9/22/2010: Code Enforcement opened file RFA10-436 due to signage being installed without a permit.
11/2/10: Awning -face sign permit S10-061 issued for "Jamal Market." Cabinet sign was not included
under this permit.
11/12/10: Planning spoke to business owner on the phone. Comment in PP stated that "wall sign on the
north canopy must be removed" or new permit must be issued for it.
12/16/10: Signs inspected by Code Enforcement.
12/20/10: Code Enforcement sent pre -notice of violation regarding additional signage not included
under permit S10-061. Erroneously indicated that cabinet sign was permitted and awning -face
sign was not.
1/6/2011: Received permit application S11-001 for cabinet sign. Application form included information
for both signs.
2/4/11: Planning sent letter to applicant regarding awning face sign — interpreting sign code to disallow
this sign (which had already been permitted under S10-061).
3/23/11: Planning sent letter to applicant.
5/1/11: Permit S10-061 expired.
5/4/11: Planning sent letter to applicant after on -site meeting. Issues with signage resolved. Both signs
allowed due to allocation of wall area and interpretation of sign code that allows awnings over
windows adjacent to entrances. Issued sign permit S11-001 for cabinet sign.
8/26/11: Planning site inspection. Noted that signs had been partially removed. Spoke with individual on
site about requirement to obtain permits for reface of signs.
9/14/11: Spoke with Mel Foster, agent for new business owner, about sign permit requirements.
9/15/11: Received incomplete application in the mail for reface permit. Opened file S11-100. Mr. Foster
paid fee and provided additional items in person. Told him that application was still missing
additional items. Mr. Foster said that he would submit missing items the next day.
9/19/11: E-mailed Mr. Foster a notice of incompleteness.
10/5/11: Planning observed that both signs had been refaced.
10/18/11: RFA10-436 closed by code enforcement due to filing of sign permits.
10/24/11: Sent letter to applicant, requesting missing information from permit and additional fee for
second sign.
10/31/11: Permit S11-001 expired.
11/4/11: Received building elevation and sign plans via US Mail from Mr. Foster. Mr. Foster indicated in
note that cabinet sign would be removed by 11/11/11. Left voicemail for Mr. Foster noting that
information he submitted for the awning face sign did not include the dimensions of sign, only
of the awning.
11/9/11: Spoke with Mr. Foster on the phone. Mr. Foster said he would provide the dimensions by the
next day.
11/30/11: E-mailed Mr. Foster to tell him that, since we had not received the missing information, the
permit would be cancelled on 12/18/2011.
12/13/11: Left voicemail for business owner at number provided on permit. Voicemail recording seemed
to be an unrelated party.
12/13/11: Spoke with Mr. Foster on telephone. He gave dimensions of sign. Dimensions used appear to
be an estimate, but sufficiently accurate for permit to be issued.
12/14/11: Approved and issued permit S11-100 for awning face sign only. Cabinet sign is not approved.
Mailed permit to applicant.

05/01/2012: Confirmed status of sign. No change since last inspection
05/07/2012: Finaled permit. Current status: the cabinet sign was never taken down, but is currently
covered. If not completely removed, it could be considered an abandoned sign. The awning sign
was permitted and is considered to be conforming, as only the English lettering was included in
the sign area. If a new tenant wishes to reface the awning or install a new sign, new permits will
be required. Case closed.

Hi Mel. This e-mail is to follow-up on our phone conversation of November 9 regarding the awning sign for Sheger
Arada, 14645 Tukwila International Blvd (sign permit application #S11-100). At that time, you indicated that you would
provide me with the dimensions of the sign the next day. To date, I have not received the information I requested.
Please provide the length and height of only the area containing the English lettering on the awning. I am considering
only this area as the sign message area in order to avoid further complication of the application and review process.
You must provide this information by December 18, 2011, or the permit application will be cancelled.

serve as an official notice of incompleteness. In order to make the application complete, you must provide the following
within 90 days:
Three copies of scaled and dimensioned plans or drawings of the proposed sign with area calculations
Three copies of a scaled elevation of the building walls where the sign will be located indicating the location of the sign
and dimensions of the exposed building face used to calculate the sign area.
If we have not received these items within 90 days, your application will be cancelled. You may be granted an extension
of up to 120 additional days if we receive a written request for extension.
I am waiving the requirement of a site plan because, as we discussed previously, I am already familiar with the site. I
have attached the building elevation that the previous tenant used with one of their sign permit applications. You may
modify this elevation for your application if you would like (please disregard the planner's notes). I'm providing this
elevation to assist you in the application process, but if you require any additional information or plans from a sign
permit file, you will be required to submit an official request for public records.
Once you have provided the requested items, I will review the application. I may require additional information from

