Since you're proposing a projecting sign on a building that already has other projecting signs, I have to make sure I have good documentation of the existing signage. Technically, your site plan is supposed to show the location of all exiting building mounted signs. Could you please provide either a new site plan or a building elevation of the wall where the sign will be installed that shows the location of other signs on this wall? Also the sign code only allows a maximum projection of four feet from the building wall, so the sign has to be no more than 4 feet wide. I am willing to round down in this case, since you are only an inch wider than 4 feet, but for any future applications, please make sure that the sign is not too wide. Everything else looks ok, pending further review. If I do approve this permit, I'm going to require a statement signed by your client stating that they are aware of the regulations of temporary signage. There is way too much clutter on this building, and if we're going to allow a new sign, they will need to clean that up a bit. I need to make sure they are aware that approving this new sign does not constitute an approval or allowance of any other illegal signage. Upon further review, and as explained in my e-mail of February 28, the sign on the south wall does not meet code and the sign on the north wall will not meet code unless you show in your plans that it is mounted flat against the building wall or some part of the building structure and does not hang over any part of the wall or the canopy. In March, I met with Rebecca Riesen of Sterling Realty to discuss signage options for this property. I e-mailed Ms. Riesen on March 23 to inform her of some of the signage options available to her client under the sign code. To date, I have received no reply from you or from Ms. Riesen regarding this application. As we discussed, and as I expressed to the sign contractor, you are allowed to install a sign on the north wall face (where the building entrance is located). You are allowed a sign of up to 20 sq ft on this wall, but it must be flush -mounted (it cannot hang over or drop below the canopy). As I expressed in our meeting today, your options for signage that is visible to north -bound motorists is limited by the size, location, and orientation of the building. I looked at a map of the site, and there does not appear to be a good location for a freestanding (monument) sign, since the building abuts the lot line on the south and west sides. Despite the difficulties with the building and the site, there may be some creative options available for you. One option you may wish to pursue would be a projecting sign on the west building wall. The code section regulating projecting signs is at TMC 19.20.050.C(1-6), which I have reprinted here for your convenience: C. Projecting Signs. One projecting sign per separate business is permitted in addition to any other type of building mounted sign when the following standards are met: 1. Projecting signs shall only be permitted for tenant spaces that have a direct ground -floor public entrance. 2. No portion of a projecting sign may extend above the lower sill of any second story window on the same exposed building face. 3. No projecting sign may exceed 20 square feet per face or a total of 40 square feet for all faces. 4. Projecting signs may project no more than four feet out from the facade of the building. In no case shall the sign extend beyond the sidewalk which it overhangs. 5. No portion of the projecting sign shall be lower than eight feet above the level of sidewalk or other public right of - way over which it projects. 6. Projecting signs may utilize rotating mechanical displays. Please let me know if you would like to pursue a projecting sign, because I will have to make a determination of whether or not the existing Ace Hardware projecting sign will affect your eligibility. If you prefer to pursue placing a sign on the back (south) wall of the building, this wall can only contain signage if it qualifies for a flush -mounted wall sign under the "Incentive Signage" provisions, since it does not contain an exterior public entrance. The qualification criteria for an incentive sign are listed in the sign code as follows (you only have to meet one of the four conditions): 1) At least 50 percent of the wall area between the height of two and seven feet must be transparent with either an unobstructed view into the business or use, or a display i window with a depth of at least three feet. 2) Architectural detailing consistent with the building design using changes in color, materials, texture and variations in the wall plane. 3) Artwork such as mosaic, mural or sculptural relief over at least 50 percent of the wall surface. 4) One or more trellises covering at least 50 percent of the wall area between the height of two and seven feet, planted with climbing vines and other plant materials in a planting bed at least two feet in width and provided with permanent irrigation. In this case, I would suggest that either number 3) or 4) above may be worth pursuing. Let me know if your client is interested in installing a mural, and I will check to see if we have any additional guidelines for that. One additional allowance that you do have under the code is directional signage. You are allowed up to 4 directional signs per premise without a permit. The intent of directional signs is to direct vehicular traffic and not as a means for advertising, so the size allowances are pretty small — two square feet per face for freestanding signs and three square feet for flush -mounted building signs. However, the directional sign allowance would allow you to have up to four small (3 sq ft max) signs on the south wall, provided that there are no directional signs anywhere else on the premise. You do not need a permit for them, and the content of the signs is not regulated. I hope that one or more of these three options are helpful to you and your client. To recap, three options that I think may work for you, based on what I know about the constraints of the building and the site and your signage needs, are: 1. A projecting sign on the west wall (pending a determination of how the Ace Hardware sign would affect your eligibility) 2. Placing a mural or trellises on the south wall that will allow you to qualify for an incentive sign on that wall 3. Directional signage on the south wall or elsewhere. There may be other options worth pursuing, as well — if you bring in a proposal, I would be happy to work with you. Finally, while I am pretty familiar with the sign code, I am not a lawyer or a sign designer, so this e-mail should not be taken as legal or business advice. I looked at the sign plans some more today, and here is what I concluded: For the smaller sign on the south wall, I don't see any way that this can be approved. Our sign code only allows one sign per exterior public entrance, and since this wall is not accessible to the public, I can't consider any entrance there to be public. We do allow signs of 50% the normal allowance on walls with no exterior public entrance, but only for "architecturally interesting" buildings. Architectural interest, as defined in section 19.20.050.F.4(b) of the sign code, can be provided by: o At least 50 percent of the wall area between the height of two and seven feet must be transparent [windows]... o Architectural detailing consistent with the building design using changes in color, materials, texture and variations in the wall plane a Artwork such as mosaic, mural or sculptural relief over at least 50 percent of the wall surface o One or more trellises covering at least 50 percent of the wall area between the height of two and seven feet, planted with climbing vines and other plant materials... For a sign on the north wall, there are a couple different options available. There are specific allowances for canopy edge signs that are listed in section 19.20.050.E. The sign you are proposing would not meet code as a canopy edge sign, because the code only allows a single row of individual letters not to exceed 12 inches in height. The second option is, for older and smaller buildings such as this one with constrained signage options, I have applied the flush -mounted building sign criteria for signs installed on canopy/arcade structures. However, flush -mounted signage must be mounted flat against the building wall or some part of the building structure. From the plans you submitted, it appears that the sign as proposed would hang down below the canopy, so that the bottom of the sign would be free-floating and not mounted to the wall, which is not allowed. The code is not particularly clear on this point, so I apologize for any confusion. If you would like to submit revised plans for the signs, those can be sent via e-mail. Section 2- Incentive Signage Wall signs may also be installed on walls that do not have public entrances if the wall where the sign will be located meets at least one of the following design criteria: 1. At least 50 percent of the wall area between the height of 2 and 7 feet must be transparent with either an unobstructed view into the business or use or a display window with a depth of at least three feet. 2. Architectural detailing consistent with the building design using changes in color, materials, texture, and variations in the wall plane. 3. Artwork such as mosaic, mural or sculptural relief covers at least 50 percent of the wall surface. If the artwork uses words or images related to the business on site they will be considered part of the sign area. 4. One or more trellises covering at least 50 percent of the wall area between the height of two and seven feet, planted with climbing vines and other plant materials in a planting bed at least two feet in width and provided with permanent irrigation. Signs permitted under this Section may be up to 50 percent of the area calculated in the Table in Section 1.
