceed 25 percent of the window area. Height of Letters and text? No window sign shall have a height greater than eight inches. Proposed Materials? The signs may be made of gold or silver leaf, vinyl or paint; applied directly to the glass; etched into the glass, neon mounted or suspended behind the glass; or framed and mounted paper signs. Method of illumination? Signs may only utilize neon tubing. L\SP \S A fmal inspection of the sign is required for all signs when installation is complete. The applicant or installer is required to schedule the final Sign inspection through the City's Inspection line at (206)431-2451. The 4-digit inspection code needed for scheduling the fmal Sign inspection is 1510. The applicant or installer does not need to be present for the final Sign inspection It is the responsibility of the installer to obtain the electrical permit and inspections from the City of Tukwila Permit Center at (206) 431-3670. The electrical inspector will need access to complete the Electrical portion of the inspection. GENERAL The issuance of some signage within the City may require a permit from the Washington State Department of Transportation (WSDOT). It is the applicant's responsibility to obtain all required permits from the appropriate government agency. For information on permits that may be required from WSDOT call (360) 705-7296. The issuance of a sign permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other ordinance of the City. Pennits presuming to give authority to violate or cancel the provisions of this code or other ordinances of the City shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the Director from requiring correction of errors in the construction documents and other data (TMC 19.12.020 (C)). Pursuant to TMC 19.12.0150, sign permits shall be valid for 180 days from the date of issuance of the sign permit. The Director may approve one extension of up to 30 days if a written request is submitted to the City BEFORE expiration of the 180 day period.