Dear Mr. Mengistu,
On August 26, 2011, I spoke with an individual at your business at 14645 Tukwila International Blvd
about the requirement to obtain sign permits before refacing your business' signs. The City of Tukwila
Department of Community Development received your application for a sign permit on September 15.
The application was incomplete. On Monday, September 19, I e-mailed your agent, Mel Foster, the
enclosed official notice of incompleteness.
During a subsequent site visit on October 5, I observed that your wall sign and your awning face sign
have been refaced. Refacing or altering signs requires a sign permit. The application must be complete
and the sign permit must be approved and isued before the reface is completed.
At this time, you must do the following to avoid a code enforcement action:
- Contact me by mail, e-mail, or telephone within 30 days of the date of this letter to indicate your
intention to complete the sign permitting process.
- Provide the items requested on the enclosed e-mail in order to make your sign permit complete.
These items include:
o Three copies of scaled and dimensioned plans or drawings of the signs with area
calculations
o Three copies of a scaled elevation of the building walls where the signs are located
indicated the location of the signs and dimensions of the exposed building face used to
calculate the sign area
- Provide the following information, which was missing from your application form:
o Wall Area
o Area of Awning Face for Awning Face Sign
o Proposed Area of Signs
The sign permit fee is $212 per sign. Since you refaced two signs, you must provide an additional
$212 for the second sign.

Mr. Foster indicated to me that he was unfamiliar with the City of Tukwila sign permitting process. To
avoid further miscommunication or misunderstanding, I recommend that you contact me directly. I am
happy to work with you should you have difficulty providing the requested items or if you do not
understand anything contained in this letter. You may also speak with a representative from a licensed
sign company, who will work with you to ensure that your business' signage needs are met and that you
are in compliance with city code.

2. I understand that state law requires that all building construction contractors be registered with the
State of Washington. The exceptions to this requirement are stated under Section 18.27.090 of the

3. I understand that prior to issuance of a permit for work which is to be done by any contractor, the
City of Tukwila must verify either that the contractor is registered by the State of Washington, or that

4. In order to provide verification to the City of Tukwila of my compliance with this requirement, I

18.27.090 Exemptions. The registration provisions of this
chapter do not apply to:
1. An authorized representative of the United States
government, the state of Washington, or any incorporated
city, town, county, township, irrigation district, reclamation
district, or other municipal or political corporation or
subdivision of this state;
2. Officers of a court when they are acting within the scope
of their office;
3. Public utilities operating under the regulations of the
utilities and transportation commission in construction,
maintenance, or development work incidental to their own
business;
4. Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the
drilling, testing, abandoning, or other operation of any
petroleum or gas well or any surface or underground mine
or mineral deposit when performed by an owner or lessee;
5. The sale of any finished products, materials, or articles of
merchandise that are not fabricated into and do not become
a part of a structure under the common law of fixtures;
6. Any construction, alteration, improvement, or repair of
personal property performed by the registered or legal
owner, or by a mobile/manufactured home retail dealer or
manufacturer licensed under chapter 46.70 RCW who shall
warranty service and repairs under chapter 46.7o RCW;
7. Any construction, alteration, improvement, or repair
carried on within the limits and boundaries of any site or
reservation under the legal jurisdiction of the federal
government;
8. Any person who only furnished materials, supplies, or
equipment without fabricating them into, or consuming
them in the performance of, the work of the contractor;
9. Any work or operation on one undertaking or project by
one or more contracts, the aggregate contract price of
which for labor and materials and all other items is less
than five hundred dollars, such work or operations being
considered as of a casual, minor, or inconsequential nature.
The exemption prescribed in this subsection does not apply
in any instance wherein the work or construction is only a
part of a larger or major operation, whether undertaken by
the same or a different contractor, or in which a division of
the operation is made into contracts of amounts less than
five hundred dollars for the purpose of evasion of this
chapter or otherwise. The exemption prescribed in this
subsection does not apply to a person who advertises or
puts out any sign or card or other device which might
indicate to the public that he or she is a contractor, or that
he or she is qualified to engage in the business of
contractor;
10. Any construction or operation incidental to the
construction and repair of irrigation and drainage ditches
of regularly constituted irrigation districts or reclamation
districts; or to farming, dairying, agriculture, viticulture,
horticulture, or stock or poultry raising; or to clearing or
other work upon land in rural districts for fire prevention
purposes; except when any of the above work is performed
by a registered contractor;
11. An owner* who contracts for a project with a registered
contractor, except that this exemption shall not deprive the
owner of the protections of this chapter against registered
and unregistered contractors. The exemption prescribed in
this subsection does not apply to a person who performs
the activities of a contractor for the purpose of leasing or
selling improved property he or she has owned for less than
twelve months;
12.* Any person working on his or her own property,
whether occupied by him or her or not, and any person
working on his or her personal residence, whether owned
by him or her or not but this exemption shall not apply to
any person who performs the activities of a contractor on
his or her own property for the purpose of selling,
demolishing, or leasing the property;
13. An owner* who performs maintenance, repair, and
alteration work in or upon his or her own properties, or
who uses his or her own employees to do such work;
14. A licensed architect or civil or professional engineer
acting solely in his or her professional capacity, an
electrician certified under the laws of the state of
Washington, or a plumber certified under the laws of the
state of Washington or licensed by a political subdivision of
the state of Washington while operating within the
boundaries of such political subdivision. The exemption
provided in this subsection is applicable only when the
person certified is operating within the scope of his or her
certification;
15. Any person who engages in the activities herein
regulated as an employee of a registered contractor with
wages as his or her sole compensation or as an employee
with wages as his or her sole compensation;
16. Contractors on highway projects who have been
prequalified as required by RCW 47.28.070, with the
department of transportation to perform highway
construction, reconstruction, or maintenance work;
17. A mobile/manufactured home dealer or manufacturer
who subcontracts the installation, set-up, or repair work to
actively registered contractors. This exemption only applies
to the installation, set-up, or repair of the
mobile/manufactured homes that were manufactured or
sold by the mobile/manufactured home dealer or
manufacturer;
18. An entity who holds a valid electrical contractor's
license under chapter 19.28 RCW that employs a certified
journeyman electrician, a certified residential specialty
electrician, or an electrical trainee meeting the
requirements of chapter 19.28 RCW to perform plumbing
work that is incidentally, directly, and immediately
appropriate to the like -in -kind replacement of a household
appliance or other small household utilization equipment
that requires limited electric power and limited waste
and/or water connections. An electrical trainee must be
supervised by a certified electrician while performing
plumbing work.

