Permit plus has some information on the size of the signs. As indicated by these screenprints, the existing signage was measured at 239 Sq ft in size. I Back Sign face residential land (Y/N): rf Summary There are other cities with DoubleTree Hotels that have similar signage regulations to ours here in Tukwila. There are only 3 other DoubleTree Hotels in the state of Washington (in Seattle, SeaTac, and Spokane). There are other cities outside of Washington with similar signage regulations, three of which are Livermore, CA; San Jose, CA; and Aurora, CO. There are other signage options within the framework of the new sign code that would not require signs larger than 150 square feet. Some options to pursue include: - Putting signs on other wall faces. There are entrances on all four wall faces. If all wall faces qualify, the building could have up to 600 square feet of total signage area. If the visibility of the logo is important, a logo of up to 150 sq ft could be placed on a wall with no other signage — the south wall is highly visible from Southcenter Parkway and possibly from 1-5. Alternative configurations of wall signs, for instance, a square sign could be configured with a more vertical orientation to allow maximum visibility of the logo and the word "DoubleTree:" [LOGO] DoubleTree Suites By Hilton There is a variance process. However, the criteria for a variance is very specific. For variance requests, the hearing examiner makes a determination as to whether the variance "is necessary because of special circumstances relating to the size, shape, topography, location or surroundings of the subject property to provide it with use rights and privileges permitted to other properties in the vicinity and in the zone in which the subject property is located." - A final option would be an amendment to the sign code. Details Signage Regulations in Other Cities with a DoubleTree Hotel City of Seattle: n/a. The DoubleTree Hotel in Seattle (Arctic Club) is in the Pioneer Square Historic District and does not have any DoubleTree branded signage. City of SeaTac: SeaTac Sign Code is Chapter 15.16. Permitted Wall Signage up to a maximum of 10% of facade (no absolute size limit). City of Spokane: Sign Code is Chapter 17C.240. Total building signage depends on length of "primary bldg. wall" which, in general, is that wall fronting a public right of way/street. Buildings in most commercial zones are allowed at least 15% of primary building wall. In the case of the Tukwila DoubleTree, primary building wall would be West wall, so total allowed signage for all walls would be at least 15% of this wall. City of Portland, OR: Portland uses a method similar to Spokane of determining sign area based on length of primary bldg. wall, except that they do not have a 15% minimum rule. Total allowable building signage (on sites with a freestanding sign) is 1 sq ft per 1 ft of primary bldg. wall. So, for instance, if the primary bldg. wall is 300 ft in length, total allowable area allocated for all building signage would be 300 sq ft. City of Livermore, CA: Livermore has a similar absolute cap of 150 sq ft for building signage. This would be a good point of comparison for Tukwila. City of San Jose, CA: Difficult to determine actual regs, since the DoubleTree here is in a Planned Development, but Google Streetview shows the new signage and the signs appear similar to what would be allowed under Tukwila's new code. In general, San Jose allows a maximum of "three hundred square feet per occupancy frontage" for signs in commercial zones. City of Aurora, CO: Maximum square footage for signs is 80 sq ft, although they do allow an alternative method of figuring max size that allows for 2 sq ft of signage for each linear foot of building frontage, up to a maximum size of 200 sq ft for each individual sign and 600 sq ft for all signage. Options for Doubletree Signage Under the current code, the maximum size for wall signs is 150 square feet. Fortunately, the sign code is flexible enough that it still will allow you to maintain good visibility. The sign code allows "one flush - mounted building sign per exterior public entrance." (19.20.050) When I inspected the building, I discovered that there is an entrance on the East side of the building (marked as "Hotel/Banquet Entrance") as well as the South side of the building (entrance opens onto a small courtyard). If these are public entrances, rather than service entrances, you would be eligible for a 150 square foot sign on each of the four building faces, for 600 square feet of total sign area. If they are not public entrances, you may still be eligible for smaller signs (potentially up to 75 sq ft) on those wall faces. So, for instance, a logo could be placed on one of those faces and the rest of the sign copy on the North or West face. Other Hotels in the city use this configuration to maximize visibility. If you would like to maintain your current signage configuration with signs on the North and West building faces only, you have various options, as discussed previously, such as making the "By Hilton" part of the sign smaller. If you make this part of the sign smaller, you would also want to resize the logo, which would give you some additional leeway. You may want to speak to your signage designer about a more vertically -oriented for the West wall sign as well (e.g. with the logo, "DoubleTree" below it, "Suites" centered below that, and "By Hilton" on the bottom). This might be appropriate if your desire is to have the logo and the word "DoubleTree" be the most prominent feature of the sign. If none of these options meet your signage needs, there is a variance process. Sign Code Variances are a "type 3" decision (i.e. made by the hearing examiner). The steps to apply for a variance are listed in section 19.28.020 of the Sign Code. There are very specific criteria determining whether a variance will be granted. A variance may be granted if it "is necessary because of special circumstances relating to the size, shape, topography, location or surroundings of the subject property to provide it with use rights and privileges permitted to other properties in the vicinity and in the zone in which the subject property is located." Based on my present understanding of the facts, I do not believe staff could support a variance request, as it is difficult to see how this property fits the definition of having a special circumstance. It has not yet been processed, as I have had some difficulty researching the sign's permit history. I will do my best to make sure that this does not delay any of your permits. Additionally, if your client is interested in opting out of the requirements of the new sign code, you may want to consider the Tukwila Urban Center opt -out provisions, found in TMC 19.22. I am currently looking into whether the larger wall signs would be allowed under the opt -out provisions. If the wall signs are not under the opt -out provisions, 2 then 150 square feet is the maximum a. ,cable size, (assuming the signs meet the c _..r requirements of the code). Section 2- Incentive Signage Wall signs may also be installed on walls that do not have public entrances if the wall where the sign will be located meets at least one of the following design criteria: 1. At least 50 percent of the wall area between the height of 2 and 7 feet must be transparent with either an unobstructed view into the business or use or a display window with a depth of at least three feet. 2. Architectural detailing consistent with the building design using changes in color, materials, texture, and variations in the wall plane. 3. Artwork such as mosaic, mural or sculptural relief covers at least 50 percent of the wall surface. If the artwork uses words or images related to the business on site they will be considered part of the sign area. 4. One or more trellises covering at least 50 percent of the wall area between the height of two and seven feet, planted with climbing vines and other plant materials in a planting bed at least two feet in width and provided with permanent irrigation. Signs permitted under this Section may be up to 50 percent of the area calculated in the Table in Section 1. Method of illumination? Signs may only utilize neon tubing. INSPECTIONS A final inspection of the sign is required for all signs when installation is complete. The applicant or installer is required to schedule the final Sign inspection through the City's Inspection line at (206)431-2451. The 4-digit inspection code needed for scheduling the final Sign inspection is 1510. The applicant or installer does not need to be present for the final Sign inspection It is the responsibility of the installer to obtain the electrical permit and inspections from the City of Tukwila Permit Center at (206) 431-3670. The electrical inspector will need access to complete the Electrical portion of the inspection. GENERAL The issuance of some signage within the City may require a permit from the Washington State Department of Transportation (WSDOT). It is the applicant's responsibility to obtain all required permits from the appropriate government agency. For information on permits that may be required from WSDOT call (360) 705-7296. The issuance of a sign permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other ordinance of the City. Permits presuming to give authority to violate or cancel the provisions of this code or other ordinances of the City shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the Director from requiring correction of errors in the construction documents and other data (TMC 19.12.020 (C)). Pursuant to TMC 19.12.0150, sign permits shall be valid for 180 days from the date of issuance of the sign permit.