The City's sign code permits a variety of building mounted signs, including wall signs, signs on awnings, canopy signs and
projecting signs. This sign permit applic I can be used to determine the total numbe> >uilding mounted signs permitted
for your business. The application also provides the specific code standards for the common types of building mounted signs,
see TMC 19 Sign Code for details. Please note that you may not qualify for all signage types outlined in this application.

sign maybe permitted on walls that do not have entrances, see Section 2 of this application.

One Projecting or Canopy Edge Sign may be permitted per business in addition to those signs permitted in Section 1 and
Section 2. In order to qualify for a sign under this section the business utilizing the projecting or canopy edge sign must
have a direct ground floor public entrance and the sign must overhang a sidewalk or walkway. The sign is not permitted
to overhang parking areas, service areas or other non -pedestrian oriented areas. Not all buildings will qualify for a
projecting or canopy edge sign.

Section 4- Pedestrian Oriented Building Mounted Signage
In order to encourage a more pedestrian oriented environment, the City allows the following signs in addition to those
listed in sections 1, 2 and 3 of this application. Permits are only required for signs listed under this section if the signs
will be discernable from any public right of way, a neighboring site or an off -site business. Not all businesses will qualify
for signage under this section.
Under-Awning/Canopy Signs
In order to qualify for under-awning/canopy signs an entrance to a business must be provided from a public or private sidewalk.

INSPECTIONS
A fmal inspection of the sign is required for all signs when installation is complete. The applicant or installer is required to
schedule the fmal Sign inspection through the City's Inspection line at (206)431-2451. The 4-digit inspection code needed for
scheduling the final Sign inspection is 1510. The applicant or installer does not need to be present for the final Sign inspection
It is the responsibility of the installer to obtain the electrical permit and inspections from the City of Tukwila Permit Center at
(206) 431-3670. The electrical inspector will need access to complete the Electrical portion of the inspection.
GENERAL
The issuance of some signage within the City may require a permit from the Washington State Department of Transportation
(WSDOT). It is the applicant's responsibility to obtain all required permits from the appropriate govenunent agency. For
information on permits that may be required from WSDOT call (360) 705-7296.
The issuance of a sign permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions
of this code or of any other ordinance of the City. Permits presuming to give authority to violate or cancel the provisions of this
code or other ordinances of the City shall not be valid. The issuance of a pennit based on construction documents and other
data shall not prevent the Director from requiring correction of errors in the construction documents and other data (TMC
19.12.020 (C)).
Pursuant to TMC 19.12.0150, sign permits shall be valid for 180 days from the date of issuance of the sign permit. The
Director may approve one extension of up to 30 days if a written request is submitted to the City BEFORE expiration of the
180 day period.
